EDMONDS CITY COUNCIL MINUTES
COUNCIL STUDY SESSION
June 12, 1990
The Council study session of the Edmonds City Council was called to order at 7:00 p.m. by Roger
Hertrich, Councilmember, in the Community Services Conference Room, 250 5th Avenue N.

Roger Hertrich, Councilmember, presided over the meeting in the absence of Council President
Nordquist. He noted that Council President Nordquist and Councilmember Bill Kasper were attend-
ing the Association of Washington Cities Conference in Eastern Washington. Councilmember Hertrich
added an item to the Agenda, which is Item (C), Slurry Sealing Authorization
(A) EDMONDS WAY BASIN STUDY UPDATE
Bob Alberts, City Engineer, reported that the City of Edmonds retained R.W. Beck and Associates,
several months earlier, to complete the Edmonds Way Basin Study. Mr. Alberts then introduced two
representatives from R.W. Beck and Associates, Mike Giseburt and Franchot Fenske. Mr. Alberts
said that Mr. Giseburt and Mr. Fenske would be giving an update to the Council with regards to
R.W. Beck's progress thus far, and any input from the Council would be welcome. Mr. Fenske re-
ported that there are three basin studies in process; 1) Edmonds Way, 2) Perrinville, and 3)
Meadowdale. Mr. Fenske said that the Edmonds Way basin consists of 1350 acres, and the study
includes the Union Oil Marsh and how that area is being impacted. Mr. Fenske said that the pur-
pose. of the study is to develop a surface water management plan that would minimize flooding and
the associated impacts from the flooding. Mr. Fenske noted that protecting environmental resourc-
es is a very high priority, and because of this reason, Adolph and Associates, an Edmonds environ-
mental firm, has been retained for environmental studies.
Mr. Fenske distributed information showing the project goals and objectives. Mr. Fenske noted
that citizen participation is a high priority, and hopes that many citizens will get involved.
Mr. Fenske said that 5000 fact sheets were mailed out with information on the drainage basin
studies, and that the fact sheet solicited citizen involvement and input. Mr. Fenske reported
that out of those 5000 brochures, only seven citizens showed up at their first meeting, but Mr.
Fenske hopes to attract more people in the near future. Mr. Fenske said that when all the studies
are completed, a report will be presented to the Council for approval, and this report could be
used to implement the suggestions and recommendations included in the report.
Mike Giseburt, representative from R.W. Beck and Associates, proceeded to give an overview of
where R.W. Beck is, status wise, with the project to date. Mr. Giseburt said a surveying company
has been retained, and 90% of the surveying has been completed of the existing and primary convey-
ing systems. Mr. Giseburt reported that they have received 13 environmental complaints from
Snohomish County residents, and 8 from the Edmonds Way Basin. Councilmember Hertrich asked where
the complaint forms and Citizen Advisory Committee Meetings notices were distributed. Councilmem-
ber Hertrich wanted to make sure that the complaint forms and notices of meetings..are located
conveniently enough so that anyone who might want a complaint form, or would like to attend the
meeting, could readily obtain that information. Bob Alberts, City Engineer, reported that the
information is available at City Hall, and and a City Hall staff person is listed within the fact
sheet as a contact for any residents who might wish to get involved or have specific questions.
Mr. Hertrich inquired if the meetings were advertised in the newspaper, and Mr. Giseburt replied
negatively. Councilmember Hertrich suggested that future meetings be advertised in the newspa-
pers, so more people are aware of the meetings.
Mr. Giseburt said that an inventory of the sensitive areas in the Edmonds Way Basin was near
completion, and a map would be completed within a week. Councilmember Hertrich indicated that he
would like to receive that information, along with the criteria used. Mr. Giseburt said that he
would make sure that information was sent to him. Councilmember Hertrich said that R.W. Beck and
Associates was going to perform emerging groundwater studies, and Councilmember Hertrich noted
that they will no doubt find some new streams, other than the two main streams that are shown on
the map. Councilmember Hertrich wanted to make sure that all streams that exist in the Edmonds
Way Basin are identified and included in the study. Mr. Fenske assured Mr. Hertrich that all
currently existing streams will be included.
Mr. Fenske reported that the next Citizen Advisory Meeting will be held on Wednesday, June 20th,
in the Community Service Conference Room. Mr. Fenske said this meeting is the second in a series
of six meetings. Mr. Fenske also said that within those six meetings, two of them will be with
the Edmonds City Council, and a public hearing will be held toward the end, so public input can
be made.with regards to the final report.
(B) ACTION ON SHELL CREEK PROJECT BID PROTEST - ADOPTION OF RESOLUTION 699, CONSIDERING PROTEST
AND DECLINING TO RECONSIDER AWARD OF CONTRACT
COUNCILMEMBER WILSON MOVED, SECONDED BY COUNCILMEMBER DWYER-TO APPROVE RESOLUTION 699. MOTION
CARRIED.
(C) AUTHORIZATION FOR DEMONSTRATION PROJECT - SLURRY SEALING ON 193rd, 194th, and 195th.
Councilmember Hertrich said that slurry sealing will be performed on 193rd, 194th, and 195th, as
a demonstration project. Bobby Mills, Superintendent of Public Works, requested the Council make
a formal motion to approve the project. Mr. Hertrich said the slurry seal will cost $6900, to be
expended from the $50,000 chipseal program budget in Fund 111. Mr. Hertrich said that Bobby
Mills showed a video on slurry sealing during a previous Community Services Committee meeting.
COUNCILMEMBER WILSON, SECONDED BY COUNCILMEMBER DWYER, TO APPROVE THE DEMONSTRATION PROJECT OF
SLURRY SEALING ON 193rd, 194th, and 195th. MOTION CARRIED.
