1940-11-19 City Council Minutescost of labor contaibuted by theFederal Government under V12A, shall be maid by special assessment; a Local Improvement District shall be established embracing as near as mat be all the property specially benefited by such improvement, and such specially benefited property shall be assessed to pay for the entire cost of such improvement, except the cost of labor furnished by the Pederal Government under WPA. On motion the Council instructed the City Engineer to purcbas 475 feet sewer tile at the same price to be delivered P*O*B. ,Edmonds. Ori motion the Council instructed the City Clerk to draw a warrant to pay fo. the damage done Jas. Astells car while performing police dut.* Halloween night. The roll call showed the following Councilmen present: Chandler, Hareid, Claus- -en,' Martin and Jones. The minutes of the last regular meeting and adjorned meeting were read and approved. meeting committe on the Date property reported that nothing had been done `ihe committe was continioned. The City Attorney having completed the drawing of the contract for the sale of the Conner property except as to the insurance, the Council on motion instructed.. -the Attorney to insert one thousand ($1000,00) Dollars µ-to be paid to toN."-Ity as their interest shall appear9 and that he policy shall remain" -with' -the City Clerk during such time. The question of the purchase of a second hand grader was brought up s. by the Mayor.` After due consideration it was moved by Chandler and seconded by Martin that we purchase the Diesel Oil Grader, on condition that the Deesel Oil Company in the following condition: put in new ring assembly, new scarfire teeth, vulcanize the damaged tire and repair the water pump. Purchase price to be $750,00 f.o.b. Edmonds. The vote was as follows: Chandler, yes; Hareid yes; Clausen yes; Martin yes; Jones yes. Carried by unanaimous vote of the Councilmen present. It was moved by Clausen and seconded by Chandler the the Mayor pro- ce.ed :.. with the plasing of the street signs by having some one do the work. That the committe had made a proposition .to exchange some lots the City had for those, she said she would look'the exchange situation over but she thought the damage to the„ lots was about $100.,00 each. But before any thing could be done she would,have to take it up with other persons interested. The following communication was received from the State Bank of Edmonds. "December 2nd,1940 The City Council of the.City of Edmonds, Washington. Gent lemon : ' The turn of events has, brought up a matter that has been dorment for many years. It has come to my notice that the City of Edmonds has entered into a contract of sale covering Lots 22'to 29T1 both inc., Block 96, Plat, of the City of Edmonds. This hank is the owVer of Bonds' V-8-9-gland 10,Local Improvement District N.o.25, City of Edmonds, which are unpaid and in default and* the' payment of which are inpart secured by the above described property. The City of Edmonds is the trustee of the bondholders of this local improvement district. It is also suond law that a trustee cannot benefit at 1 1 1 1
