1947-12-16 City Council MinutesDecember 16, 1947 The Council met in regular_ session with Mayor Fourtner presiding. The roll call showed all councilmen present. The Treasurers report was read for the month of November. There being an error made in the assessment Roll for L. I. D. 60, January 20 was set for the date of the new hearing. A motion was made by councilman McGibbon and seconded by councilman Clausen that the bills which were approved by finance committee be allowed and warr4nts be drawn on the proper funds. Motion carried. A motion was made by Councilman. Clausen and seconded by Councilman McGibbon that the treasurer transfer$3212.07 from the street fund to L. I. D. 57, the balance of the 40% that the city is to pay.for the street work. Motion carried. A motion was made by councilman McGibbon and secon¢i.ed by councilman Waggoner that the engineer present recommendations to stop heavy traffic on the black -top streets. Motion carried. A motion was made by Councilman McGinness and seconded by councilman Waggoner that the bill of John Anderson be deducted from the amount owed the contractor Motion carried. Police Judge Doty asked that the council adopt the state traffic code by reference. A motion was made by Councilman Waggoner and seconded by coun- cilman McGibbon that the attorney draw up an ordinance to adopt the Rules of the Road from the State Code. Motion carried. pletter was read from the Great Northern Railway Co., in which they ask ermission to lay their pipe line across Dayton Street. A motion was made by Councilman kcGinness and seconded by coancilman Siefert that the attorney draw -up an easement in tegards to this. Motion carried. Supt. McZeever reported that the black -top street on Dayton street was damage by.the moving of building from Fifth Avenue to Dayton street. A motion was made by Councilman McGibbon and seconded by Councilman Maxwell the party who moved the building be billed Q20 for the damage of the street. Motion carried. . A motion was made by Councilman Waggoner and seconded by Councilman Maxwell that the Clerk and Lttorney draw up an application for a lease on the State Tide lands, and this application to be sent to Frank 0. Sether, State Tide Land Commissioner. Motion carried. Councilman Waggoner brought up the cleaning of the beach and dock at Pointer Williamette co. A motion was made by Councilman McGibbon and sec- onded by Councilman Tucker that a letter be sent to Pointer Williamette and a copy to the State Land Commissioner that the. Council is ready to meet tAthrthem as soon as possible as they requested some time ago. Motion carried. A motion was made by Councilman McGibbon and seconded by councilman Waggoner that the engineer take samples of the bathing beach water and have a test malke. Motion carried. Councilman Tucker repprted the report on the pin -ball machines and punch boards was not completed. Councilman Maxwell reported the committee redommended no increase in wages at this time. Councilman MoGinness made a motion that the Mayor and Clerk sign the con tract for street lightning. Motion carried. A motion was made by Councilman McGinness and seconded ,b y CouncilmanClaus.en that the attorney draw up an ordinance setting up a wage scale for the street and water department as follows; Street.& Water Supt. $250, a month, Asst Street Supt. $225, Asst Water Supt. $225, one laborer on street $200, one laborer on water $200 addittnnal labor at-$1110 an hour, with 44 hour week 52 days. -A roll call vote showed McGibbon yes, Tucker no, Waggoner yes, Siefert no, McGinness yes, Clausen. yes and Maxwell no. The Water committee reported they would report on the contract for power for pumps at the next meeting. Mayor Fourtner appointed Councilmen. McGibbon, Maxwell and Tucker on the Safety Committee. A motion was made by Councilmna McGinness and seconded by Councilman ducker that the clerk call for bids on a 1-- t^on dump truck with a hydraulic hoist and dump body. Bids to b:e opened January 6. Motion carried.' r A motion was made by Councilman McGibbon and seconded by Councilman Siefert the approval of e::tra equipment for the police car. Motion carried. - A motion was made by Councilman Tucker and seconded by Councilman Siefert that the council meetings close at 10;30. Motion carried. There being no further business the meeting adjourned. 1 7-MrTE Mayor January 6, 1948 The. Council met in regular session with Mayor Fourtner presiding. The roll c411 showed all councilmen present' The Water Collectors report was read. A motion was made by Councilman McGibbon and seconded by Councilman Maxwell that the bills which.were approved by the finance commmittee be allowed and warrants be drawn on the proper funds, except the bills that are over the budget allowance be held over until next month. Motion carried. Two bids were received for a dump truck for the street department. One foom Edmonds Motor Co., for $2374.14 and 2788.66, the bid from Hopper Chev. co. for $2783. A motion was made by Councilman 14aggoner and seconded by Councilman that the bids be referred to the street committee for further investigation and a report be made at the next meeting. Motion carried. A motion was made by Councilman Clausen and. seconded by Councilman McGibbon that the Mayor and Clerk be authorized to sign the contracts with.the Puget Sound Power & Light Co., for power for the pumps. Motion carried A letter was read from Frank 0. Sether, Asst. Commissioner of department of Public Lands to Pointer Williamette 'requesting that a meeting be held as soon. as possible. A motion was made by Councilman McGinness and seconded by Councilman Maxwell that February 3rd be set for the hearing, and the Department of Public Lands in Olympia, Pointer V`Jilldam.ette. Co., The Chamber of Commerce and Edmonds Port Association be notified of said meeting. Iv4otion carried. A'letter was read from the Edmonds Chamber of Commerce requesting that the Council cancel the removal order of the Pointer Williamett.e dock, Council- man McGinness read a letter from the trustees of the Edmonds Chamber of Commerce which was addressed to the Park Board, in regards to the dock, a motion was made by Councilman McGinness and seconded by Councilman Tucker that this be referred to the Park committee for complete investigation and to bring in a report to the Council. Motion carried. Attorney Hunter prepared a quit -claim deed from G. A. Carlstedt to the City of Edmonds. Mayor Pourtner referred this to the street committee before we accept it. Also the attorney presented an application for the State Tide Lands, just north of the City 'limits. Mr. Hunter asked for more time to prepared the Ordinance for the adopting the State Highway Code. He also presented an easement to the Great Northern Railway Co., to cross Dayton Street with a pipe line. A motion was made by Councilmen Tucker that the matter of licensing pin -ball machine be held over until the next meeting. Councilman McGibbon made an amendment to the motion that no license be issued. Attorney Hunter stated that as long as Vachave an ordinance covering the license of pin -ball machine we would have to issue a license. Councilman Maxwell reported that there was still a bad condition of water on the Brackett property, and it was suggested a catch basin should be in- stalled to take care of this, he also reported a had condition of garbage not being taken care of in this neighborhood. Mayor Fourtner referred this to the street committee. A, motion was made by Councilman McGinness and seconded by Councilman McGibbon that the street committee be given the power to correct this condition. . idotioncarried. Mayor Fourtner appointed Earl Colter as Asst. Street Supt. A motion was madeby Councilman McGibbon and seconded by Councilman Maxwell that the app- ointment be confirmed. Idotion carried. Councilman McGibbon Chairman of the Safety committee stated the committee held a meeting January 6, and recommended the followin- 1. A separation be built in the police car, separating the driver comp9r. from the rear compartment, at an estimated cost of $75, 2, that a stretcher, first aid kit, rope line, flares, flags, etc, be installed as equipment, 3. that public liability:o property damage, fire & theft insurance be carried on the police car, but no collision insurance, on account of double rates are charged on police cars.
