Edmonds School District No. 15 For►..,;r Woodway High School Multipurpose Sp-t-ts Fields DESCRIPTION OF PROPOSAL: The proposal is the construction of a multi-purpose athletic field complex that is to occur in three phases. Phase l consists of one large multi-purpose synthetic turf athletic field with subsurface drainage to replace an existing natural turf multi-purpose field. This field currently accommodates little league baseball, softball and soccer uses. This field will be large enough to accommodate 2 full size soccer fields that can also accommodate lacrosse and two full little league baseball/softball fields with associated backstops, dugouts, ball control fencing and netting as well as pedestrian improvements. A pedestrian walking path will be constructed around the field with accommodation for connection in future phase. Depending on funding, a community garden area may be developed, including wood chip pathways and raised garden bed areas. To minimize potential future disturbance, the conduit and foundation system for future lighting associated with the Phase 1 field will be installed. Phases 2 and 3 will be constructed at a future date depending upon funding availability and will include an identical multipurpose synthetic turf field to the North which will connect the pedestrian pathway system to the southern field constructed in Phase 1. To minimize potential fixture disturbance, the conduit and foundation system for future lighting associated with Phase 2 field will be installed and connected to the infrastructure installed within the Phase 1 improvements. Phase 3 includes a one story restroom and concession building, minor pedestrian paving improvements and sports field lighting for all fields. Impacts of all three phases were considered in the SEPA Environmental Checklist. The proposed action will require approval of grading, fill and excavation, building permits, height variance approval as well as a Conditional Use Permit from the City of Edmonds. It will also require a Washington State Department of Ecology Construction Stormwater Permit. PROPONENT: Edmonds School District No. 15 LOCATION OF PROPOSAL: The site is located at 23200 100111 Avenue West in Edmonds. The Snohomish County Tax Parcel Number is 27033600202200 and is located in the SE 1/4 of the NW 1/4 Quarter of Section 36, Township 27 North, Range 03 East, W.M. LEAD AGENCY: Edmonds School District No. 15 The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City of Edmonds ordinances related to general environmental protection including, but not limited to: demolition and utilities. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. Note: Issuance of this threshold determination does not constitute approval of the permit. This proposal will be reviewed for compliance with all applicable City of Edmonds, which regulate development activities. It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the factors listed in Edmonds School District No. 15 Policy 9630, 7.0 SEPA and Agency Decisions. This Determination of Non -Significance (DNS) is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from the published date below. Comments must be submitted by March 13, 2015 to the Responsible Official as named below. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS. If the DNS is retained, it will be final after the expiration of the comment deadline.
