Ordinance 34770006.900000 WSS /gjz 12/3/03 ORDINANCE NO. 3477 AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON, AMENDING THE PROVISIONS OF CHAPTER 3.04 RELATING TO ADVANCED TRAVEL EXPENSE REVOLVING FUND, REPEALING CHAPTER 3.10 MEDICAL SELF- INSURANCE FUND, REPEALING CHAPTER 3.14 ENTERPRISE FUND, AUTHORIZING CLOSURE OF VARIOUS FUNDS PURSUANT TO THE MAYOR'S DELEGATED POWERS, PROVIDING FOR THE ADVICE AND RECOMMENDATION OF THE CITY COUNCIL TO THE MAYOR PRIOR TO SUCH ACTIONS, AND FIXING A TIME WHEN THE SAME SHALL BECOME EFFECTIVE. WHEREAS, over the years, the various funds have been established by the City and utilized in its budgeting and accounting process; and WHEREAS, the City Council finds it to be in the public interest to close certain funds in order to conform with generally accepted governmental accounting practices and the recommendations of the Washington State Auditor; and WHEREAS, the City Council desires to streamline its accounting and reporting requirements in order to provide for an efficient and cost - effective accounting method, provided however, that such actions continue to provide full detail of the City's overall financial condition with sufficient detail to fully inform the Council and citizens of the financial health and accountability of the City, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: {WSS558283.D0Q1/00006.900000/} - 1 - Section 1. Chapter 3.04 is amended by the amendment of the title of said chapter from "Advance Travel Expense Revolving Fund" to "Travel Expense Procedures" and the repeal of Sections 3.04.010 and 3.04.020. In addition, Section 3.04.030 is amended to read as follows: 3.04.030 Administrative Services Director - responsibilities. The Administrative Services Director shall supervise the payment of travel expenses in accordance with the rules and regulations prescribed by the State Auditor's office and the rules authorized to be established by this Chapter. Advances to officials and employees shall be made only in accordance with such rules and regulations. Section 2. Edmonds City Code Chapter 3.10 Medical Self - Insurance Fund is hereby repealed in its entirety. Section 3. The Edmonds City Code Chapter 3.14 Enterprise Fund is hereby repealed in its entirety. Section 4. The Mayor through his designee, the Administrative Services Director, is authorized to close out the funds repealed in Sections 1, 2 and 3 of this ordinance in accordance with generally accepted governmental accounting practice and the recommendations of the Washington State Auditor. In addition, the City Council authorizes and acknowledges the power of the Mayor, through his Administrative Services Director in accordance with his administrative powers granted pursuant to Title 35A. RCW to close certain funds, including but not limited to Fund 008, Travel /Training and Equipment, Fund 019, Community Request Grants, Fund 115, Underground Wire Comm Res, Fund 134, 2002 PFD Project Fund, and Fund 325 Capital Improvement Fund. Prior to closure of such funds, the City Council requests and directs that the Mayor through his Administrative Services Director report to the Council Finance {WSS558283.DOC;1/00006.900000/} - 2 - Committee regarding the pending closures of the funds, fund balances and the transfer of remaining funds, as appropriate. Section 5. In addition to the closures of the funds acknowledged and authorized by Section 4 above, the City Council authorizes and acknowledges the power of the Mayor to consolidate certain funds such as the Debt Service Fund 221, Unlimited Tax G.O. Bond Fund, Fund 230, 2001 LTGO and Fund 234 Limited Tax G.O. Bond Fund into a single fund as well as the closure of Fund 421 Combined Utility Debt Service into Fund 413, Utility Bond Reserve Fund. The Mayor through his Administrative Services Director is requested to report regarding such closures to the Council Finance Committee from time to time as is necessary to keep the Council fully informed of the transactions undertaken. Section 6. In addition to the fund closures authorized and acknowledged herein, the City Council authorizes and acknowledges the power of the Mayor, through his Administrative Services Director in accordance with his administrative powers granted pursuant to Title 35A. RCW to close Fund 007 Criminal Justice Activity into the General Fund and close Fund 119 Contingency Fund in order to make it a designated fund balance into the General Fund. Section 7. Nothing herein shall be interpreted to limit the Council from establishing future budgetary funds or such other limitations or requirements as are authorized by law in order to provide for full accounting and accountability regarding the City's finances. The City Council reserves all powers granted to it by State law. Nothing herein shall be interpreted to authorize the closure or consolidation of any fund in violation of generally accepted governmental accounting principles or the recommendations of the Washington State Auditor. Section 8. Effective Date. This ordinance, being an exercise of a power specifi- cally delegated to the City legislative body, is not subject to referendum, and shall take effect {WSS558283.DOC;1/00006.900000/} - 3 - five (5) days after passage and publication of an approved summary thereof consisting of the title.
