Roll call indicated that there was a quorum. BA-1-72 D. H. Caryl Request for a variance from water main a nd fire hydrant requirements of Ordinance 1568. Harry Whitcutt explained the Caryl's appeal to the Board of Appeals. Chief Cooper indicated that the closest water hydrant was the Meadowdale Country Club which was definitely a handicap in giving fire fighting assistance at the proposed subdivision site. Ile said, however, that he was willing to Live approval to the appeal since he considered the require- ments of Ordinance 1568 to be an undue hardship on Mr. Caryl. There was an ensuing conversation in which Mr. Caryl indicated disapproval of the system of requirements which led him to the Board of Appeals. The I. Board and the Fire Chief endeavored to explain the City's position to him. Mr. Whitcutt indicated to the Board that he was in favor of granting the proposed variance. I. A motion was made by Mr. Whitely and seconded by Mr. Trent that a variance from Ordinance 1568 be granted to Mr. Caryl. The motion carried unanimously. The meeting was adjourned at 8:16 p.m. by C. A. The reasons set forth in the application justify Cm g O the granting of the variance or alternate and that the variance mn or alternates are the minimum that will make possible the M reasonable development of the property. z Section 10.10.050 Costs.. The cost of installation N and/or replacement of water mains as required by this Chapter p i shall be as follows: m 4- i A. The installation of all main feeder lines, eight inches to twenty-four inches in diameter, shall be installed at the City's expense. B. The replacement of water mains, four inches to �5 six inches in diameter, if and when required, shall be at z; City expense. -3- i C. The replacement of smaller than four inch diameter mains shall be accomplished by the property owner bearing the cost of the materials and the City bearing the cost of installation. Replacement in kind is not to be considered as "repair". D. The installation of water mains to properties not previously served shall be at the benefited property owner's or developer's expense. Z E. Oversized water mains required for special use 0 R1 demands shall be installed at the developer's or property owner's expense. M C F. If the water mains installed pursuant to-sub- M 0 paragraphs "D" and "E" above provide service or benefits to 0 CC: M properties other than owned by the water main installer, late- M Z comer agreements may be arranged between the -City and the yZ installer for the construction and subsequent dedication of 0 n "n the water facilities. Section 10.10.060 Location. 0 M T 0 A. All public fire hydrants shall be installed at 0 Fn Cl) 0) street intersections where possible. Public hydrant spacing M 0 shall be measured along vehicular, access routes. B. In single family residential areas public hydrants Z shall be spaced so that the maximum distance between them is 600 feet. If street intersections are over 700 feet apart, O Z O additional public hydrants will be placed between them so as M V., not to be more than 600 feet from public hydrants on either side. If cul-de-sacs or dead end streets, road or driveways, or combinations thereof, are over 300 feet long, additional public hydrants shall be installed so that the public hydrant spacing is not over 600 feet. C. in areas other than single family residential, -4- L I public fire hydrants shall be installed so that the distance between them averages 300 feet. If street intersections are over 400 feet apart, additional public fire hydrants shall be placed between them so as not to be more than 300 feet apart. if cul-de-sacs or dead end streets, roads or drive- ways, or combinations thereof, are over 150 feet long, additional public hydrants shall be installed so that the L public hydrant spacing is not over 300 feet. All water mains serving or plan to be serving 0 m fireprotection systems, installed or replaced in the City 4 of Edmonds hereinafter shall have a minimum diameter of six inches. Section 10.10.080 Private hydrants. The installs- tion of private hydrants as defined herein shall meet the requirements for public hydrants and shall be located as r -6- designated by the Fire Chief to provide adequate fire protection. The Fire and Public Works Departments shall have the right to go upon the premises and to use the pri- vate hydrant for testing, flushing and public emergency uses. Section 10.10.090 Flush type hydrants. The installation of flush type hydrants is prohibited unless approved by the Fire Chief where undue practical hardship would otherwise be created without relative increase in z fire protection, 0 Section 10.10-100 outlets. The foot valve shall be installed to Public Works Department standards. The location Z 0 of all such valves installed shall be properly and accurately M marked on as -built plans or drawings with generally acceptable engineering detail, two copies of which shall be furnished to the Public Works Department. Valves shall be furnished with a standard valve box. -7- Section 10.10.120 Street grade and hydrant clearance. Hydrants shall stand plumb, be set to established street grade with the lowest outlet of the hydrant no less than eighteen inches above the street grade and no less than thirty- six inches of clear area about the hydrant for clearance of hydrant wretch on both outlets and on the control valve. The pumper port shall face the street. Where the street cannot be clearly defined or recognized the port shall face the most likely route of approach and location of the fire truck Z 0 while pumping which shall be determined by the Fire Chief. 0 Section 10.10.130 Hydrant protection. The purpose of this Section is to maintain clear approach and visual area around the hydrant. Section 10.10.160 Installation and approval.
