01/06/1994 City CouncilEDMONDS CITY COUNCIL SPECIAL MEETING January 6, 1994 THESE MINUTES WERE APPROVED AT THE JANUARY 18, 1994, CITY COUNCIL MEETING. The special meeting of the Edmonds City Council was called to order at 5:05 p.m., by Robert Chave, Planning Manager, at the Plaza Meeting Room, 650 Main Street, Edmonds. PRESENT John Nordquist, Council President William J. Kaspers, Councilmember Dave Earling, Councilmember Tom Petruzzi, Councilmember Barb Fahey, Councilmember Steve Dwyer, Councilmember Michael Hall, Councilmember (arrived at 5:22 p.m.) ABSENT Laura Hall, Mayor STAFF Robert Chave, Planning Mgr. Jeff Wilson, Current Plan. Sup. Paul Mar, Comm. Serv. Dir. Diane Cunningham, Recorder Planning Manager, Robert Chave, gave a brief overview of the Environmental Impact Statement (EIS) that was to be prepared and the consultant interviews that were being conducted. Four consultant teams were being interviewed by the council and each consultant team was given 30 minutes for a presentation and 15 minutes for Council questions. It was agreed that Mr. Chave would introduce the consultants and keep track of time during the interview portion of the meeting. CONSULTANT INTERVIEWS Nancy Ryan, Ryan Planning Resources Accompanied by sub -consultants: David Markley, Transportation Solutions, Inc. Michael Aippersbach, Ryan Planning Resources Ben Frerichs, Economic Consulting Councilmember Mike Hall had to leave during this interview due to personal reasons. Jack Christofferson, OBEC Accompanied by sub -consultants: Janine Blaeloch, OBEC Don Largen, McConnell/Burke David Markley, Transportation Solutions, Inc. Judith Stoloff Associates GeoEngineers, Inc. McCulley, Frick and Gilman Councilmember Dave Earling returned at the start of the Huckell/Weinman interview. Davidya Kasperzyk, ABAM Rishi Rao, Rao Associates Michael Smith, Michael W. Smith The interviews were concluded at 8:25 pm. The council discussed the interviews and the consultant presentations. At the conclusion of the discussion, Council selected Huckell/Weinman to conduct the Environmental. Impact Statement for the City of Edmonds and authorized staff and the City Attorney to prepare the necessary contract and scope of work for Council approval.
