During a review of the plans by the Building Division for compliance with the applicable building codes, it was found that the following information, clarifications, or changes are needed. Reviews by other divisions, such as Planning, Engineering, or Fire, may result in additional comments that require attention beyond the scope of this letter. A complete review cannot be performed until the revised plans/documents, including a written response in itemized letter format indicating where the `clouded' or otherwise highlighted changes can be found on the revised plans, have been submitted to a Permit Coordinator. Only those sheets specifically referenced as follows need to be resubmitted. Resubmittals must be made at the Development Services Department on the 2nd Floor of City Hall. Permit Center hours are M, T, Th, & F from 8am-4:30pm and from 8:30am-12pm on Wednesdays. General plan review comment: 1. Provide as part of a complete permit application submittal design load calculations required to size the heating/cooling equipment per Washington State Energy Code (WSEC) C403.2.2. 2. Provide as part of a complete permit application submittal a drawing representing the separate heating/cooling zones served by each piece of equipment, thermostat, and the ductwork serving them. It should also represent the means to be used to provide the exhaust airflow rates for the restrooms and the storage/utility area per International Mechanical Code (IMC) Table 403.3.1.1 and the dryer exhaust per IMC Section 504. On sheet 1 of 1: Room Outside Air Vent. Requirements a. Room Classification — Clarify on the plans the following room (occupancy) classifications used to determine the minimum ventilation rates per IMC Table 403.3.1.1. • Daycare - There does not appear to be a `daycare' use indicated on the approved plans for the tenant improvement under permit BLD2018-0864. In addition, the `occ. Num' and the `CFM/person' does not appear to correspond with that typical for the use per IMC Table 403.3.1.1. • Health Club / Weight Room — There appears to be other/different health club uses proposed on the plans for permit BLD2018-0864. Of particular concern are those activities/equipment (treadmills, cycle trainers, etc.) that result in higher respiratory rates, similar to that of aerobics. b. Room Area — Clarify on the plans the indicated square footage of the following areas used to determine the minimum ventilation rates per IMC Table 403.3.1.1. • Daycare — The indicated area is almost half of the total tenant space, far more than that of the non -fitness areas represented on the plans for permit BLD2018-0864. The area indicated for `RTU-6' should only be that served by that equipment and its ductwork. • Health Club / Weight Room — The indicated areas are, cumulatively, more than 1200 square feet larger than the fitness areas represented on the plans for permit BLD2018-0864. The areas indicated for each piece of equipment should only be that served by each unit and its ductwork. Update the information on the provided table in response to the above plan review comments. c. Notes `1' and `2' — Change on the plans the code regulating the fresh air requirements and the determination of the occupant loads from `Washington State Energy Code' to `IMC Table 403.3.1.1'. 4. Package Rooftop Heat Pump a. OSA CFM — Update the information for each of the units in response to plan review comments `3.a-c'. b. Notes i. Note 3 - Clarify on the plans the applicability of `Note 3' for each of the units. None of the units appear to utilize fuel gas. ii. Note 5 — Add to the note on the plans the requirements that the modulating OSA and return dampers are configured to provide up to 100% OSA for cooling and to automatically reduce the outdoor air intake to the minimum ventilation rate complying with IMC Table 403.3.1.1when the outdoor air will no longer reduce cooling energy usage per WSEC C403.3.1 and C403.3.3. iii. Note 6 — Add to the note on the plans the required capability and configuration of the existing thermostats to meet the requirements of WSEC C403.2.4. iv. Note 7 — Change on the plans the referenced table regarding the minimum efficiency requirements of the equipment from `C403.2.3(1)A' to `WSEC C403.2.3 (2)' . Page 2 of 3 v. Note 8 — Add to the note on the plans the required installation of a thermostat that does not allow simultaneous heating and cooling in the same zone, has multiple cooling stage capability that will activate the economizer when appropriate as the first stage of cooling, and can adjust the equipment start time required to bring the area served up to the design temperature just prior to the scheduled occupancy of the area, per WSEC C403.2.4.1. 5. Roof Plan a. Provide on the plans details, and references to them, specifying the minimum required attachment (equipment-to-curb/curb-to-roof) of each of the units to resist lateral loads per American Society of Civil Engineers (ASCE) 7-16, Chapter 13. The sections/details, found in the structural calculations prepared by PCS Structural Solutions — Project 18-646, must be incorporated into these plans to guide proper construction and inspection of the following: • `Section 3', found on page 4 • `Section 5', found on page 6 • `Section 7', found on page 8 Other drawings/sections/details contained in the structural calculations intended to represent/specify those structural elements required to be altered and/or added to the roof framing to support the mechanical equipment (such as each `Roof Framing Plan' and the sections referenced therein) must be added as a revision to the plans for permit BLD2018-0864. b. Change on the `Roof Plan' the locations of the equipment attachment and roof framing upgrade details referenced in the notes to that designated for those items provided in response to plan review comment `5.a'. c. General Notes — Note 3 - Change in the note the location of the roof framing plan/upgrade details from `structural calculations' to `approved plans for BLD2018- 0864'. Page 3 of 3
