ORDINANCE NO. 3428
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, ADOPTING THE PUBLIC URBAN DESIGN
AND STREET TREE PLAN ELEMENT AS A PART OF THE
CITY'S COMPREHENSIVE PLAN, AND FIXING A TIME
WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, pursuant to the Growth Management Act, the City is required to
adopt and periodically update its Comprehensive Plan,. and
WHEREAS, such updates occur on an annual basis and are considered in
conjunction with other amendments to the Comprehensive Plan, and
WHEREAS, the Planning Board reviewed a draft Public Urban Design and Street
Tree Plan element on October 23, 2002 and has recommended its approval, and
WHEREAS, on December 3, 2002 the City Council held a public hearing, and
WHEREAS, based upon the recommendation of its Planning Board and the
testimony adduced at the public hearing, the City Council finds adoption of the Public Urban
Design and Street Tree Plan Element to be in the public interest, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Comprehensive Plan of the City of Edmond is hereby amended
by the adoption of the Public Urban Design and Street Tree Plan Element, attached hereto as
Exhibit A and incorporated by this reference as fully as if herein set forth.

Section 2. The Planning Director is hereby authorized to incorporate such
document as part of the City's Comprehensive Plan.
Section 3. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
