I will follow up on Thursday by delivering the original to your office. I am providing what I have termed a "Letter of Understanding" to clarify the scope of work between the two Permit Applications for the Trike Stop Daycare Center project — Infant Building versus Main Building, each of which is to be constructed under separate permits. The letter also summarizes the conversation City staff had with Wes Snow of SAW Construction, the General Contractor for the project, when he visit with you and others today. I would appreciate it if you would distribute the letter as may be appropriate in order that there be no misunderstanding about the scope of work necessary in order for Autumn Snow to obtain a Certificate of Occupancy for the Infant Building — hopefully this week. If you or any other staff member wishes to provide addendum to this letter, I would appreciate being advised as soon as possible. Also, the letter summarizes the history of the location of the New Trash Enclosure — the latest direction coming from City staff in the meeting today with Wes Snow. If the concerns of Michael Clugston in Planning can be mitigated, I do believe the better location is in the sideyard as staff indicated today, but at this point in time we have been given conflicting direction. I would appreciate your continuing assistance in order to give us final direction for the location. Edmonds, WA 98020 and which is currently under construction for the Infant Building only, under Permit BLD2015-0891. The Main Building is currently in Plan Check and the Permit is pending under Application BLD2015-0891. The Infant Building is very close to completion of the Tenant Improvements associated with that building and it has become necessary to clarify the scope of work that was permitted under that initial permit was for interior improvements only. The major emphasis of this letter is to clarify that all Site Work including parking striping, handicapped spaces and signage, all concrete curbing and sidewalks associated with the Main Building, the New Entry / Drop-off Area, and the New Trash Enclosure will be constructed at the time of construction for the Main Building. The Main Building is currently in Plan Recheck phase at the City of Edmonds offices and the permit is pending. This letter is also to provide assurance to the City of Edmonds Development Services Department that the Owner, Autumn Snow, is committed to starting construction of the Main Building and all scope of work associated with that separate application, including the Site Work as summarized above, just as soon as the Permit is available. The General Contractor, SAW Construction, is setting up for start of construction as soon as possible, so there will be no delays on the part of the Owner for progressing with Main Building construction. The Owner's signature following will indicate that commitment. Wes Snow of SAW Construction met with City staff on this date to help clarify the division of work between the two separate permits. As part of that discussion City staff indicated their desire for the Architect of Record to modify the rear parking concept to include the following generalized revisions so as to facilitate better handicapped parking and access to the Infant Building. Those revisions will include: Letter to City of Edmonds Community Services Dept. Letter of Understanding Trike Stop Daycare Center - Westgate EBP 5 January 2016 Page 2 1.) Parking concept along the east property line is to change to angled parking. This will allow for a handicapped parking stall to be located adjacent to the east side of the Infant Building adjacent to the current edge of pavement. The striped marking is to run adjacent to the parking stall space on the drive -aisle side for the length of the parking stall. This will create a handicapped parking stall that meet maximum slope requirements to the accessible Rear Entry Door. The Architect will confirm with City staff that the angled parking and drive -aisle access widths meet City standards. 2.) City staff also indicated that the proposed New Trash Enclosure would be better located in the sideyard setback area, on the opposite side of the driveway, adjacent to the point where the south and east property lines form a corner. This is also in the area where the Tree Inventory prepared by the Architect has shown Tree Numbers 1 and 2 are scheduled for removal due to diseased and hazardous conditions. The Owner has retained the services of a Licensed Arborist whose report is yet to be submitted substantiating the need for removal of those two trees. In fact, this was the original location for the New Trash Enclosure as proposed by the Architect upon initial submittal for Plan Check under BLD2015-0962. The Architect had previously coordinated with Mr. Steve Fisher in Public Works who provided guidance in locating the Trash Enclosure at this location, stating that his work with the local trash hauler would indicate this location as being optimum on the site for ease of pickup. This location, however, was determined to be inappropriate upon review by Michael Clugston, the Plan Checker for the Planning Department, who stated that the Trash Enclosure would not be permitted to be located in the side setback area, notwithstanding that the enclosure would be no higher than the property line fencing at 6'-0" above finish grade and that new tree plantings in that area would provide supplementary landscape screening. The Architect would hereby request some interdepartmental discussion regarding the best and final location for the New Trash Enclosure. Based upon this input from City staff, the Architect will include any revisions as part of the exhibit showing revised parking layout as noted above. If City staff has any questions regarding this Letter of Understanding as prepared by the Architect, and as signed by the Owner, we would ask that contact be made as soon as possible so that corrections, additions, or clarifications can be included as may be necessary to assure clear understanding between all parties.
