1948-03-16 City Council MinutesMarch•2, 1948 The Council met in.regular session with Mayor Fourtner presiding. The roll call showed the following councilmen present McGibbon, Tucker., McGinness, Siefert, Clausen and - Maxwell. The water collectors report was read. A motion was made by Councilman Max- we.l.l.and seconded by councilman Siefert that the bills which were approved bythe finance committee be allowed and warrants drawn on the proper funds. Motion carried. A motion was made by councilman McGinness and seconded by councilman Clausen . that the PexpontyheE,property purchased from Chas. Brown in the amount of $3:47 be paid. Motion carried. This was the date set for the hearing on. Assessment Roll for L. I. D. J-61. Threee written protests were read. After some discussion a motion was made by Councilman Clausen and seconded by councilman Siefert that the assessment roll be approved and turned over to the Treasurer for collection. MOTIOn carried. temporary Mr. Hall asked for permission to install a gas tank and pump, on the property line,e�A thei.Sehooleptgperty, on.Glen streets A motion was made by councilman McGibbon and seconded by councilman Tucker that the school District be given this permission with the understanding that any time improvement are made on the street, the school must move the-pLunp, and any damage done to the City property to be paid for by the school. Motion carried. April 6 was set for the date of hearing on Assessment roll #60. A motion was made by Councilman Maxwell and seconded by councilman Tucker that the signs which were placed near the High School on a 3o day trial_, for no parking be made permanent. Motion carried. A motion was made by Councilman Clausen and seconded by councilman McGinness that the Engineer prepare a call for bids on a grovel packed well on Main Street. Motion carried. A written petition signed.by all the councilman was presented to the Mayor. The Council asked for the separation of the street and water departments, also for a change in superintendent. Mayor Fourtner appointed Mr. Shirley for Supt. of -street dept. and Londerville Supt.-of the water dept. both on a salary of 0225 per month, and Mr. Coulter asst. on the street dept. at $200 per month, Mr. MoZeever to work on the water dept. for two weeks and two weeks vacation, to receive $200-for the Month of March. The Treasurers report was read. A letter was read from the Secretary of the Library Board in which they ask for the approval by the Council, of Mrs Hunziker for a five year term on the board. Mayor Fourtner appointed Mrs. Hunziker on the library board. 'A motion was made byeCouncilman McGinness and seconded by councilman Maxwell that the appointment be approved.' Motion carried.' Ordinance No. 5.80 for the approvinand confirming the assessment roll for L. I. D. 61 was read to the council. . A motion was made 'by coun..ilman Maxwell and seconded by councilman McGibbon that this ordinance be published and adopted. Motion carried. Councilman McGinness reported that the street committee had a meeting. He stated that the black -top streets were the first on the list for maintenance and the repair.of broken curbs and sidewalks. He also stated a road main- tainer had been demonstrated. L motion was made by councilman Mcginness and s-econi,ed by Councilman Siefert that the coynoil call for bids on a three ton hydraulic road maintainer with loading and bulldozing attaelIhments to be purchased on cash or terms. Passed'by a unaminous vote of the council. A�inotion was made by oouncilman Waggoner and seconded by councilman Siefert that the city pay the light bill at the city park. Motion carried. Councilman Waggoner reported that the addition to the caretaker house had been completed thd.a septic tank had been installed, and the ball field was being put in shape for this.summer, also some play equipment was here. A 1•etter was read.from Frank 0. Sether, State Land commissioner, which states that'It is up to the City Council to decide what they want to do in regards to a lease and the dock, but if sometadt ons.ittndtiltaken soon it will be reverted back to their old order and the. dock will b.e removed. A motion was made by councilman Tucker and seconded by councilman Waggoner that the Attorney draw up papers to apply for a lease f.or the vacating of the water- way . Councilman McGibbon made an amendment to this motion that this action be held up until an agreement has-been received from,2ointer-Williamette. A roll call vote showed McGibbon yes, Tucker no, Waggoner no, McGinness no, Siefert no, Clausen yes, and Maxwell no. A•roll call vote on the previous motion showed McGibbon -no, Tucker yes, Waggoner yes, McGinness no, Siefert, yes, Clausen no and Maxwell yes. to A motion was made by Councilman-McGinness that the state be notified that the City has not reached an agreement and want the dock removed... A motion was made by councilman McGibbon and seconded 'by councilman Tucker that we --inform the -state we are interested ikeeping the dock and are negiot- ating with Pointer-Williamette. Motion carried. A motion was made by Councilman McGinness and seconded by councilman Waggoner that the salary of the water superint nedent be referred to the water committee to report at the next council meeting. Motion carried. Councilman Siefert suggested tads be made retroactive to the first of the month. Several people came before the council and asked to have daley street opened for travel from Seventh to Eighth Street. A motion was made by councilman Waggoner and seconded by councilman McGinness that this be referred to the street committee for investigation and report at.the next meeting. Motion carried. Also the matter of furnishing water to these people was referred to the water committee by a motion made by Councilman McGinness and seconci.ed by councilman Maxwell. Motion carried. A motion was made by councilman Siefert and seconded 'by councilman Waggoner that the attorney be notified -to secure deeds to vacate Erben Drive from third Avenue to Fifth Avenue if this property has not been deeded to the City. Motion carried. There ceing no further business the me,.eting adjourned. City Cleric Mayor , March 23, 1948 The Council met for a special meeting with Mayor Pourtner presiding. The roll call showed all councilmen present. One bid was received for the drilling of the well, from N.^C. Jannsen Drill- ing co. for 43535.40. A motion was made by Councilman Clausen and seconded by councilman Tucker that the basic bid, with the improved screen at a cost of $10 per foot, also item #6 for the development of well to be charged at the rate of $10 per hour, be accepted. Passed by a unaminous vote of the Council. Mr. Hunter Stated it was his opinion that lot 40 in Block 121 and Lot 1 in Block 122 be canceled from the roll. The Attorney recommended the Councib approved the assessment roll -and the.t he would draw up an Ordinance confirming the roll, and the hearing be continued until the next meeting.
