CALL TO ORDER
Council President David O. Earling called the meeting to order at 8:30 a.m. Mr. Earling
explained he had previously requested Mr. Art Housler, Director of Administrative Services, to
attend the meeting to clarify the following for the Councilmembers:
• Budget Process
• Major areas pertaining to new funding or reduction in funding
• Outline any major shifts in budget
Brent Hunter, Human Services Director, was also in attendance to update the Council on the
Human Resources Study and what financial impact that had on the budget.
The Council President then directed the Recorder to take summary minutes.
Mr. Housler began by presenting the Councilmembers with a hand-out which outlined the budget
process from start to finish.
This document addressed the following:
• Zero -Base Budgeting Process
• Cost Center Groupings
• General Fund 1998 Revenue Conditions/Assumptions
• General Fund 1998 Expenditure Conditions/Assumptions
• General Fund -Revenue Expenditure Forecast Trend for Years Ended 12/31/94 to
12/31/2001

• Expenditures by Fund.
• Expenditures by Fund Category
Mr. Brent Hunter outlined for the Council which items in the Human Resources Study will be
impacting the budget in 1998.
After these presentations, Mr. Earling asked the Councilmembers for questions relating to the
topics discussed.
A question arose as to the amount to be put in the Community Request Fund and it was agreed
by the Council to set the amount at $25,000.
All of the Councilmembers had minor questions which were answered to their satisfaction.
The following items required more detailed answers and were forwarded to the Budget
Workshop to be held on Monday, November 24, 1997.
• Status of water rate study.
• Update on revenues - 1999 to 2001
• Status and uses ,of Off Street Parking Fund
• Capital Improvement Fund 325 - Give more detailed information in
description.
• Hwy 99 Update
• CPR Training - Reinstating classes in Edmonds.
• Community Requests Procedure
Mr. Earling then asked for audience portion. Mr. Ray Albano, 20916, 76th Avenue West,
Edmonds, was the only person in the audience and commented positively about the
budget meeting and expressed his satisfaction with the budget process. He congratulated
all involved on a job well-done.

With no further business, Mr. Earling adjourned the meeting at 10:30 a.m.
