AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON AMENDING THE CITY'S COMPREHENSIVE
PLAN TO CLARIFY THE BOUNDARY OF THE
COMMUNITY COMMERCIAL DESIGNATION FOR
CERTAIN PROPERTIES ADDRESSED AS 23114 - 23124 100TH
AVENUE WEST, AND TO CLARIFY THAT THE EASTERN
HALF OF THE PROPERTY AT 23121 102ND PLACE WEST IS
DESIGNATED "SINGLE-FAMILY/ RESIDENTIAL", REZON-
ING DESIGNATED PARCELS ADDRESSED AS 23114 - 23124
100TH AVENUE WEST FROM RS -8 AND RM -2.4 TO BN AND
THE EASTERN HALF OF PROPERTY ADDRESSED AS 23121
102ND PLACE WEST FROM RM 2-4 TO RS -8, AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, the City Council is in receipt of the recommendation of the Planning
Board that the Comprehensive Plan Map be amended to show that certain lots fronting on 100"'
Avenue West are and shall remain as "Community/Commercial" while at the same time
clarifying that all lots accessing to the West are designated as "Single-Family/Small Lot", and

WHEREAS, a public hearing was held on said recommendation on November 18,
WHEREAS, the City Council finds, based upon the evidence adduced at the
public hearing, the information included in the record and the recommendation of the Planning
Board that the changes set forth in File No. R-03-73 are in the public interest and comply with all
the criteria set forth in the Edmonds Community Development Code for amendments to the
Comprehensive Plan, including but not limited to consistency with the Comprehensive Plan, and

WHEREAS, on December 2, 2003, a closed record hearing was held on the
recommendation of the Planning Board that certain properties located at 23114 through 23124
100th Avenue West be rezoned from "RS -8" "RM -2.4" to "BN" (Neighborhood Business), and
that the eastern half of the property addressed as 23121 102"d Place West be rezoned from RM -
2.4 to RS -8, and
WHEREAS, the City Council finds that such a rezone is in the public interest and
complies with the criteria established by the Edmonds Community Development Code for a
rezone in that such properties are consistent with the Comprehensive Plan, suitable for the uses
designated to establish a logical zoning boundary and transition for the area and that such rezone
is therefore in the public interest, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
Section 1. The City's Comprehensive Plan Map is hereby amended to clarify
that lots fronting on 100th Avenue West and addressed as 23114 100th Avenue West are classified
as "Community/Commercial" while at the same time clarifying that all lots accessing to the West
are designated as "Single-family/Small Lot." Said changes are shown in the record of the
proceeding in Attachment I to File No. R-2003-73 and are incorporated by this reference as fully
as if herein set forth.
Section 2. The Community Services Director is hereby authorized to effectuate
the amendment of the Comprehensive Plan Map; to show such changes.
Section 3. Certain real properties located at 23114-23124 100th Avenue West are
hereby rezoned from "RS -8" and "RM -2.4" to "BN" (neighborhood business). The eastern half
of property addressed as 23121 102nd Place West is hereby rezoned from RM -2.4 to RS -8. Said

properties are depicted on the attached Exhibit A and incorporated by this reference as fully as if
herein set forth. The Community Services Director is authorized to change the designation of
such properties on the official zoning map of the City.
Section 4. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
