1948-07-20 City Council MinutesAttorney Hunter read the inew lease to the council which was drawn up for the lease of the Ferry Dock for a period of five years from Jan. 1 1948 to December 31, 1953, with the rental of $400 a year. A motion was made -by .councilman McGinness and seconded by councilman Maxwell that Y- this be taken up at a special meeting July 13 at 7:30. Motion carried. A motion was made by eouncilman'Tucker and seconded by councilman McGibbon that the bill . of Dr. Zretzler for $5 be paid. Motion carried. Mr. Womer was given permission to created a parking space behind the City building. Street Supt. Shirley is to haul,the trash away. The prospects of space for a testing station was referred to the Park Com- mittee by,a motion made oy eourciiman McGinness and seconded by council- man Siefert. Motion carried. A motion was made by councilman McGinness and seconded by councilman Wag- goner that the State Patrol be commended on their co-operation during the fourth of July celebration. Motion carried. There being no further business the meeting adjourned. July 13, 1948 The council met for,the adjourned meeting with Mayor Fourtner presiding, with the following councilmen present, McGibbon, Tucker, Siefert, Clausen and Maxwell. A -motion was made 'by councilman Maxwell and seconded by councilman Siefert that the Lions Club be permitted to condudt their Pioneer Celebration for one week. Motion carried. After, comparing the old leases of the Perry Dock and some discussion on same a motionewas made by councilman Tucker and seconded by councilman Clausen that 30 days be inserted in the contract instead of 90 days for the time allowed for the termination of ferry service. Motion carried. A motion was made by councilman McGibbons and seconded by councilman Tucker that the lease be for two years with the option for nenewal for two years. Motion carried. Motion carried. There being no further business the meeting adjourned. Mayor July 20, 1948 The Council met in regular session with Mayor Fourtner presiding. The roll call showed all councilmen present except councilman McGibbon. Attorney Hunter read a letter from the ferry Co., in which they state they are willing to accept the two year leasewith the option for renewal ---for two years, but would like the 30 day termination changed to 90 days. A motion was made by councilman Tucker and seconded by councilman Clausen that we accept the 90 day agreement. A,roll'call vote showed Tucker yes, Waggoner yes, Siefert no, McGinness no,•Clausen yes and Maxwell no, there being a vote of.;three yes -and three no Mayor Fourtner voted yes. LJ 1 Attorney Hunter read a letter from the Great Forthern Railroad asking for a change. in the location of laying their water line across Dayton Street. A motion was made by councilman Siefert and seconded by councilman McGinness that this change be accepted. Motion parried. Mr. Hubbard asked if he may rent the grader for two days. A motion was made by councilman McGinness and seconded by coun,;ilman Siefert that this be referred to the street Committee. Motion carried. A motion was made by councilman MCGinness and seconded by councilman Maxwell that the request be denied. motion carried. A motion was made by Councilman Tucker and seconded by councilman Clausen that the painting of the water tank be referred to the Water Committee. Motion carried. A motion was made by councilman Tucker and seconded by councilman Clausen the the interest rate on money borrowed be 5%. Motion carried. A motion was made by Councilman' Maxwell and seconded by councilman Clausen that the repair of the approach on Main & Dayton Street and Sim and Half street be referred to the street committee. Motion carried. Councilman Maxwell repprted space was marked for a two cab zone in front of Engels Tavern and only one cab was being used. A motion was made by council- man Siefert and seconded by councilman.VCaggoner that this space be changed to a one .cab, zone. Motion carried. Councilman Maxwell stated that the cement mixer be sold. A motion was made by councilman Siefert and seconded by councilman Waggoner that the cement mixer be advertised -for sale. Motion carried. A motion was made by councilman Tucker and seconded by councilman McGinness that the City co-operate by offering the city park for the celebration whfch is being but on by the Lions Club. Motion carried. A motion was made by councilman Siefert and seconded by councilman Waggoner that Fourth Avenue, one half a block south of Main be closed for dancing July 31, from 7 until 12 o'clock. Motion carried, A motion was made by councilman McGinness and seconded by councilman Maxwell that the proposed emergency Ordinance be published. Motion carried. A motion was made by councilman McGinness and seconded by councilman i�'aggoner that the Mayor and. Clerk sign the contract for seal coating as soon as it has been returned. Motion carried. McGibbon Mayor Fourtner appointed Councilmen Tucker and Waggoner to look into the means of increased revenue for the city. Councilman McGinness reported the city could purchase a used grader from Mr. Joplin for SP 1%45oo plus the old grader. A motion was made by councilman Siefert and seconded by councilman Tucker I the painting of the parking lines to turned over tbethe Safety committee. Motion carried. A motion was made by councilman Tuci.er and seconded by councilman Waggoner that the twelve chairs be fixed on a half basis. Motion carried. There being no further business the meeting adjourned. A motion was made by councilman Maxwell and seconded by councilman Waggoner that the bills which were approved by the auditing committee be allowed and warrants -drawn on ths'proper funds. Mption carried. A letter was read from A.' B.' Bently stating the cost of painting the library roof�and replacing the gutters to be $350.20 indluding tax. A motion was made �by councilman Waggoner and seconded by councilman McGinneaa that the payment of this be referred to the library board. Motion' parried. A letter was read from Mary Graham in which she asks for the use of the City hall for two saturdays a month..
