1948-11-02 City Council Minutes1 1 1 A'motion was made by councilman Maxwell and second-ed by councilman McGihness that the street supt. put in a drain the inside the sidewalk at the north end of the school property to direct the water across the sidewalk into the gutter. Motion carried. A motion was made by Councilman Maxwell and seconded by oouncilman Tucker that the Clerk notify the State Land commissioner that Pointer Williamette has not completed the removal of thiir property from the State park property that the City Council would like to have it cleaned up. Motion carried. Mr. Bean asked for permission to black -top in front of his place of business. A motion for this permission was made by Councilman McGinness and seconded by councilman Tucker. Motion carried. A,motion was made by councilman McGibbon and seconded by councilman McGinness the t the City pay the taxes on'the property which was deeded by'Mr. Carlstedt for a Motion carried. A,motion was made by councilman Tucker and seconded by councilman Siefert that the police dept. be paid an additional $25 as a bonus for the next three months. Councilman McGibbon made an amendment to the motion to include the street and water departments, with a seconde by councilman Clausen. a roll Gall vote on the amendment showed McGibbon yes, Tucker no, Waggoner yes, McGinness no, Siefert yes, Clausen yes, and Maxwell no. A roll call vote on the question showed McGibbon yes, Tucker yes, Waggoner yes, MoGinness no Siefert yes, Clausen no and Maxwell no. A -motion w4s made by councilman Siefert and seconded by councilman Tucker that the city employees be put under social security of Civil Service for a protection to the employees. Motion carried. The PblieedDept. was authorized to purchase a heavy ddty battery by a motion made -by councilman McGibbon. and seconded by councilman waggoner. A motion was made by councilman Waggoner and seconded by councilman McGiboon that a no parking strip be painted on third avenue North of Main street. Motion carried. There being no further! business the meeting adjourned. mayor November 2, 1948 The Council met in regular session with Mayor Fourtner presiding. The roll call showed the following councilmen present McGibbon, Waggoner, Tucker, McGinness and Clausen. The water collectors report was read. A,motion was made by councilman Tucker and seconded by councilman McGibbon that the bills which were approved by the finance committee be allowed and warrants drawn on the proper funds. Motion carried. A letter was read from Mrs. T11fer, clerk of the School board in -which she states that the school Supt. will take care of.the removal of dirt from the side walk and the repair of Dayton street will be taken care of as'soon as possible.', It was reported by the clerk that the contractor asked the Street Supt. to repair the street and bill him for it. A motion was made by councilman McGibbon and seconded by councilman Waggoner that a bill for $80 be sent to the contratcor for the repairing of the street. Motion carried. Mr. Sha.w,`Manager of the Puget Sound Power & Light Co., in Edmonds Game to the couneilmeeting to report on the street lights and also the sub- station on Fourth Ave., south. He told the council 12 new lights would be installed before the end of the year, and the balance of the lights ordered a year ago would be installed as soon.as possible next year. In regards'to the sub -station on Fourth Ave., South he assured the council there would be no radio interferrence, and there would be no pole yard at this station. He also stated that the station would be built on the back of the lot -and a fence would be placed around the lot and plans had been made to landscape the property. Amotion was made by councilman McGinness and seconded by councilman Tucker that we request the Puget Sound Power and Light Co., to beautify this property as much as possible, also to encourage this installation because of the needed power. Motion carried. A,motion was made by councilman McGibbon and seconded by councilman Tucker that the Barer for the.welding machine be -ordered immediately. Motion carried Councilman McGinness reported that the seal -coating job had been completed but recommended the overtime penalty for 59 days, and stated, he was in favor of collecting damages at $15 per day. A motion was made by councilman McGinness and seconded by councilman Tucker that the street Supte notify the person draining water on First Ave. North to Aiseontinue this immediately. Motion carried. A motion w€}s made by councilman McGibbon todre-consider the action for the raise in pay.No second. A motion was made by councilman McGibbon and seconded by councilman Waggoner that the clerk get the legal opinion in regards t,o the raise in salaries. Motion carried. A motion was made by councilman McGibbon and seconded by councilman UFueker that the party asking for permission to out alders on eighth & maple be allowed -to do so, provided he cleans up the brush. The roll call showed all councilmen present. The Treasurers report was read. A,motion was made by councilman Siefert and seconded by councilman Maxwell that the bill of George Temple for labor on the,North 9th water line for the amount of $79.20 be paid. Motion carried. Mr. Shaw Manager Af the- Paget Sound tower & Light Co.,was at the meeting and reported that there would be a minnimum charge of $7 50 for the power to be connected to the city garage to be used for welding. A motion was made by councilman Siefert that this be .turned over to the street committee. Because of no,secbnd to the motion, a motion was made by councilman Tucker and seconded by councilman Siefert to have the meter installed. Motion carried'. Mr. Shaw also adke'd for permission to set two poles on Maple street, he was given this permission by a motion made by councilman Maxwell and seconded by councilman McGibbon. Motion carried. Claude Savage asked for a cross walk between fifth & Sixth Avenue on Main Street, also for a street light just east of his pllce of business. A, -motion was made by o ouncilman Maxwell and seconded by councilman McGibbon that the cross walk be referred to the safety committee. Motion carried. A motion was made by councilman Tuekdr and seconded by councilman Siefert that the light be referred to the street committee. Motion carried. Mr. Thayer asked -to IY Ve sdv'eral loads of gravel put in the low place of the street, at the foot of Bell street. A motion was made by councilman Maxwell and seconded by councilman McGibbon that this be referred to the street committee. Motion carried. Because neither of the three candidates receiving a majority of votes cast in the city primary election almotion was made by councilman Tucker and sec- onded by councilman McGinness that the two candidates having the highest number of votes, their names be placed on the ballot for the general election. Motion carried. Councilman McGinness asked the Attorney a houtgthdspenalty clause on the seal - coating work. Attorney'Hunter remarked that we can collect for damage done if the City has been damages because of the delay of the work. A motion was made by councilman McGibbon and seconded by councilman Maxwell that the Clerk write the engineer for a written statement if the contract has been completed satisfactorily, also where we have claim for damages and to state his reasons. Motion carried. Several of the Tavern owners came before the council and r U�gorted they would be willing to pay $30 per month where any tavern ausitg' keor _more boards, and $10 per month for taverns using leet'than lf7boards, they also asked for a 30 day trial. A motion was made by coouncilman Tucker and seconded by councilman McGinness that the attorney prepare the Ordinance fiou puuDh boards for the revenue of 3%'of the value of the board. ko-` r&II dfilliVitedshowed all councilmen in favor except councilman Siefert who voted no. Mr. Hovde asked for permission to break down the curb and put in a driveway at second and Bell street. He was granted this permission to be done in accordance with speeifieateion on file, by a motion made by councilman McGinness and seconded by councilman Maxwell. Motion carried.
