1947-01-21 City Council MinutesMayor Fourtner appointed Counoilmen MoGinness, Siefert and Maxwell on the
street committee. The Water Committee Councilmen Clausen, chairman,
McGibbon T c er. The Park committee Cleve Little, Councilmen Waggoner,
McGibbon,' and Max Meyring.
The Assessment roll for L. I. D. 58 was filed with the City Clerk, with
February 4 being set for the date of hearing. A motion was made by MoGinness
and seconded by McGibbon that notices be sent out of the hearing 15days
before the date of hearing. Motion carried.
A motion was made by Waggoner and seconded by MoGinness that the contractor
be paid for removing of the tress on Eighth and Main street. Passed by a
unaminous vote of the Council.
Victor Long came before.the Council with his plans for his new building on
second and Main streets. He.askedd to break down the ourb on main street in
front of the building. A motion was made by McGibbon and seconded by.Mc-
Ginness that he be given permission to break down the curb leaving ten feet
in front of the pumps, but he must do this at his own expense and if any
meters or lines must be moved he must stand the expense of this. Motion
carried•.
A motion was made by Clausen and seconded by MoGinness that the property
owner on the West of this property be notified to. remove the obstruction
in his driveway. Motion carried.

Councilman MoGinness suggested that the street sf��� make a survey of
the alleys in the city.. He also suggested that he street committee make
a report on the street improvements for the year. The clerk was asked to
have a notice put in the paper asking the people in the south side of the
city, to come to the next council meeting in regards to any improvements
that may be wanted.
water Supt. MoKeefer reported that several people in So. Edmonds wanted
water, he suggested laying a two inch line to take care of them. He
also suggested.raising the rate of installing of meters. A motion was made
breMoG*tbon and seconded by Waggoner that this be referred to the water
committee. Motion carried.

Councilman MoGinness suggested that .the water committee make a survey of
the water system and the extending of water lines.

January 21, 1947
The Council met in regular session with Mayor r ourtner presiding. The roll
call showed the following councilmen present McGibbon,. Waggoner, Tucker,
McGinness, Siefert, Clausen and Maxwell.
A letter was read, from Johns-Manville.Corp. in which they.state that the four
inch Transite Pressure `ripe, had been raisod in prioe'to .723.cents per foot.
A motion Was made by MoGibbon.and.seoonded by MoGinness that we accept this
order if the Engineer cannot obtain cast.Iron pipe. Motion carried.
John Crymes came before the.Council in regards.to connecting a building on
Bell -street to the sewer. A motion was made by MoGinness and seconded by
Siefert that the engineek make an ,investigation of the sewer -and that Mr.
Crymes be given permission to tie in to the sewer and pay IS100 for the con-
nection. Motion carried.
A number of Boy Scouts came before the Council and asked for permission to
use the south five acres for a meeting place, that they intended to build
a cabin 20 by 40 feet. A motion was made by Wag oner and seconded by
Tuoker that the post be given permission to erect their building under the
supervision bf the Park Board. Motion.oarried.
Mayor Fourtner appointed Otto,Anderson as Attorney for the City of Edmonds.
A motion was made by Tucker and seoonded•by waggoner that the appointment
be accepted oethe Council. Motion carried.
Mayor Fourtner read a letter from Gladgs.Leighton, complimenting Chief of
Police Holmquist on his work for the City of Edmonds.
A motion was made by Siefert that the Clerk notify the State Highway Dept.
the condition„,ok the Highway.on South F'ifth.Street, also to inquire about
a getting a permAnent surface to the curb from Howell way to the South
city limits. Motion carried. Motion seconded by McGibbon.
A motion was.made..by Tucker and seconded by Waggoner that the Ferry Lease
be laid over until the next meeting:of the Council.
Councilman MoGinness suggested that the City take over the gaibagk and make
the oolleetions: A motion was made by Waggoner and seconded by McGibbon,
that the' iaayor' appoint a committee, to' invest�iggte the garbage situation.
Motion carried.; Mayor-'Fourtner appointed MaKeever, Waggoner and Holmquist
on this committee.
Councilman McGianess reported on.improveme.nts for the year,whieh include the
proposed sewers and grading and surfacing of some streets.
Councilman McGibbon reported for the water committee, he suggested nititg
the fee for water connections to $40 inside the city and $100 for connect-
ions outside the City. He recomimeidded that this be laid over until the next
meeting.
Councilman Waggoner reported that a program had been made for the improve-
ment of the Cit�r ark, and asked to have two more lights installed at the
park, which coal l per light.
A motion was made by McGibbon and seconded by Tucker that the finance eom-
mittee turn in a report on the possibility of investing money in bonds.
Motion, carried.
A motion was made by Siefert and seconded By Maxwell that the clerk write
to the Puget Sound Power & Light for two lights at the City park also to
get a report on the ten lights which were ordered sometime ago.

February 4, 1947
The Council met in regular session with Mayor Fourtner, presiding. The .roll
call showed the following councilmen present McGibbon, Waggoner, Tucker,
MoGinness, Siefert, Clausen and Maxwell'.
The Water collectors and treasurers reports were read. A motion was made by
McGibbona-nd seconded by Waggoner that the bills which were -approved by the
fil4anoe committee be allowed and warrants be drawn on the proper funds.
Motion carried.
A�letter was read from Mrs. McReynolds, Sec. of Grade School P. T. A. asking
about what is being done for a bathing beach. A motion was made by Waggoner
and seconded by McGibbon that the Clerk answer this letter, telling them
of the extending the outfall of the sewer, the cost of this project is to
be met with the matching money from the state and an emergency ordinance for
the balance of the cost. Motion carried.
The assessment roll for L. I. D. 58 came up for hearing. Because lots 1 & 2
in Block 120 were assessed before for the paving it was asked that they be
taken from this assessment roll. A -motion was made by McGibbon and seconded
be MoGinness that the City pay $46.20 from the street fund to take care of
this- assessment. Motion carried.
A motion was made by Tudker and seconded by Waggoner that the taxes for lots
28 and 29 in Block D-be paid from L. I.D. #43. Motion carried. After some
'discussion Councilman Tucker redind his motion.
A motion was made by MoGinness and seconded by Maxwell that the finance com-
mittee and attorney look into -and report on L. I. D.•43.
A, motion was, made by MoGib,bon! and seconded by Maxwell that lots 1 and'2 in
Blook;120 be stricken from the assessment roll.. Motion oarried.

Local Improvement District No. 58•for the impro'vement,of Main Street in the
City of Edmonds,'from Fifth Street to Sixth Street by paving the center
strip°of said street with hot plant -mixed aspUltie oonoiete,and such
other work as may be necessary to make a complete improvement all in s000rd-
anoe with Resolution of Intention No. 115 of the City of Edmonds, levying an
assessment on account thereof against the several lots, tracts and parcels
of land as shown on said roll,:providing for the issuance of Bonds there-
for and fixing the date of the issuance thereof.
