ORDINANCE NO. 3385
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADOPTING AMENDMENTS TO THE
COMPREHENSIVE PLAN, TO WIT, AN AMENDMENT TO
THE COMPREHENSIVE PARK, RECREATION AND OPEN
SPACE PLAN, COMMUNITY YOUTH PLAN. ELEMENT NO.
1; CEMETERY MASTER PLAN, ELEMENT NO. 2;
COMMUNITY CULTURAL PLAN, ELEMENT N0. 3;
COMPREHENSIVE PLAN, TRANSPORTATION ELEMENT,
AND TO THE COMPREHENSIVE PLAN, PORT MASTER
PLAN, DIRECTING STAFF TO INCLUDE SUCH
AMENDMENTS IN THE CITY'S COMPREHENSIVE PLAN,
AND FIXING A TIME WHEN THE SAME SHALL BECOME
EFFECTIVE.
WHEREAS, pursuant to its annual process, the Edmonds Planning Board has
considered and recommended amendments to the City's Comprehensive Plan and the following
Plan elements:
1. Comprehensive Park, Recreation and Open Space Plan —
Community Youth Plan Element No. 1, Cemetery Master Plan,
Element No. 2 and the Community Cultural Plan Update, Element
No. 2;
2. The Transportation Element; and
3. The Port District Master Plan.
WHEREAS, work sessions were conducted with the City Council on August 7
and November 5, 2001 regarding revisions to the Comprehensive Park, Recreation and Open
Space Plan, and
WHEREAS, a work session was held with the City Council regarding the Port
Master Plan on October 16, 2001, and revisions recommended to the Port Master Plan, and

WHEREAS, such revisions have been incorporated in the Port Master Plan, and
WHEREAS, public hearings were held regarding the Comprehensive Park,
Recreation and Open Space Plan, the Transportation Element and the Port Master Plan on
December 4, 2001, and following public hearing the City Council directed approval of the
Comprehensive Plan Element D Port District Master Plan as amended and the Transportation
Element of the Comprehensive Plan as presented by staff; and
WHEREAS, the City Council finds that the 2001 Comprehensive Park,
Recreation and Open Space Plan, Community Youth Plan Element No. 1 and Cemetery Master
Plan Element No. 2 should be approved as presented; and
WHEREAS, the City Council finds that the 2001 Comprehensive Park,
Recreation and Open Space Plan, Element No. 3 Community Cultural Plan Update should be
amended in order that the text appropriately reflect the role of the Puget Sound Community
College auditorium and related facilities as a resource to be protected and potentially acquired or
otherwise utilized for public benefit, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:

Section 1. The City's Comprehensive Plan is hereby amended in the following

is amended and adopted in the form set forth in the attached
Exhibit A, incorporated by this reference as fully as if herein set
forth.
1.2 The Comprehensive Park, Recreation and Open. Space
Plan, Element No. 1 Community Youth Plan, is amended and
adopted Cemetery Master Plan is amended and adopted in the form
set forth in the attached Exhibit B, incorporated by this reference
as fully as if herein set forth.

1.3 The Comprehensive Park, Recreation and Open Space
Plan, Element No. 2 Cemetery Master Plan is amended and
adopted in the form set forth on the attached Exhibit C,
incorporated by this reference as fully as if herein set forth.
1.4 The Comprehensive Park, Recreation and Open Space
Plan, Element No. 3 Community Cultural Plan Update is amended
and adopted in the form set forth on the attached Exhibit D,
incorporated by this reference as fully as if herein set forth.
1.5 The Edmonds Comprehensive Plan, Transportation
Element is amended and adopted in the form set forth on the
attached Exhibit E, incorporated by this reference as fully as if
herein set forth.
1.6 The Edmonds Comprehensive Plan, Port Master Plan, is
amended and adopted in the form set forth in the attached Exhibit
F, incorporated by this reference as fully as if herein set forth.
Section 2. The City staff is hereby authorized to incorporate such amendments as
a part of the Edmonds Comprehensive Plan to be maintained in accordance with established City
policy.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
