EDMONDS CITY COUNCIL MINUTES SPECIAL JOINT MEETING WITH MOUNTLAKE TERRACE CITY COUNCIL May 12, 1993 THESE MINUTES WERE APPROVED BY THE CITY COUNCIL ON MAY 25, 1993 The special meeting of the Edmonds City Council and the Mountlake Terrace City Council was called to order at 7:00 p.m. by City of Edmonds Council President Dave Earling in the banquet room of T.J. Bayshore Restaurant, 51 W. Dayton, Edmonds. City of Edmonds Officials Laura Hall, Mayor Dave Earling, Council President Steve Dwyer, Councilmember Michael Hall, Councilmember William Kasper, Councilmember John Nordquist, Councilmember, ABSENT Jeff Palmer, Councilmember Tom Petruzzi, Councilmember Recorder: Barb Mehlert, Recorder Council President Earling welcomed all paritipants. City of Mountlake Terrace Officials Roger Berg, Mayor Walter Fehst, City Manager Joyce Barry, Councilmember Pat Cordova, Councilmember Dave Gossett, Councilmember Kristi Hansen, Councilmember Patrick McMahan, Councilmember Al O'Brien, Councilmember DISCUSSION ON TRANSPORTATION ISSUES TO I_N_CLU_D_E_, BUT NOT_L_I_M_I_T_E_D__TO RAPID TRANSIT ALIGNMENT AND EDMONDS MULTI -MODAL SITE - (ka Edmonds Councilmembers discussed the proposed multi -modal site at the UnoCal property with the Mountlake Terrace Councilmembers. Council President Earling said congestion in the downtown area, as well as safety hazards and the dividing "line" between the City and the waterfront necessi- tates a total move of the ferry dock to the UnoCal site. Edmonds Councilmembers said they would like the support of the City of Mountlake Terrace in this endeavor. Mountlake Terrace officials gave their support to the Edmonds and favored the multi -modal site at 1 1 UnoCal. Mountlake Terrace officials believed this would be beneficial to the City of Edmonds, and in the long run, beneficial to the City of Mountlake Terrace. MEdmonds Council President Earling displayed an enlarged photograph showing an aerial view of the downtown area, including the waterfront and the Pt. Edwards site. Councilmember O'Brien of Mountlake Terrace said the proposed rail will provide the City of Edmonds with both positive and negative. aspects; positive being it will bring more people through the City of Edmonds, and negative because many of those people will simply be using the City to get from one point to another, thereby making the City of Edmonds a transportation hub. The Aurora Village site was discussed and it was noted that major development will be taking place at the former mall, and not all of that land will be available for such uses as a large park and ride lot, etc. Mayor Roger Berg of Mountlake Terrace discussed the potential rapid transit alignment going up I-5 as opposed to a Highway 99 alignment. Mayor Berg said he believes he has the support of most 2 v t '�1 of the Mountlake Terrace City Council when he says the City prefers a Highway 99 alignment with they benefit Edmonds Community College and other major centers. Mayor Berg stations placed so discussed the possibility of having the alignment come up Highway 99 to 200th, then take the Interurban back to I-5. Mountlake Terrace Councilmember Pat McMahan said he does not agree with Mayor Berg's preference, and believes it should go down the I-5 corridor. Councilmember McMahan said he does, however, support the multi -modal facility at UnoCal. Councilmember McMahan said he has not spoken to any. business people who support a Highway 99 alignment, and said he has studied the issue thoroughly. Councilmember Palmer of Edmonds said he does not think there will be any simple solution that everyone will like, and believes the final results will be a mix of different ideas. Mountlake Terrace City Councilmember Pat Cordova talked about the potential station slated for 220th and noted the density that is required around such a station and said most of this area is already designated for industrial use. Councilmember Dave Gossett of Mountlake Terrace said he does not want the City of Mountlake Ter- race to become a large parking lot for Edmonds, Lynnwood and Bothell. City of Edmonds councilmem- bers agreed. Councilmember Bill Kasper of Edmonds said it was never envisioned or planned by Community Transit that large parking lots would be built at train stations in Mountlake Terrace or Edmonds area, and that access to trains would be by bus. Edmonds City Council President Earling said the City of Edmonds is on record stating that the City -opposes any rail going through the Interurban because of the residential nature of the area. With regards to the potential Highway 99 alignment, Council President Earling said the City is also opposed to this until somebody can prove that it is a good idea and provides good benefits. Mayor Berg of Mountlake Terrace said he also does not support going through the Interurban in Edmonds. Action on this item The Mountlake Terrace and Edmonds City Council agreed that they will keep each other informed and work together on these issues. POTENTIAL SHARING OF PUBLIC WORKS FACILITY AND/OR EQUIPMENT P I(L Mayor Roger Berg of Mountlake Terrace said sometime back the City of Mountlake Terrace and the City of Lynnwood got together and built a Public Works Facility for their joint use. It was noted the facility is within the city limits of Mountlake Terrace. The City of Lynnwood has notified 0 i the City of Mountlake Terrace that they will be constructing their own facility which will be more centrally located and will be vacating their portion of the facility, in which Lynnwood has paid for 60% of the costs. In talking with Mayor Hall of Edmonds, Mayor Berg said she relayed to mot/ him that the City of Edmonds might be interested in the space which will be vacated by Lynnwood. Mayor Berg said the City of Edmonds may want to reconsider developing the Public Works facility on 200th at this time, as this may provide the City of Edmonds with a solution, if they are inter- ested. Councilmember Kasper of Edmonds said this is worth taking a look at and said at this time, the City of Edmonds doesn't have the funding to to build everything it wants, i.e. motor pool mainte- nance and said this'may provide the City with an option. Mayor Berg said the Public Works facility is a state of the art facility and has state of the art equipment. Councilmember Kasper said maybe some of the functions that the City of Edmonds cannot afford to build can be instead be found at the Mountlake Terrace facility, at least until funding is avail- able in future years. Mayor Berg said Lynnwood has indicated that they may have someone who will want to utilize the space when they vacate it. Mayor Berg stressed the importance of consolidation of equipment be- tween the cities. Councilmembers from both cities discussed the variety of items that can be shared between the two cities such as park equipment. Councilmember Petruzzi of Edmonds said a recent purchase of a mower with a cost of $52,000 could have been an expense shared with the City of Mountlake Terrace for joint usage. Councilmember. Petruzzi said whenever the cost.and usage of equipment can be shared with other cities, it should be done. Mayor Hall of Edmonds the two cities already have a good plan whereby equipment is shared whenev- er possible. Councilmembers from both cities agreed that many items, thus the costs, could.be shared between the cities, especially in light of the economy. It made sense to Councilmembers to share costs and equipment whenever possible to save the taxpayers and the Cities money. Action on this item Council President Earling said he would place discussion of the shared Public Works Facility on an upcoming City of Edmonds agenda. It was also the consensus that Edmonds Councilmembers would tour the site. KING COUNTY ANNEXATIONS Q���fl� Mountlake Terrace Mayor Roger Berg discussed his city's interest in annexing to the south into King County (Ballinger Village). Mayor Berg inquired on Edmonds' interest in annexing the Aurora Village area. The two councils then discussed where a common boundary might be between the two cities if both annexations were successful. EDMONDS CITY COUNCIL APPROVED MINUTES Page 2 May 12, 1993 Mountlake Terrace Councilmembers said it makes sense for Edmonds to annex the Aurora Village area, and said Mountlake Terrace has no interest in annexing in that direction. Mountlake Terrace and Edmonds Councilmembers felt this would provide the City of Edmonds with a good tax base. Mountlake Terrace Councilmembers urged the City of Edmonds to move ahead on this if they are interested because the Shoreline area is in the beginning stages of filing to become a city. Councilmembers from Edmonds agreed that it is natural for Mountlake Terrace to annex to the south, (Ballinger Village) and both Councils felt there were no conflicts concerning the subject annexations. Mayor Laura Hall said it would behoove Paul Mar, Community 'Services Director for Edmonds to get together with Mountlake Terrace City Manager Walter Fehst and lay the ground work for a possible common boundary. Councilmember Kasper of Edmonds said he is interested in exploring the option of annexing further south to 178th, where auto dealerships are located, which would provide Edmonds with a greater tax base. Mountlake Terrace City Councilmember McMahan said he attended a recent meeting, in which Edmonds Community Services Director Paul Mar made an excellent presentation. Council President Earling and Councilmembers agreed that Mr. Mar does an excellent job. Action on this item As stated above, Paul Mar, Community Services Director of Edmonds, and Mountlake Terrace City Manager Walter Fehst will get together and lay the ground work for a common boundary. POTENTIAL JOINT USE OF FIRE DEPARTMENT FACILITIES Mayor Laura Hall of Edmonds said the Edmonds Fire Chief has stated he supports the idea of a joint fire training facility. ( Councilmember Kasper of Edmonds said he believes fire department consolidation is the answer and provides a great opportunity. Pk I� Councilmember McMahan said he also supports fire department consolidation. Councilmember Palmer of Edmonds said it is important that the goals of fire consolidation become `l1 more defined. Councilmember Palmer suggested the Fire Chiefs from both cities get together and list some options which could then be taken before both Councils. Councilmember Palmer said fire department consolidation would save the taxpayers a great deal of money, which is a main goal of the elected official. Councilmember Petruzzi of Edmonds asked fellow Councilmember Dwyer if this discussion has come up before at past Public Safety Committee meetings. Councilmember Dwyer replied affirmatively, and said many issues have surfaced such as the different way volunteer fire fighters are used in the various cities, as well as the various bargaining units. Councilmember Dwyer said he is not an advocate of consolidation at this point unless some definite options and plans come together which would address his concerns. Councilmember Dwyer agreed with Councilmember Palmer and said the two fire chiefs should discuss the issue beyond theory and then address the councils with workable options. Councilmember Hall of Edmonds agreed. Action on this item Councilmembers requested the two fire chiefs get together and report back to the respective Coun- cils on their findings. Councilmember Petruzzi of Edmonds said the two Councils should meet more often, especially in light of the Growth Management Process. Councilmember Petruzzi said the cities should join forces on many issues. Council President Earling thanked Mayor Hall and Mountlake Terrace City Manager Walter Fehst for attending the meeting.
