1949-04-19 City Council MinutesApril 5, 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed all Councilmen present. The water collectors report was read. A motion was made by councilman Tucker a nd seconded by Councilman Maxwell that the bills which were approved by the finance committee be allowed and warrants drawn on the proper funds. Motion carried., Mr. Womer, city treasurer stated the finance committee recommended borrowing money from the bank at 3% interest to pay for the pipe for the water department. This was made a motion by Councilman Maxwell and seconded by councilman Waggoner. Motion carried. A motion was made by Councilman Waggoner and seconded by councilman Saiaage that any Department must have the approval of the Mayor before making a purchase. Motion carried. The resignation of Chief of Police Holmquist was read to the Council. A motion was made by Councilman McGinness and seconded by councilman Maxwell that his resignation be accepted as of April 15. Motion carried. Mayor McGibbon appointed Ray Rasmussen as Chief of Police effective April 16. This appointment was approved by the Council by a motion made by councilman Maxwell and seconded by Council- man Savage. Motion carried. Hocom Wall was recommended by the Safety Committee forJ4Q� policemen, and the appointment was made by Mayor McGibbon. A motion was made by councilman Tucker and seconded by Council- man Savage, he is to begin work April 11. Motion car ried. A letter was read from the State Department of Highways in which is stated that that department is assuming responsibility for the construction and maintenance of the routes of the primary and sedondary state highways through the City of Edmonds as.of April 1, 1949. This was referred to the street committee by a motion made by Councilman McGinness and seconded by.councilman Tucker. Motion carried. A letter was read from Pointet' Williamette and the Department of Public Lands in regards to the cleaning up of the beach property. A motion was made by councilman Maxwell and sedonded by councilman Tucker that Mr. Bently be given permission.to lay a sidewalk in front of his property on Fifth Ave. South subject to the approval of the State Highway Department. Motion carried. A motion -was made by Councilman McGinnesa and seconded by Councilman Maxwell that a report be requested from the State Health Dept. on the condition of the beach. Motion carried. Mrs Case and two other women from the County Humane Society came before the Council in regards to a place for shelter for the stray animals in this patt of the county. Mrs. Case offered the land where a building could be built. After some talk a motion was made by Councilman McGinness and seconded by Councilman Waggoner to refer this situation to the Safety Com- mittee. Motion carried. Two bids were opened for the collection of Garbage,one from Richard Slye and the other from Edmonds garbage disposal. After some discussion amotion was made by Councilman Tucker and seconded by councilman Savage that this matter be re -referred to the garbage committee. Motion carried. A motion was made by councilman McGinness and seconded by councilaman Vollan that the next meeting hight be held for a public hearing on whether the city should. enter into the garbage collection or not. Motion carried. Amotion was made by councilman Maxwell and seconded by councilman Vollan that the School District be given permission to laod and unload their buses at the Grade School on Dayton Street, by heading the buses west. Motion carried. There being no further business the meeting adjourned. City Clerk Mayor April 19. 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed all Councilmen presnet. The Treasurers report was read. Mr. McCrossen and Winters, from the State Highway Department were at the Council meeting. They explained the change in the construction and maintenance of the state highway, from curb to curb is the responsibility of the State., also snow plowing, route markers, directional signs and striping. And the City is responsible for the street lightning, cleaning, signs, sewers and the removal of snow. Mr. Winters stated the necessary repairs would be made in the immediate future but no money was available for construction at the present time. Councilman McGinness is to get in touch with the State Highway Department about the new program. 1 1 1 1 1 1 I]] 1 IEd Scott 1 The meeting was turned over garbage committee for, the hearing on garbage collection within the City. A number of people came to the meeting . After considerable discussion Councilman Tucker suggested that a vote be taken of the audience if the City should enter into the collection of the garbage. The vote showed they were not in favor of this. A motion was made by Councilman Tucker and seconded by Councilman McGinness that no change be made'in the collection of Garbage at the present time, but all residents should be required to use sanitary cans and to have garbage removed regularly. Motion carried. The Clerk was instructed to notify the Police Judge that the Council would like to have the Council room Monday and Tuesday nights after 7:30 P. M. for Council and Committee meetings. A motion was made by councilman Maxwell, Chairman of the safety committee that the Street Supt. purchase signs if necessary and install for the School Bus loading Zone on Dayton street. Motion carried. May 3 was set for a public hearing on the Zoning and Building Code. Because of R. E. Vose not being able to connect his house to the sewer at tenth and Maple street, as the sewer is not deep enough, a motion was made by councilman Engels and seconded by councilman 11.1aggoner that the labor and material be supplied by the City$ f,`,,jh As (_iisr'four�d necessary, for this connectinn to be made. A.motion was made by Councilman McGinness and seconded by councilman Tucker that the bills which were approved by the Auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A letter was read from Mr. Woodman in which he states that he is planning to build several homes just north of the City park, and as there.is no way to get into this property except by the park road, he asks permission to use this road. It was suggested by the Council that the City give 30 feet and Mr. Woodman give 20 feet to make a 50 foot street, This was referred to the Street Committee. This being the night for the hearing on the Building and Zoning Code a number to people were at the Council. Councilmen Waggoner and Vollan explained to the Council and.Audience the different parts of the code. They outlined the divison of the city into three zones, Commercial, industrial and residential. The Fire zone is included in the.commercial and industrial zones, new residences can be built in this zone by making the outside walls of fire-resistant materials. In the residential zone no buildings for business or man- ufacture will be allowed. A permit to build in the city will be required which will cost (fi%�J ,$l for every $1000 spent on the building,)also the sewer permit will be required. A Bond or some insurance will be required to P3r©tect the city in case of any damage. Council- man Waggoner suggested a planning commission be set up, consisting of one councilman, a representative of the fire department and three other residents. A motion was made by councilman Savage and seconded by councilman McGinness as being in favor of the Zoning limits. Moti on carried. Councilman Tucker brought up the -question whether or not this restriction of building would discourage the small home builder. A motion was made by councilman McGinness and seconded by councilman Maxwell to postpone this hearing and go on wiht the other business. 1`c-1 l on cn.„r•ied. ' A motion was made by Councilman Vollan and seconded by councilman Waggoner to make the builder on the same -bases and the contractor. Motion carried. Mr. Gerdon asked to have a sewer along the North City limits., He was asked to bring in a petition for same with the signatures of the property owners to form an L. I. D. District. Ed Scott asked for permission for the American Legion to use the Park and streets for a Fourth of July Celebration, this was granted by a motion made by councilman Maxwell and seconded by councilman McGinness.
