AN ORDINANCE OF THE. CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF THE
EDMONDS COMMUNITY DEVELOPMENT CODE SECTION
15.00.020(A) (17) RELATING TO THE FEE FOR THE
PREPARATION OF THE ENVIRONMENTAL CHECKLIST AND
FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, the City Council has established as its policy
that fees charged by the City of Edmonds should be set at a level
sufficient to cover the staff and administrative costs incurred in
a particular process, and
WHEREAS, the City Council deems it appropriate to
establish a fee for the review of environmental checklists
submitted under the State Environmental Protection Act in the form
of a base fee plus hourly charges for staff time incurred above the
estimated time upon which the base fee is set, and
WHEREAS, projects subject to the provisions of the City's
landslide and earth subsidence hazard ordinance Chapter 19.05
typically provide at the applicant's expense geotechnical and other
data which reduces the staff time involved in the review of an
environmental checklist if such information is provided in a
complete and timely fashion, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. The Edmonds Community Development Code
Section 15.00.020 APPLICATION FEES, Paragraph A Planning Division,
subsection 17 relating to fees for preparation of the environmental
checklist is hereby amended to read as follows:
15.00.020 APPLICATION FEES
A. Planning' Division
17. Environmental Checklist: A
base fee of $85 shall be
charged for the review of
environmental checklists. This
fee is based upon the average
time necessary to prepare a
checklist and the average
mailing costs necessary to
provide notice under this code.
In the event that staff time
exceeds 2.5 hours for a
checklist, the applicant shall
be billed for any additional
staff time for the hourly
charges incurred in the review
of the checklist at rates in
accordance with a schedule
established by the Planning
Director. The Planning
Director is authorized to waive
the $85 base fee for a building
permit for single family
residential construction within
an area subject to Chapter
19.05 if, but only if, the
landslide hazard and earth
subsidence geotechnical report
is submitted in a full,
complete and timely fashion in
conjunction with or prior to
the date of submittal of the
environmental checklist. Such
waiver shall be granted only
when the amount of staff time
is reduced below the estimated

upon which the standard fee is
based.
Section 2. The Planning Director is hereby authorized to
publish annually or on such other recurring period as he /she deems
appropriate a list of the hourly staff charges. Such hourly fees
for staff services shall be based upon the actual cost of providing
a service to the City including appropriate personnel, and
administrative overhead charges where appropriate. Copies of such
fee schedules shall be posted in the Planning Department and
available for distribution upon request.
Section 3. Effective Date. This ordinance, being an
exercise of a power specifically delegated to the City legislative
body, is not subject to referendum and shall take effect five (5)
days after passage and publication.
