1943-02-02 City Council MinutesJanuary 26, 1943. The Council.me.t in,regular.session with Mayor Fourtner presiding. The roll call showed the.following Councilmen present, Chandler., Roscoe, W.-C. Hansen, Hansen and Clausen. The Treasurers.report.was read and ordered fil;Ywh O A Claim for. Damages .against the City of.Edmondichwas caused from the breaking of.a cover of a water meter box., located in front of the Gateway Cafe was referred to the City Attorney. Claim was filed by Abraham Bedier, of Alderwood Manor. A letter received from the Division of Municipal Corporations, was read.' Chapter.115, Laws of 1941 provides in part as follows: "*****and each city councilman may.be paid for attending council, meetings in amount not exceed- ing �.5.00 per meeting, and for not more than'two meetings per month, as the city council may fix by ordinance.' An ordinance providing compensation for city Councilmen under the above quoted statue must be passed before the election"of any officers mentioned in the ordinance. We are of the opinion that city councilmen who were elected subsequent to the passage of the budget ordinance providing salaries for city councilmen, are entitled to those salaries A letter from-R. M. Wade & Company on the purchase of a new pump and equip- ment was referred to the water committee. A report read.by councilman Clausen from the State department of Health, showed that the water from the'.well of the City of Edmonds to conform with the standards for purity. A motion was moved and seconded that the City give Pointer Williamette Co. permission to close Yost Admiral Way from Dayton Street South to 10184.82.5 to provide a road to take place of Yost Admiral way, subject to the approval of our City Attorney. Motion Carried. A motion was moved and seconded that Pointer Williamette Co. be permitted to erect temporary.gates across Yost Admiral Way at the foot of Dayton street and,1018+82.5. Motion carried. A motion was moved and seconded that the City Attorney be instructed to draw up an emergency Ordinance for the erection of an Observation Tower at the Northeast corner of third and main streets at a'cos.t of �350 for labor and material, and to provide for maintenance for this year. Motion carried. Mr. Pointer of Pointer Williamette Co. offered his equipment to help move the tower now located atothe Ferry Dock so the post may be but3^in operation until the new post is erected. He also offered some lumber and windows for the erection of the new tower. Dewey Leyda also volunterred to do the eiedtgic wiring for the new obser- vation post. By a unanimous vote of the Council a motion was moved and seconded that emergency Ordinance # 545 be adopted. Motion carried. ORDINANCE # 545. An Ordinance providing for the purchase of material for, and 4f, c,9 x pt; ion of, an air craft warning observation post, or tower:fiL the maintenance thereof; during-l943 c:in� the _City . of issuance 'of-,-) ;emergency warrants in,.payment thereof, and declaring an emergency. BE IT ORDAINED BY THE CITY COUP?CIL OF THE CITY OF EDIMONDS: Section 1: That the City of Edmonds shall purchase the necessary material for and shall construct an air craft warning observation post, or tower, in, said city of Edmonds, for use by the aircraft warning observers of the Civilian Defense during the present war emergency, and shall maintain same during 1943. Section '2; That by reason of the existing wer emergency and the necessity for maintaining such an aircraft warning post for the observation and report- ing of approaching enemy aircraft an emergency is hereby declared to exist with reference thereto which could not reasonably have been ,foreseen at the time of the making of the last annual budget. expenditure required for the Section 3: That the estimated cost an4material and labor, in connection with the construction of such observation post and for the maintenance of such post during 1943, is the sam of 'three Hundred Fifty- ($350.00) Dollars, which sum shall be paid by the issuance of emergency warranrs drawn therefor. Section 4: This Ordinance shall take effect upon its passage and Pub- lication as required by law. Passed by the City Council of Edmonds this 2nd day of Vebruary, 1943. Attest: George M. Leyda City Clerk. Published February 4, 1943. F. A. Pourtner Mayor Mayor Fourtner appointed a committee to look after the erection of the Observation Post, George,Hicks, chairman, L. S. Vincent and Dewey Leyda. The City Attorney was instructed to draw up the necessary papers on the north Edmonds Water System before it is taken over by the City of Edmonds. A motion was moved and seconded that the City Council give Pointer Williamette permission to use 500 feet of the State 'fide Land from Dayton street to the North City Limits.
