At 9: 00 am, Council President Nordquist called the meeting to order.

Councilmember Fahey led the discussion and referred to a binder containing research on the
subject of Economic Development Councils. Councilmember Fahey and Councilmember
Petruzzi both support a comprehensive Economic Development plan for the City of Edmonds.
Councilmembers were in general concurrence, however, Councilmember Kasper stated he is not
overly optimistic because he doesn't believe the population in Edmonds wants any more increase
in businesses that would result in increased parking problems and congestion. Councilmember
Kasper believes the City has to concentrate on developing Highway 99.
Councilmember Dwyer stated the City is very successful in bringing in service oriented
businesses, however noted they do not bring in revenue for the City as they do not generate tax
revenue for the City.
Councilmembers discussed the possibility of creating an Economic Development Council and it
was requested that Councilmember Fahey and Petruzzi continue working on this and formulate a
plan in early 1995 to bring such a Council and plan to the City.

Councilmember Kasper lead the discussion. He stated there is a lack of funding set aside for the
Highway 99 project. Even though there has been great discussion in the past, the City has not
done anything about the need for close to $1 million as the City's 17.2% share of the pending
Highway 99 Expansion Project.
Councilmember Kasper said theoretically, the City should have close to having $600, 000 for the
pending project. Councilmember Kasper stressed that dedicated funding needs to be set aside
for this project, and not just put monies into the General Fund. Councilmembers agreed.
Councilmembers decided to continue this discussion once the review of the 1995 Budget was
received to see if funding was included for the Highway 99 project.
Councilmember Dwyer left the meeting at 10:10 a.m.
Councilmember Earling lead the discussion. He referred to a memorandum from Rhonda March,
City Clerk in which recommendations were made pertaining to business license fees. The
recommendations are 1) Adjust Home Occupation Annual License Fee to be in line with General
Business License of 1-3 employees, and 2) No mid year reduction of fee (After July 31).
It was noted these recommendations would come before the Council on an upcoming agenda for
Council approval. No objections were made by Councilmembers regarding the
recommendations.
AT 10: 20 a. m, the City Council met in an Executive Session to discuss labor negotiations. The
session ended at 12: 00 p. m., and Council President Nordquist adjourned the meeting thereafter.
