1948-12-07 City Council Minutes14 Because of the Attorney advising the Council they could not raise salaries during.the. year without passing an emergency Ordinance Councilman McGibbon made a motion to recind the previous motion with a second of councilman Waggoner. Lotion carried. The.Council selected the election board for the December City General Election First Ward Mrs. McGinness, Little and Allen. Second ward, Mrs. Siefert, Boshart and Morgan, Third Ward, Mvs, Fourtner, Holmquist and Clausen. There being no further business the meeting adjourned. 10- Ll,-e Y City Clerk Mayor December 7, 1948 The Council met in regular session with Mayor Pourtner presiding. The roll call showed all counailmenpresent. The water collectors and Treasurers reports were read. A motion was made by councilman McGibbon and seconded by councilman McGinness that the bills which were approved by the finana:e committee be allowed and warrants drawn on the proper funds. Motion carried. ,L motion was made by councilman Waggoner and seconded by councilman Maxwell that the bill of Associated Sand & Gravel for the balance of the seal -coating - work be allowed. A roll call vote showed all councilmen in favor except councilman.MaGinness. Motion carried. , & petition was read to the Council from the Chamfer of Commerce in regards to the protesting any licensing of any legitimate business, on a percentage basis, with signatures of fifty business people, who are vitally interested in the future development of Edmonds, and the fair administration of City government. Mr. John Carey, a representative for the taverns spoke to the coVincil in regards to changing the 30ilo tax on the punch boards. He also stated he did not believe it a fair tax as none of the boards were zver punhhed.out. Councilman Tucker stated they would be paying more on the flat tax than on the 3% tax. A letter was read from Mr. Gerdon in which he stated that drainage water from his property does not in any way haze any damagin�,effects upon the street. After some information given by Mr. Gerdon a motion was made by Councilman Tucker and seconded by councilman Waggoner that as we were mis- informed about the matte3N to recind the previous action and to n6tify Mr. Gerdon by letter of this. Motion carried. Mr. Jacobson came before the council in regards to the condition of the street at the foot of Bell Street. & motion -was made by councilman McGibbon, and seconded by councilman Tucker that this be turned over to the street committee for special attention &nd to give the committee power to order the material needed. Motion carried A motion was made by Councilman Siefert and seconded by councilman Maxwell that the Attorney be instructed to inquire into the ownership of the street property between Main and Dayton street, west of the Railroad property. Motion cairried. A motion was made by councilman McGibbon and seconded by council an Waggoner that the Attorney aleb look into the ownership of the street adjdAg the North and south city limits and to acquire ownership for the City. Motion. carried. A motion wao made by councilman Siefert and seconded by councilman McGibbon to refer the condition of Howell way, which is being torn up by oil trucks to the street committee. Motion carried. The prIposition for.installing a fire 4ydrant for fire protection north of the city limitb was referred to the safety committee with power to bring it to a head, byda'motion made by councilman Tucker and seconded by councilman Siefert. Motion carried. A motion was made by councilman McGibbon and seconded by councilman Tucker that the Chief of Police be paid for his one week vacation. motion carried.
