RESOLUTION NO. 428
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, IMPOSING A MORITORIUM ON
ISSUANCE OF ALL BUILDING PERMITS AND APPROVALS OF
PLANNED RESIDENTIAL DEVELOPMENTS, SUBDIVISIONS AND
SHORT SUBDIVISIONS IN THE MEADOWDALE AREA OF
EDMONDS.
WHEREAS, large undeveloped areas of the City
located generally north of 168th.Street Southwest, and known
as the "Meadowdale area" are not presently served with
sanitary and /or storm sewers, and
WHEREAS, there exists a high potential for landslides
in the Meadowdale area due to such factors as the steep slopes,
the sand and clay soil formations, and the quantities of ground
water percolating through the soil due to the lack of storm
and sanitary sewers, and
WHEREAS, previous landslides have been reported in
the Meadowdale area and the geological and hydrological
conditions present suggest that there will be future land-
slides unless corrective action is taken, and
WHEREAS, human factors may aggravate conditions as
a result of excavations, removal of vegetation, diversion of
water and introduction of more water into the ground in the
absence of sewers, and
WHEREAS, the City Engineer has conducted a study
based on available data and has concluded that no new construction
or development should occur in the Meadowdale area until

adequate study and planning have been done including the
follows:
1. Detailed analysis of landslide hazard areas
and potential for damage.
2. Designation of areas contributing directly and in-
directly to existing and potential landslide hazards.
3. Study of feasibility and costs.estimates for
minimizing hazards through construction of:
a. Sanitary sewers;
b. Storm sewers;
C. Subsurface drains;
d. Mechanical stabilization;
e. On site and non - structural solutions possibly
including grading /excavation control zones, low density
(hazard) areas, clearing control zones and landscaping
guidelines, and
WHEREAS, the City Council, after notice having been
duly given, held a public hearing on February 27, 1979, to
consider imposing a moritorium on issuance of all building
permits and approvals of planned residential developments,
subdivisions, and short subdivisions in the Meadowdale area
until adequate study and planning had been done to prevent
and /or minimize the.hazards in the area, and
WHEREAS, at said public hearing all persons who
desired to speak were afforded an opportunity to do so, and
WHEREAS, the City Council finds that any additional

development in the Meadowdale area presents a high potential
of contribution to potential landslides and thus constitutes
a real and immediate danger to the public health, safety,
welfare, property and lives,, and .
WHEREAS, until detailed study of the hazardous
areas and solutions for controlling and eliminating the
hazards are made, no building permits or approvals for
planned residential developments, subdivisions or short
subdivisions should be granted by the City, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, HEREBY
RESOLVES AS FOLLOWS:
Section 1. No City Department,or official
shall issue, approve or process. an application for any
building permit, planned residential development, subdivi-
sion or short subdivision which has been filed with the City
on or after February 27, 1979, for that area commonly known as
the Meadowdale area, located generally north of 168th Street
Southwest in Edmonds and more particularly depicted on the
map which is labeled Exhibit "A ", attached to this Resolution,
and incorporated in full by this reference, until the study
authorized hereinafter is completed and remedial action is
implemented.
Section 2. The Department of Public Works and
the City Engineer shall conduct a detailed study and analysis
of the landslide potential in the Meadowdale area and possible
solutions therefor, including but not limited to the following:

2. Designation of areas contributing directly and /or
indirectly to existing and potential landslide hazards.
3. Study of feasibility and costs estimates for
minimizing hazards through construction of:
a. Sanitary sewers;
b. Storm sewers;
C. Subsurface drains;
d. Mechanical stabalization;
e. On site and non - structural solutions which
may include grading and /or excavation control
zones, low density (hazard) areas, clearing control
zones and landscaping guidelines. Said study shall
be completed and the results thereof reported to the
City Council not later than October 16, 1979.
Section 3. The City Clerk is directed to place this
matter on the October 16, 1979, agenda for review of the
continuing necessity of the moritorium imposed by this
Resolution.
