12/23/2002 City CouncilEDMONDS CITY COUNCIL APPROVED MINUTES December 23, 2002 The Edmonds City Council meeting was called to order at 4:30 p.m. by Mayor Gary Haakenson in the Council Chambers, 250 5"' Avenue North, Edmonds, followed by the flag salute. ELECTED OFFICIALS PRESENT Gary Haakenson, Mayor Dave Earling, Council President Dave Orvis, Councilmember Michael Plunkett, Councilmember Jeff Wilson, Councilmember Deanna Dawson, Councilmember Lora Petso, Councilmember ELECTED OFFICIALS ABSENT Richard Marin, Councilmember 1. APPROVAL OF AGENDA STAFF PRESENT Fire Chief Tom Tomberg Linda Hynd, Recorder COUNCILMEMBER ORVIS MOVED, SECONDED BY COUNCILMEMBER WILSON, FOR APPROVAL OF THE AGENDA. MOTION CARRIED UNANIMOUSLY. 2. CONSENT AGENDA ITEMS COUNCILMEMBER ORVIS MOVED, SECONDED BY COUNCILMEMBER WILSON, FOR APPROVAL OF THE CONSENT AGENDA. MOTION CARRIED UNANIMOUSLY. The agenda item approved is as follows: (A) ROLL CALL 3. APPROVAL OF AGREEMENT FOR SHARED TECHNICAL SERVICES BETWEEN THE CITY OF EDMONDS, THE CITY OF LYNNWOOD, AND JAMES MERCER, M.D. Fire Chief Tom Tomberg thanked the council for convening to consider the agreement and hoped that the narrative sufficiently answered any questions. Council President Dave Earling inquired about the expectation of increased insurance costs and the possibility of capping the insurance. Chief Tomberg discussed the pertinent RCW's and, because of the urgency of completing the agreement, he felt that the attorneys were not comfortable in setting the agreement up in any other way. He stated that he and Lynnwood Fire Chief Olson planned to review the agreement after January 1" to look at costs. Council President Earling requested that Chief Tomberg provide a report on this item at the end of the first quarter. MAYOR'S COMMENTS Mayor Haakenson expressed his enjoyment in working with the Council over the past year and looked forward to next year. 5.
