Resolution 11860006.90000 WSS/gjz 12/3/08 RESOLUTION NO. 1186 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,WASHINGTON, ESTABLISHING EMS TRANSPORT USER FEES. WHEREAS, the City Council of the City of Edmonds has proved the establishment of EMS transport user fees, and, WHEREAS, those fees are to be collected pursuant to a billing services contract with a third -party biller, and WHEREAS, the City Council wishes to establish reasonable fees for service consistent with Medicare standards and limitations; now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The following fees for EMS transport service are established for transport by land, and shall be effective immediately. The fees shall be imposed at such time and date as the Mayor shall approve when a billing system and forms are in place to ensure compliance with state and federal regulations. These fees shall remain in place until amended by the City Council by resolution. Fees for transport by land. 1. Basic Life Support Emergency - $475 2. Advance Life Support, Level I - $700 3. Advance Life Support, Level II - $800 4. Mileage Assessment Per Loaded Mile - $15.50 {WSS711987.DOC;1/00006.900000/} - I - Section 2. Definitions. When used in this fee resolution, the following terms or phrases shall have the meanings set forth below: Advanced Life Support (ALS) Assessment: Advanced life support assessment is an assessment performed by an ALS crew as part of an emergency response that was necessary because the patient's reported condition at the time of dispatch was such that only an ALS crew was qualified to perform the assessment. An ALS assessment does not necessarily result in determining that the patient requires an ALS level for service. Advanced Life Support (ALS) Intervention: Procedure that is in accordance with state and local laws, policies and procedures that are beyond the scope of practice of an emergency medical technician. Advanced Life Support (ALS), Level 1: Transportation by ground ambulance vehicle and the provision of medically necessary supplies and services including the provision of an ALS assessment or at least one ALS intervention. Advanced life support services are medical treatment skills beyond the scope of emergency medical technicians as defined in Chapter 18.71 RCW. Advanced Life Support (ALS). Level 2: Transportation by ground ambulance vehicle and the provision of medically necessary supplies and services including (1) at least three separate administrations of one or more medication by intravenous push / bolus or by continuous infusion (excluding crystalloid fluids; or (2) ground ambulance transport and the provision of at least one of the following ALS2 procedures: manual defibrillation/cardio conversion; endotracheal intubation; central venous line; cardiac pacing; chest decompression; surgical airway or intraosseous line. Advanced Life Support (ALS) Personnel: Individuals trained to the level of the emergency medical technician -intermediate or paramedic. Basic Life Support (BLS), Emergency: Transportation by ground ambulance vehicle and the provision of medically necessary supplies and services, -including BLS ambulance services as defined by the state (Chapter 18.73 RCW). The ambulance must be staffed by an individual who is qualified in accordance with state and local laws as an emergency medical technician basic (EMT Basic). Basic emergency medical technicians perform non- invasive, basic emergency treatment skills. (WSS711987.DOC;1/000K900000/) -2- Emergency Medical Technician (EMT) - Paramedic: Possesses the qualifications of the EMT -Intermediate and in accordance with state and local laws has enhanced skills that include being able to administer additional interventions and medications. Emergency esponse: Basic Life Support (Emergency) or Advanced Life Support level of service has been provided in immediate response to a 911 call or the equivalent. An immediate response is one in which the ambulance supplier begins as quickly as possible to take the steps necessary to respond to the call. Mileage Assessment per Loaded Mile: One-way mileage transport by ground ambulance with the patient on board from the emergency scene to the appropriate medical facility.
