03/24/1999 City CouncilEDMONDS CITY COUNCIL APPROVED MINUTES MARCH 24, 1999 The Edmonds City Council special meeting was called to order at 8:37 p.m. in the Edmonds Theater, 415 Main Street, immediately following a community meeting to discuss the visioning process. ELECTED OFFICIALS PRESENT Barbara Fahey, Mayor Gary Haakenson, Council President Dave Earling, Councilmember John Nordquist, Councilmember Michael Plunkett, Councilmember Jim White, Councilmember Dick Van Hollebeke, Councilmember ABSENT Thomas A. Miller, Councilmember STAFF PRESENT Sherrie Ringstad, Deputy City Clerk ALSO PRESENT Doyle Hyett, HyettPalma Consultants Dolores Palma, HyettPalma Consultants Bill Toskey, Port of Edmonds scussion Mr. Hyett explained that they would consider the information collected this evening, along with the Visioning extensive data already collected when they render their opinion. He asked if there was anything the eeting Council would like to add to the comments already received. Several Councilmembers expressed the feeling that there seemed to be a conflict between the citizen's desire not to move the ferry landing site and the problems that it causes where it is. Councilmember Van Hollebeke asked Mr. Hyett how they would deal with this conflict. Mr. Hyett responded that this is something that will not be resolved over night. He stated that they do have a copy of the City's Downtown Waterfront Plan and will be reviewing it along with the other information. Mr. Hyett asked for the Council's impression of the people in attendance. Everyone agreed that it was a very good turn out and it was a good mix of business owners and residents. Mr. Toskey stated that their count was about 246 people in attendance. It was suggested that a good way for residents to contact HyettPalma with additional comments is through the City's web site. The two newspapers that were in attendance could be contacted and asked to add that suggestion and the City's web site address to any articles they are planning to write. Mayor Fahey acknowledged Ms. Palma's earlier negative comments regarding one -way streets and asked if Ms. Palma felt one -way streets could ever be successful. She sited Kirkland as an example of a downtown that has one -way streets. They have two one -way streets that create a loop and the effect is traffic calming rather than increasing speeds and provides an opportunity to create gathering spaces. Ms. Palma said that it was not outside of the realm of possibility. Mr. Hyett responded that downtown Kirkland is very different than downtown Edmonds. He stated that he could not think of any streets in downtown Edmonds that could work as one -way streets. .
