EDMONDS CITY COUNCIL MINUTES
April 16, 1985
The regular meeting of the Edmonds City Council was called to order at 7:00 p.m. by Mayor
Larry Naughten in the Plaza Meeting Room of the Edmonds Library. All present joined in the
flag salute.

CONSENT AGENDA
COUNCILMEM8ER JAECH MOVED, SECONDED BY COUNCILMEMBER DWYER, TO APPROVE THE CONSENT AGENDA.
MOTION CARRIED, Councilmember Nordquist was not present to vote. The approved items on the
Consent Agenda included the following:
(A) ' Rol l cal I.
(B) Approval of minutes of April 9, 1985:
(C) Adoption of.Ordinance 2490 amending section 3.40.130 of Edmonds City Code relating
to Local Improvement Districts to provide .for use of Hearing Examiner.
(D) Report on bids opened April 10, 1985 and award of contract to Signal Electric,
Inc., for replacement of traffic signal controller and cabinet at SR.104 and
100th Ave. W. ($16,000).
(E) Final acceptance of work by Peninsula Excavati.on.for the Lake Ballinger Sewer
Release System, and setting 30-day retainage period.
(F) Recommendation.to open ferry holding lane during peak ferry loading hours .and to
explore permanent solution for the City.
(G) Set date of May 7, 19:85 for hearing on Hearing Examiner's recommendation to
modify Greenbelt Covenant on Plat of Rob's Addition (Robert Brubaker, Jr./P-1-85).
(H) Set date of May 7, 1985 for hearing on appeal of Hearing Examiner's decision
denying short subdivision S-36-83 (Appellant: Robert Brubaker, Jr.).
(I) Authorization for Mayor to sign fishing Pier Concession Agreement with Tom
Davidson.
AUDIENCE
Bob Howard, 19128 92nd Ave W., wished to thank the Police and Public Works Departments for
their prompt action in responding to a report he had made. He said he had recently noticed
that several handicapped persons in motorized wheelchairs use the Five -Corners intersection,
a difficult intersection for anyone. After his report of this to the Police, he said signs
were immediately erected stating that this was a handicapped crossing. He indicated that
his family is new to the area and they already feel at home and like the small town feeling.
Chris Matt, 303 Dayton St., thanked Mayor Naughten, Mary Lou Block, Bobby Mills and Wally
Tribuzio for the solution that has been worked out in regard to the problem at the ferry
dock, even though he is not in complete agreement. He said this is an intersection vital to
the commercial growth of the City and he hopes the City will continue to work an opening up

the intersection; an intersection that will become the major access to downtown from SR 104
rather than 5th Ave.
REPORT ON EDMONDS MAIN STREETS PROJECT WORK PROGRAM
Jim Morrow, President of Main Streets Project, Inc., welcomed the opportunity to discuss the
Main Streets Program for Edmonds. He said the first newsletter has just been printed and
will be mailed to members of the Council and the Mayor. He introduced Ginny Hildreth,
Project Manager.
Ms. Hildreth described the function of,each committee: The Promotion Committee, chaired by
Brian Comstock, works with merchants in the three downtown areas to tie the various
promotional events to retail promotions. The Organization Committee, chaired by Ray Gould,
is a committee of one at present and formulated the handout before the Council. The
Design Committee is chaired by Mary Lou Block, who is establishing meetings between loan
institutions and merchants. The Economic Restructuring Committee does not have a chair at
this time but will be responsible for preparing a utilization inventory of all vacant
buildings in the downtown area. She said there will be a Loyalty Days promotion on
Saturday, April 27.
Mr. Morrow invited the Mayor and Council to a kick-off of the Main Streets project on
Friday, April 19, with a ceremony initiating the renovation of the Leyda Building at 5th and
Main. The ceremony will be at 11:00 a.m. with an Edmonds Chamber of Commerce luncheon
immediately following at Anthony's Homeport. He commented that.the circle at 5th and Main
will be bricked very soon. One of the most important changes, he said, is the work being
done on Dayton Street by the City which will provide a transition from the waterfront and
Harbor Square areas to Main Street.
REPORT ON RESULTS OF COMMUNITY SERVICES QUESTIONNAIRE
Community Services Director Peter Hahn reviewed the results of the questionnaire which was
sent to 450 recipients of building permits in 1984. A total of 80 replies were received --
an 18% return rate. Councilmember Ostrom asked if the results had been broken down by.
classifications of those responding. Mr. Hahn said the information was available but had
not been compiled and agreed that it would be useful to have.
PARKS AND RECREATION DIVISION ANNUAL REPORT
Parks & Recreation Director Steve Simpson presented highlights of 1984 operations. He
indicated that there is an excellent mix of ages, families, singles, and retirees in the
Edmonds service area, with.64% of the people 49 years of age or younger, 67% are married and
42% of households have children under 18. He said there were four basic services offered to
the citizens of the area: 1. Cultural arts, recreation, athletic and fitness.programs
coordinated by Brian McIntosh, Daryl Faber and Linda McCrystal with 456 classes offered in
1984 of which 325 were successful and 70 people were employed to offer the classes. There
were over 100 programs for children. A child care service for parents attending classes
during the day proved very successful. 2. The lease program was coordinated by Linda
McCrystal and Marlene Weber, resulting in revenue production and extension of services with
little involvement by the City. The maximum space available in Anderson Center was rented
last year. The Concession program is coordinated by Mr. Simpson and the rental .program by
Linda Severson. 3. The Parks and Open Space planning and design and park and .facility
maintenance and coordination included four major projects, Marina Beach Improvements,
McAleer street -end, IAC grant for Brackett's Landing and the Meadowdale Playfield. Support
for the Main Street Grant, HUD Block Grant applications, Shoreline Access Exhibit, the
Highway 99 study and the 1985 Summer Flower Program was also a part of this area. Mr.
Simpson said there were 39 special events last year. 4. Cemetery services are offered in
cooperation with the Cemetery Board. Mr. Simpson concluded by commenting on the amount of
contact employees in the Parks & Recreation Division have with residents of the area and the
amount of training that is given to every employee in this regard. He said the dedication
of the full time staff would be difficult to match anywhere else in the City. He invited
the Council to visit and participate in the programs offered.
Mayor Naughten asked what programs are offered on Saturday. Mr. Simpson replied there are
regular aerobics and ballet classes offered as well as special workshops and drop -in traffic
for the fitness room and gym; therefore, someone must be on duty. He added that most young
people use the facilities during the week after school.

MAYOR
Mayor Naughten extended an invitation from the Edmonds South Snohomish County Historical
Society for the Council to attend the opening party on Saturday, April 20, from 1:00 - 5:00
p.m. to see the refurbishing of the Museum and the new elevator.
Mayor Naughten announced that April 14 - 20 is National Library Week with the theme "A
Nation of Readers." He said special contests, films, story hours and other events will be
held all week and he expressed the hope.that everyone would visit the library and take part
in the celebration.
The Mayor observed that Saturday, April 13, was Left Handed Awareness day.
Mayor Naughten announced there would be an Executive Session following the April 23 Council
work meeting to continue discussion of labor negotiation policy.

COUNCILMEMBER DWYER MOVED, SECONDED BY COUNCILMEMBER JAECH, TO FORMALLY EXCUSE THE ABSENCES
OF COUNCILMEMBERS HALL AND KASPER. MOTION CARRIED.
Councilmember Jaech asked that Review. of Elm Street Sidewalk be removed from the Extended
Agenda.
Council President Nordquist thanked everyone for an excellent retreat and their attendance.
He -asked for a volunteer to serve on the Consultant Selection Committee on Wednesday, April
17, from 2:00 to 5:00 p.m. Councilmember Ostrom will check his calendar.
Council President Nordquist said the Council had decided to schedule Council Committee
meetings on the fourth Tuesday of the month and asked that the City Attorney prepare .the
necessary ordinance. The meetings will be held in the Anderson Center, he added, and
recommended the following committee membership: Finance Committee -- Councilmember Jaech,
chair, and Councilmember Kasper. Safety Committee -- Councilmember Wilson, chair, and
Councilmember Dwyer. Community Services Committee -- Councilmember Hall, chair, and
Councilmember Ostrom. COUNCILMEMBER JAECH MOVED, SECONDED BY COUNCILMEMBER OSTROM, TO
APPROVE THE SUGGESTIONS MADE BY COUNCIL PRESIDENT NORDQUIST REGARDING COMMITTEE MEETING
DATES AND MEMBERSHIP. MOTION CARRIED.
Council President Nordquist asked for an Executive Session to discuss a personnel matter -and
a contractual negotiation following the regular meeting this evening.
Councilmember Ostrom thanked Council President Nordquist, Mayor Naughten and the staff who
put together the retreat program.
Councilmember Wilson apologized ,for his absence from the Monday night meeti-ng.
Councilmember Wilson asked the status of legislation regarding abandoned hulks. City
Attorney Snyder said the state statute is being tested in a Tacoma case. He said if that is
not resolved in favor of the state statute, they have discussed viewing this in light of a
home use occupation and the subject should be before the Council in the future.
The meeting was .recessed to Executive Session at 7:50 p.m. and adjourned at 8:30 p.m.
