1941-03-04 City Council MinutesI�EBRU�,RY 18th. 1941 The Council met in'regular,session with Mayor Fourtner presiding. The roll call showed the following Councilmen present: H.$. 'Chandler, t�j.G'.Hanson, Cj.Sav- age, 1�.Hansen and W. Clausen. The minutes of the last meeting were read and approved. , The Sewer Committe.reported.that nothing had been done about the'Baily sewer." The City'Engineer was.instructed to make an estimate of the cost. The question of the proposed sewer.on First Avenue came up as to what had been done. The City Engineer reported that he would make a -preliminary estimate of the cost. RESOLUTION NO.109. A RESOLUTION DECLARING THE INTENTION OF THE CITY COUN.ZIL OF THE CITY OF EDMONDS to improve First Avenue and a production southerly Of said Avenue to an intersection with Dayton Street, in said city, from Bell Street southerly to an intersection with Dayton Street trunk sewer being a dis- tance of 1460 feet, more or less, by the construction of a combined 8-12 inch lateral sanitary and storm sewer, together with the necessary drainag manholes, catch basins and other appurtenances necessary to make a com- plete improvement; creating an Assessment Districts creating a Local Im&° provement District Fund therefor; providing that the payment for said improvement be made by special assessment on the property in said District under the mode of payment by bonds for materials used, fixed estimate, and all other expenses except cost of labor furnished by Federal funds under the WPA plan of the Federal Government. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDMONDS: I. That it is the intention of the City Council of the City of Edmonds State of Washington, to improve First Avnue and a production southerly of said Avenue to an intersection with Dayton Street, in said city, from Bell Street suutherly to an intersection with Dayton Street trunk sewer being a distance of 1460 feet more or less by the construction of a com- bined 8-12 inch lateral sanitary and storm sewer together with the neces- sary drainage, manholes, catch basins and other appurtenances necessary to make a complete improvement. 2. That the cost and expense of all materials required to make a complet improvement, the fixed estimate and all other'expenses of 'every kind, except cost of labor contributed by the Federal Government under W_2A,shall be made by special assessment; a Local Improvement District shall be established embracing as near as may be all the property specially bene- fitted by such improvement, and such specially benefited property shall be assessed to pay for the entire cost of such improvement,, except the cost of labor furnished by the Federal Government under WP410 3. All persons who may desire to object to the improvement herein men- tioned are hereby notified to appear at the Council Chambers in the City of Edmonds in the City Hall, in the City of Edmonds, Washington, at a meeting of the said Council on the first.day of April, 1941, at the hour of eight 0'cloek.21-M , of said day, then and there to present their objec- tions thereto, if any they have. 4. The City Engineer of said City of Edmonds is hereby directed to submit to the City Council, at or ptior to said first day of .April, 1941, the estimated cost and Expense of the improvement, in this iiesolution, mentioned, and a statement of the proportionate amount thereof which shall be borne bk the property within the proposed Improvement District; and a statement of the aggregate assessed valuation of the real estate, exclu- sive of improvements, within said proposed Improvement District according to the valuation last it placed upon for general taxation, together with a diagram or print showing thereon the lots, tracts, or parcels of land and other property which will be specially benefited thereby, and the estimated amount of the cost and expense of such improvement to be borne by each lot, tract, parcel of land or other property. February 12 1941 "Gentlemen of the City Council "Gentlemen: , "*3o e than one year has past since I entered into contract with the City of Edmonds to furnish material. fot the First an Third Ave. Local Improvements. " For the reason that these improvements has run for much longer time than it was anticipated or agreed upon, I shall not be able to furnish.materials in the future at the unit prices stipulated in the agreement.."
