1949-10-18 City Council MinutesOctober 3, 1949 The Council met for the special meeting Vrith Mayor McGibbon presiding. The roll call showed the following councilmen present Vollan, Tucker, McGinness, LEngels, Maxwell and Savage. A motion was made by councilman Tucker and seconded by Councilman Maxwell that the Chief of Police and Superintendents Salaries be budgeted for $$33oo and the Asst. Supt. and Police be $3000 per year. Motion carried. A motion was made by Councilman Tucker and seconded by Councilman Vollen that the labor on the street department be cut to $500 Motion carried. A motion was made by Councilman Savage and seconded by Councilman Maxwell that Hydrant Rental be cut to $b2400.00, Motion carried. A motion was made by councilrftan McGinness and seconded by councilman Savage that the Reserve for Depreciation for the Fire Department be cut $600.. Motion carried. A number of other items were cut to meet the 15 mills levy which is allowed by law. After the completion 2d budget a Motion was made by Councilman Tucker and seconded by Councilman Maxwell tha n rdinance No. 585 be adopted. Motion carried. There being no further business the meeting adjourned. - City Clerk Mayor October 4, 1949 The Counci4 met for the regular session with Mayor McGibbon presiding. The roll call showed the following Councilmen present Vollen, Waggoner, Tucker, Engels, Maxwell and Savage. The Water Collectors report was read. A motion was made by Councilman Savage and seconded by Councilman Maxwell that the bills which were approved by the Auditing Committee be allowed and warrants be drawn on the proper funds. Motion carried. A letter wqs read from the State Health Department giving their approval for the proposed well at the City Park. Attorney Holte reported that approximately $$20,000 would have to be bonded for the well. Councilman Tucker suggested the financing of the well and addition to the water mains and hydrants, by bonds. A.motion was made:by councilman Waggoner and seconded by councilman Vollen that we call for bids for the sale of water bonds. Motion carried. A motion was made by councilman Tucker and seconded by councilman Waggoner that Attorney Holte prepare a call for bids as suggested by.the finance committee. Motion carried. The roll call showed the following Councilmen present Vollen, Waggoner, Tucker, McGinness, Maxwell and Savage. TheTReasurers report'was read. A letter was read from the Sitate Highway Department in which it states, %Xj prohibiting the suspension of -signs, banners or decorations above the portion of such street between the curbs or portion used for highway purposes up to a vertical height of twenty feet above the surface of the roadway. A motion was made by councilman Tucker and seconded by councilman Savage that the Attorney check on recur ngiah-65! bir<entfrom the Great Northern Railway Co., for the property between Daytpn And Main streets on the west side of the railroad tracks. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Attorney draw up an amendment for sewer connections. Motion carried. Mr. Morse came bef ore the Council and stated that he was building several houses on Second Avenue North and asked for permission to connect this lateral to the trunk sewer. Mayor McGibbon recommended wavering the $100 fee for connecting to the trunk sewer. A motion was made by Councilman McGinness and seconded by councilman Vollen that Mr. Morse give the City an easement for the sewer and dedicate it to the city when he is ready to turn it over to the city..,and:.lhe $100ibb.wavered. Motion carried. Engineer Meyring stated that the sewer had been completed,.,, also that the curb and gutter on Fourth Avenue South had been finished and that the Street wasbeing preppred for the black -top work. Mr. Thompson from Fordyce & Co., came before the Council with a proposal for the buying of the water Bonds. A motion was made by councilman Waggoner and seconded by councilman McGinness that his bid be accepted. A roll call vote showed Vollen no, Waggoner yes, Tucker no, McGinness yes, Maxwell no, and Savage yes. There being a tie vote Mayor McGibbon having a vote, voted no. A motion was made by.Councilman Savage and seconded by -councilman Maxwell that we published a call for bids. Motion carried. A motion was made by Councilman Maxwell and seconded by councilman McGinness that the signs in the bus loading area be replaced. Motion carried. Councilman Maxwell stated he would like to hear from people who are interested in having street lights installed in his district. A motion was made by councilman Tucker and seconded by councilman Maxwell that we call for bids for 5000 feet of four inch cast iron pipe and 5000 feet of six inch cast iron pipe and 40 hydrants with fittings. Motion carried. A motion was made by Councilman Tucker and seconded by councilman Savage that the 3/4 inch lines that are in one ditch in South Edmonds be replaced by a 2 or 4 inch line which is more feasible.. Motion carried.. Councilman Waggoner asked the question of "How long is our Fire Truck going to be taken outside the_City. After some discussion a motion was made by Councilman 1°laggoner and seconded by Councilman.Tucker that our fire apparatus be kept within our City limits except when the fire chief gets a call from another fire chief of another district, effective as of October 18. Councilman Tucker made an amendment to the motion that we give protection to a district that is in process of obtaining a fire district. Council- man Savage seconded this motion. A vote on the amendment showed Vollen yes, Waggoner no, Tucker yes, McGinness no, Maxwell no, and Savage yes. Therebeing three yes and three no Mayor Mcgibbon had a vote which was yes. A vote on the motion as amended showed Vollen yes, Waggoner no, Tucker yes, McGinness.yes, Maxwell no and Savage yes. A motion was made by councilman McGinness and seconded by councilman Savage that Policeman H_aakon.IA[all be a representative of the Council for the inspector to determine the damage done to the Meyring house by fire. Motion carried.y ,Three bids were recieved for the purchase of Water Bonds, one from Foster & Marshall for a $60,000'issue, they will pay $100 for each $100 par value, plus a total premium of $180 with 23/4% interest rate.. The bid from First 1Flashington Corporation with��the interest rate of 2 3/4'% and a premium of $151. The third bid from the First'National Bank of Everett with an interest rate of 22 and 214%. A motion was made'by oouncilman McGinness and sedonded by councilman Tucker that the b id from the First Natipnal Bank of Everett be accepted for the amount we decide upon. Motion carried. A motion was made by Councilman McGinnessdandcsedorided by:councilman Maxwell that Ord. No. 596, which provides for payment of $100 to connect to a iMeral sewer if said property is not within'a Local Improvement district em890ecarried. After an extensive report from Councilman Tucker in w hich he stated a meeting with Washington Surveying and Rating Bureau showed that lower insurance rates could come from fire equipment improvements rather than added hydrants. The committee recommended installing 15 hydrants instead of 40. He also stated the purchase of about 9000 feet of six inch pipe and 3500 feet of 8 inch to replace smaller lines. A motion was made by councilman McGinness and seconded by Councilman Savage that the Water Committed conduct their survey.on one large project and confer with the safety committed -in regards to the safety conveniences.
