1945-02-20 City Council MinutesFebruary 20, .1945 The Council met in regular session. with Mayor Pourtner presiding. The roll call showed the following councilmen present, Chandler, McGibbon, McDonell, Jones, Savage, Hansen and Clausen. A motion was made by Chandler and seconded by Hansen that -the bill fromtthe Federal Pipe and Tank Co. for $3994.91, which is 85% of the contract for the water tank and tower, be paid. Passed by a unaminous vote of the Council. A motion was made by Clausen and seconded by McGibbon that the bills for labor be paid Hay Mckeever $92 on the street and $4 on the water. Motion carried. A bid was read to the council fn regard to fixing First Avenue North, is as follows; Ripping asphalt and ddzing to side, approximately 1000 feet on Front Street and approximately 200 feet on adjoining street ------ $475, or Ripping asphalt (located as aboveT and disposing with carryall Scraper north of Crescent Laundry, between Front Street and Great Northern prop- erty, as per conversation with Ray Doty ------ �675. A motion was made by McGibbon and seconded by Hansen that this matter be tabled. McGibbon remark- ed that this be made a post-war project. A motion was made by Clausen and seconded by Jones that the street Superin- tendent be authorized to purchase enough hot asphalt to make repairs 6f the black top streets._ Motion carried. Mr. Hall, Astell and Hicks, representing the Chamber of Commerce, came before the Council in regards to the making containers for waste paper, to be pliced on the streets between the schoolsand the bt.oa:eesswith several near the stores. It was also -brought up to use only the garbage cans. After some discussion a motion was made by Clausen and seconded by Savage that this matter be referred to the street committee. The question was again open fo"r di �;a s �11• Mr. Hall stated that the containers would cost around 4�1 or .�11150 ioe material to make them ,'that the High School Students would make them. Councilmen Clausen and Savage recihded their motion. A motion was. made by McGibbon and seconded° by 1,1l Donell that the school authorities be authorized to build` 15' boxes and present the bill to the City. Motion passed by a unaminous vote of the Council. A motion -%dras made by McGibbon and seconded by Savage that the street superintendent purchas'e the garbage cans. LIotion carried. Water Superintendent R.H. Doty reported he had pulled the pump that is known ss the Richmond Beach pump and had fnstalled the new shaft, and it is pumping 60 gallons per'minute. A motion was made by Savage and seconded by Chandler that a bond be purchased for the policeman 7. B. 21ontgomery. .Jlotion carried. A letter was read from the Railroad Company in which it states that the Company had approved the signals at the two railroad crossings, and they ask to have. -the restriction of�8 miles per hour in the City limits raised. A motion, was made by Savage and seconded by McGibbon that a letter be written, acknowledging this letter, adn state that the raising of this res- triction would be considered when the signals had been installed. Motion carried. ORDINANCE NO 551. An Ordinance amending Ordinance No. 412 of the City of Edmonds entitled "An Ordinance fixing and establishing the rates to be charged for water furnished by the. Municipal Water System". BE IT OiiDAII ED BY THE COUNCIL 02 THE CITY O ' EDMOi iS : Section 1:_ That Section 1 of Ordinance TZo. 412 of the City of Edmonds be amended. t o , read as follows: "Sectionll: The rates for water supplied through meters are hereby fixed as follows. First 800 Cubic feet or less used each month-------- $2.00 Next 500 Cubic feet, per hundred cubic feet-------- .25 Next 2300 Cubic feet., per hundred cubic feet-------- .18 Next 1500 Cubic meet, per hundred cubic feet-------- .15 Next 5000 Cubic meet, per hundred cubic feet-------- .10 All over 10,000 Cubic feet, per hundred cubic feet--- .04 The above specified minimum monthly charge of $2.00 shall apply to meters of 3/4 inch size and smaller, r'or one-irch meters the minimum monthly charge shall be $2.90. For 1-1/2 and 2 inch meters the minimum monthly charge shall be �6.00. 1 1 1 1 A special lawn and garden sprinkling and irrigation rate shall be in force each year during the months. of June, -July and August, -which shall be equal to one-half of the above regular charges per hundred Cubic feet for quantities of not more than 5,000 Cubic meet. For quantities in excess of 5,000 cubic feet the. regular rate schedule shall apply. Said special rate shall not apply to the minimum monthly charges, which shall remain as specified in the regular rate schedule. That all metered eater readings of the Edmonds Municipal ►Dater .System be made once every two months and such readings shall be apportioned equally between the two months covered thereby and charged for at the foregoing rates." Charpentier, .came before -the Council in regards to getting water.to his property, South of the City limits, He stated there would probably be 20 users and they were all willing to pay more than their share to have the water. This was referred to the water committee for consideration. Clyde Brown came 'before the council and asked if he could operated a card room in -the back part of his babber shop, which he is opening on Main Street. The Council had no objection to this. A motion was made byMo.Gibbon and seconded by Clausen that the Clerk call for bids for a 100 gallon per minute turbine type water pump. Bids to be opened March 20.
