AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE CITY OF EDMONDS
COMPREHENSIVE PLAN BY ADOPTING THE 2013
COMPREHENSIVE SEWER PLAN AS AN ELEMENT OF THE
CITY OF EDMONDS COMPREHENSIVE PLAN TO REPLACE
THE 2006 COMPREHENSIVE SEWER PLAN; AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, on June 11, 2013, the Finance and Planning, Parks and Public Works
Committees reviewed the proposed 2013 Comprehensive Sewer Plan; and
WHEREAS, the 2013 Comprehensive Sewer Plan was presented and a Public
Hearing was held before the Planning Board on June 26, 2013; and
WHEREAS, on September 17, 2013, the proposed 2013 Comprehensive Sewer
Plan was presented to the Council for review and discussion; and
WHEREAS, on September 24, 2013, a Public Hearing on the 2013
Comprehensive Sewer Plan Element of the Comprehensive Plan was held before the Edmonds
City Council; and
WHEREAS, on October 1, 2013, the Edmonds City Council approved the 2013
Comprehensive Sewer Plan; and
WHEREAS, the City Council considered other amendments to the City of
Edmonds Comprehensive Plan concurrently with the sewer plan adoption that is effected by this
ordinance; and

WHEREAS, the City Council expressly finds that, consistent with the
requirements of RCW 36.70A.130, the adoption of these amendments during a single council
meeting complies with the requirements of the Growth Management Act, that said amendments
have been considered by the City Council concurrently, that the City Council ascertained
cumulative effect of the various proposals, that the City Council finds the changes to be
internally consistent, and that their cumulative effect is consistent with the purpose and intent of
both the Growth Management Act and the City's Comprehensive Plan, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The City of Edmonds Comprehensive Plan is hereby amended by
replacing the 2006 Comprehensive Sewer Plan with the 2013 Comprehensive Sewer Plan, which
is hereby adopted and incorporated into the City of Edmonds Comprehensive Plan, as an element
of that plan, to read as set forth in Exhibit A, which is attached hereto and incorporated herein
by this reference as if fully set forth herein.
Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
