AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, APPROVING AN AMENDMENT TO THE
EDMONDS PUBLIC FACILITIES DISTRICT CHARTER;
ESTABLISHING A SEMI - MONTHLY REGULAR MEETING
SCHEDULE FOR THE EDMONDS PUBLIC FACILITIES
DISTRICT BOARD; AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, the City Council created the Edmonds Public Facilities District
through Ordinance No. 3358 on April 24,2001; and
WHEREAS, the City Council subsequently granted a Charter to the District on
May 14, 2001, which by its terms required City Council approval of any amendment thereof; and
WHEREAS, said Charter established a semi - annual regular meeting schedule for
District Board members; and
WHEREAS, the District Board has approved a proposed amendment to the
District Charter which would replace the current regular meeting schedule with a semi - monthly
schedule, and has requested City Council approval of the same; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The proposed amendment to the Edmonds Public Facilities District
Charter contained in Edmonds Public Facilities District Resolution No. 11, attached hereto as
Exhibit A and incorporated herein by this reference as if set forth in full, is hereby approved. A
copy of this ordinance shall be affixed to and maintained with said Charter in the formal records
of the City.

Section 2. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.

RESOLUTION NO. 11
A RESOLUTION OF THE EDMONDS PUBLIC
FACILITIES DISTRICT, AMENDING THE DISTRICT
CHARTER AND BYLAWS; ESTABLISHING A NEW
REGULAR MEETING SCHEDULE; PROVIDING FOR
NOTICE; AND DIRECTING THE DISTRICT
SECRETARY TO CONVEY SAID AMENDMENT TO
THE EDMONDS CITY COUNCIL FOR APPROVAL.
WHEREAS, both the Charter and the Bylaws of the Edmonds Public
Facilities District currently designate the first Thursday of January and the first Thursday
of June as the District's regular meeting dates; and
WHEREAS, the Board of Directors of the Edmonds Public Facilities
District desires to amend the District's Charter and Bylaws in order to provide for a more
frequent, semi - monthly regular meeting schedule; and
WHEREAS, any amendment of the District Charter must be submitted to
the Edmonds City Council for approval prior to taking effect; NOW, THEREFORE,
THE BOARD OF DIRECTORS OF THE EDMONDS PUBLIC
FACILITIES DISTRICT DO RESOLVE AS FOLLOWS:
Section 1. Amendment of District Charter. Section 6.01 of the Edmonds Public
Facilities District Charter is hereby amended to provide in its entirety as follows:
Section 6.01 Board Meetings. Regular. Board meetings
shall be held on the second and fourth Tuesday of each
month. Special Board meetings shall be held from. time to
time as determined necessary by the Board.

Section 2. Amendment of District Bylaws.. Section 3.1 of the Edmonds
Public Facilities District Bylaws is hereby amended to provide in its entirety as follows:
Section 3.1 Regular Board Meetings. Regular Board
meetings shall be held on the second and fourth Tuesday of
each month at Edmonds City Hall. At any regular meeting
of the Board, any business may be transacted and the Board
may exercise all of its powers.
Section 3. Transmittal to the Edmonds City Council. The Board Secretary
is hereby directed to deliver a certified copy of this resolution to the Clerk of the Edmonds
City Council, accompanied by a formal written request that the City Council approve the
Charter amendment proposed herein by appropriate action.
Section 4. Effective Date. The Charter and Bylaw amendments proposed
by this resolution shall become effective five days after the Edmonds City Council has
approved the same by ordinance. Upon such approval, said ordinance shall be physically
appended to the District Charter and Bylaws and shall have the force and legal effect of
addenda thereto.
Section 5. Notice. Notice of the first regular meeting occurring after the
effective date of this resolution shall be as provided by Section 3.3 of the District's
Bylaws.
