1948-06-15 City Council MinutesThe problem of water running down the alley on Mrs. �ieeton's property was referred'to the street supt. and committee. The Street Supt'. reported that people were throwing rubbish in the gutter Mayor Pourtner asked that this be reported to the police Lepartment. A motion was made by councilman Waggoner and seconded•by councilman McGibbon that lairs. Patterson be notified that she must clean up her sidewalk on ° Third Avenue luorth by June 30 or the city will doso and a bill will 'be sent to her for the work. Motion carried. Councilman Clausen reported that an excess amount of dirt was left on. -Maple Maple street from the installing'of the sewer. A'motion was made by councilman Tucker and seconded by councilman Maxwell that the grading of the alley in back of the Sail Inn Tavern be referred to the street committee. Motion carried. There being no further business the meeting adjourned. iy er mayor June 15, 1948 The Council met in regular session with Mayor Fourtner presiding. The roll call showed the following councilmen present McGibbon, Tucker, McGinness Siefert, Clausen and Maxwell. The Treasurers report w4s read. A motion was made by councilman MoGibbons and seconded'by,councilman McGinness that the bill of Geogge Temple for $96.80 for labor on the water 'be paid Motion carried.. Two bids were received for water pipe. One from Marckmann &101illiams on foar inch 12 gauge Steel pipe dipped and wrapped with fibre glass cloth with one dressler coupling at a price of $80.70 per hundred feet, and two inch pipe of extruded aluminum pipe at a price of 943.10 per hundred feet. Bid nol two from Johns -Manville for four inch transite pressure pipe including one transite simplex coupling and two rubber rings, class 150 at a price of 88cents a lineal foot, sh.ipment.can be made 'Jan- uary 1949. The bids on this pipe were turned over to the water committee for condideration. Motion carried) A motion was made by councilman McGinness and seconded by councilman Maxwell that Mr. Blake be hired to mow the grass on the streets. Motion carried. Councilman McGinness reported that a new mower would cost g370 also that a new motor for the grader Would cost 4950. Mr. Sater asked to have Sixth Avenue from Main to daytoh street closed ffuly 3, 4, and 5th, during the July celebration. A motion was made by councilman Maxwell and seconded by councilman McGinness that this be authorized and the proper baracades be put up, and that the police dept. pe-lice the alley to allow vehicles to travel. Because of the Mayor and Clerk not signing the notice of lease terminat- ion of the Ferry Dock a motion was made by councilman McGinness and seconded by councilman McGibbon that a ipw notice be drawn up and the expiration date be made July 31 insteaW-of dune 30, this document to be delivered to the Ferry Co, with aletter inviting them to negioate a new contract, also that $200 is due for the first six months rental, signed by the Attorney. Motion carried. A petition was read to the cou cl from property owners between Fourth and Fifth Avenues in which theVy r a catch basin to be installed in the J alley, to prevent drainage wate"r running down,the alley onto their prop- erty. A motion was made by councilman McGinness and seconded by council- man Siefert that the clerk write aletter to Edmonds Lumber Co., and ask them to connect the down -spouts from their building to the sewer in the alley. -Motion carried 1 1 1 1 L I 1 1 1 A petition to vacate the alley in Block 67.with the signatures of all the property owners was referred to the Street committee -by a motion made by councilman McGibbonsanddseconded by councilman McGinness. Motion carried. Specification have been prepared by the Engineer for the seal -coating of the streets-Twrth of Main street, estimated amount of-,�6200. A motion was made by councilman McGinness and seconded by councilman Maxwell that we call for bids on seal -coating as outlined by the Engineer, to be submitted July 6. 'Motion carried. A motion was made by councilman lcGibbon and seconded 'by councilman Tucker that the park board spent �;250 for a float at the city dock. Motion carried. The Park committee recommended that the lease of the Edmonds fide Lands be accepted at as low aprice as it dQ.=Id ,be gotten for.. A -motion was made by councilman Maxwell and seconded by councilman McGibbon that the purchase of the property and assessment in Block 121 be paid from the current lxpense fund. Motion carried. A motion was made by councilman McGinness and seconded by councilman McGibbon that the hazard condition of the north side of the dock be turned over to the safety committee for investigation. A motion was made by councilman McGibbon and seconded by councilman .uTuclkera that the bills which were approved by the auditing committee be allowed and warrants drawn on the proper funds. Motion carried. Two bids were received for the seal coating on the streets North of Main Street, one from Diesel Oil Sales Co., for $14,372.50, and the bid Trom Associated Sand & Gravel for $7630. A motion was made by councilman Tu'eker and seconded by councilman Waggoner that the bid from Associated Sand & Gravel for $7630 be accepted. A roll call vote showed all councilman in favor except Councilman Maxwell who voted no. Motion carried. Councilman Maxwell reported that the opening of the alley between FirElt 'and second avenues south of Main Street was a construction job and it would require and 1'. I. D. Diistrict to be formed. Also the vacating of the alley between Ninth and Tenth Avenues and Main and Bell streets,:t that it is not the time to vacate said property was the report of the street committee. An Easementtto lay and -maintain a water line across Dayton Street for the Great Nor�4ern Railway Co.,.was prepared by the Attorney and was authorized to^"gigned by the Mayor and Clerk by a motion made by Councilman McGinness and seconded by councilman Maxwell. Motion carried. A letter was read to the Council from the Depat':.ment of Highways in which ask for an amendment to Franchise No. 1613, if the city of Edmonds does not intend to extend their water line beyond the 1000 feet of pipe which was installed south of the South City limits on Fifth Street, so that a franchise can be issued to the Olympic View water District. This was turned over to . the water committee for a report at the special meeting.
