1948-08-03 City Council MinutesLJ 1 Attorney Hunter read a letter from the Great Forthern Railroad asking for a change. in the location of laying their water line across Dayton Street. A motion was made by councilman Siefert and seconded by councilman McGinness that this change be accepted. Motion parried. Mr. Hubbard asked if he may rent the grader for two days. A motion was made by councilman McGinness and seconded by coun,;ilman Siefert that this be referred to the street Committee. Motion carried. A motion was made by councilman MCGinness and seconded by councilman Maxwell that the request be denied. motion carried. A motion was made by Councilman Tucker and seconded by councilman Clausen that the painting of the water tank be referred to the Water Committee. Motion carried. A motion was made by councilman Tucker and seconded by councilman Clausen the the interest rate on money borrowed be 5%. Motion carried. A motion was made by Councilman' Maxwell and seconded by councilman Clausen that the repair of the approach on Main & Dayton Street and Sim and Half street be referred to the street committee. Motion carried. Councilman Maxwell repprted space was marked for a two cab zone in front of Engels Tavern and only one cab was being used. A motion was made by council- man Siefert and seconded by councilman.VCaggoner that this space be changed to a one .cab, zone. Motion carried. Councilman Maxwell stated that the cement mixer be sold. A motion was made by councilman Siefert and seconded by councilman Waggoner that the cement mixer be advertised -for sale. Motion carried. A motion was made by councilman Tucker and seconded by councilman McGinness that the City co-operate by offering the city park for the celebration whfch is being but on by the Lions Club. Motion carried. A motion was made by councilman Siefert and seconded by councilman Waggoner that Fourth Avenue, one half a block south of Main be closed for dancing July 31, from 7 until 12 o'clock. Motion carried, A motion was made by councilman McGinness and seconded by councilman Maxwell that the proposed emergency Ordinance be published. Motion carried. A motion was made by councilman McGinness and seconded by councilman i�'aggoner that the Mayor and. Clerk sign the contract for seal coating as soon as it has been returned. Motion carried. McGibbon Mayor Fourtner appointed Councilmen Tucker and Waggoner to look into the means of increased revenue for the city. Councilman McGinness reported the city could purchase a used grader from Mr. Joplin for SP 1%45oo plus the old grader. A motion was made by councilman Siefert and seconded by councilman Tucker I the painting of the parking lines to turned over tbethe Safety committee. Motion carried. A motion was made by councilman Tuci.er and seconded by councilman Waggoner that the twelve chairs be fixed on a half basis. Motion carried. There being no further business the meeting adjourned. Cit Clerk Mayor August 3, 1948 The Council met in regular session with. Mayor Fourtner persiding. The roll call showed all councilmen present. The water collectors and treasurero.report were read. A motion was made by councilman Maxwell and seconded by councilman Waggoner that the bills which were approved by the auditing committee be allowed and warrants -drawn on ths'proper funds. Mption carried. A letter was read from A.' B.' Bently stating the cost of painting the library roof�and replacing the gutters to be $350.20 indluding tax. A motion was made �by councilman Waggoner and seconded by councilman McGinneaa that the payment of this be referred to the library board. Motion' parried. A letter was read from Mary Graham in which she asks for the use of the City hall for two saturdays a month.. A motion'was made by councilman Tucker and seconded by councilman Maxwell that it shall be the policy of the eounoil that no regular meetings.of any, group other than meetings dealing with city business shall be held in the eity.hall. Application for .oe.easioned use by any organization.shall be made to the council at regular scheduled meetings and each application shall be considered on its merits. Motion carried. A let -ter was read from the Department of Public Lands in regards to the rental of the tide lands for -which a lease was applied fox. It is stated in the letter.that the rental -figure of $75 can not be changed for rental over.a period of ten years. A'motion was made.by councilman Waggoner and seconded by councilman McGibbon that the ten.year lease with the rental feee of $75' per year be ace'epted. Motion carried. Councilman Tucker reported the going over the water site for location of more water. The Clerk was adked to write to the state and find out if there are any water rites against shell creek. A. motion was made ,by councilman McGinness and seconded by councilman McGibbon that Ordinance No. 582 for the -seal -coating of Front Street Etc. be adopted and published. A roll call vote showed a unaminous vote of the council. A motion was made by councilman McGibb.on and seconded by councilman Tucker that the superintnedent of each department turn in a list of anticipated expense for next year. Motion carried. A motion was made by councilman McGibbon and seconded by councilman Tucker that the clerk furnish the new budget forms at, the next council meeting. Motion carried. A motion was made by councilman 'fucker and seconded by councilman Siefert that we call for bids for a testing station 22X 125 feet, 4 inches thick to comply tith the state specifications, to be located at the S. E.. corner of the City 'ark. A roll call vote showed McGibbon yes, ducker yes, Waggoner 2 Siefert no, McGinness no, Clausen no and Maxwell.no. A motion was made by councilman McGinness and seconded by councilman Tucker that za testing strip be located on six and half street between Dayton and Main streets. A roll call vote showed McGibbon no, Tucker yes; Waggoner yes, Siefert yes, McGinness yes, Clausen no and Maxwell yes. A motion was made by councilman Waggoner and seconded by councilman Maxwell that information be obtained in writing that it will be used be referred to the safety committee. Motion carried. The roll oall shoved the following councilmen present McGibbon, Tucker, McGinness, Siefert Clausen and Maxwell. The question of pin -ball machines was turned over to the committee for reo- ommendation by a motion made.by councilman Siefert and seconded by councilman Tucker. Motion carried. Mayor Fourtner stated that the property owners on six and half street between Main and Dayton°were objecting to the testing station being put on that street. A motion was made by.counoilman Tucker and seconded by councilman MoGinnese to reconsider the location of the testing station. Motion carried.
