1950-08-15 City Council MinutesAugust 1, 1950 The Council met for the regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Vollan, Tucker, Tuson, McGinness, Maxwell, and Engels.and The water collectors report was read. A motion was made by councilman Tucker and seconded by councilman Tuson that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman McGinness and seconded b y councilman Maxwell that the settle- ment,of the Davisson property be referred to the water committee. Motion carried. The water committee recommended the purchase of the 40 acres of property be paid for outside .of the Bond issue, by paying $2500 down, the balance to be paid at 4% interest. A roll call vote showed Vollan yes, Tucker no, Tuson yes, McGinness yes, Maxwell yes and Engels yes. A motion was made by councilman Tucker and seconded by councilman Maxwell that we purchase 'the 40 acre tract and we pay $2500 down, out of capital outlay and the balance be paid $1000 per year with interest at 4%. a roll call vote showed all councilman in favor of this.. Councilman Maxwell, chairman of the safety committee reported the Fire Code was ready for its adoption. A motion was made by councilman Maxwelll and seconded by councilman Vollan that the,Fire Code for the City of Edmonds be adopted and published. A roll call -vote showed Vollan yes, Tucker yes, Tuson yes, McGinness yes, Maxwell yes and Engels no. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Attorney draw up an emergency Ordinance for $400 for the police department and 200 for building inspections. Motion carried. A motion was made by councilman Maxwell that the Clerk write the P. U. D. for a completion report on the installation of the street light order also a replacement of the damaged lit-th fixtures that are now in use. A second to this motion was made by councilman Tucker. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Attorney notify Mr. Hubbard that he must get permission fmcm the Council before tearing upia sidewalk and replacing of sidewalks must be under the supervision of the Street Supt. Motion carried. A motion was made by. councilman McGinness and seconded by councilman Maxwell that we accept -the bid from Carey and Kramer for $640 for a sewer survey of the City. Motion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell that we accept the engineers grade on Pine Street. Motion carried. A motion was made by councilman Maxwell and secondedby councilman McGinness that the Mayor be authorized to purchase the aggregate for Howell way. Motion carried. Max Meyring gave an estimated cost of $400 for a grade establishment of the streets from Main street south and from Fifth avenue East, including the newly annexation district. A motion wam made by councilman McGinness and seconded by councilman Maxwell that the Street Supt. be authorized to obtain an easement from the property.owners in order to in order to extend the culvert on third avenue. A motion was made by councilman McGinness and seconded by councilman Maxwell that the Clerk write Mr. Hall stating the the City will be glad to accept a deed for 30 feet of his property and the City will attempt to obtain an additional 30 feet from the adjoining property owners. Motion carried. A motion was made by councilman McGinness and seconded b y councilman Maxwell That Robert Dority obtain a deed fr6m E. J. Strance to the City for a portion of their property 6n Third Avenue then the City will vacate a like portion to Mr. Dority on the east side of the street. Motion car ried. The roll call showed the followin councilmen present Tucker, Vollan, Tuson, McGinness, Maxwell and Peterson.9t The Treasurers report was read. A letter was read from Mrs. Madge Pence, in which she asks for permission to install 'curb and gutter along her property on Sixth avenue, and she also requests that the City install a catch -basin at sixth and bell streets. A motion was made by councilman Maxwell and seconded by councilman McGinness that this permission be pyanted and the City be authorized to install a catch basin, under the Super- vision of the street Supt. Motion carried. A motion was made by councilman McGinness and seconded by councilman Tuson .that the Engineer establish the grade on Bell Street frmm Fifth to Seventh Avenue and from Bell to Main on Sixth. Motion carried. 1 11 A motion was made by councilman Vollan and seconded by councilman Maxwell that the proposed Emergency Ordinances #604 and 605 be published and a hearing be set for the next meeting. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the Mayor be instructed to take appropriate action to bring the census up to date includ- ing the new annexated property. Motion carried. A motion was made by councilman Vollan and seconded by councilman Tucker that there be no charge for permits under the Fire Code. Motion carried It was reported that the establishing of grades South of Main street would cost $1000. A letter was read from R. E. Davison in which he requests a settlement on his property which has been used for taking of water from, and the option has expired. A motion was made by Councilman Tucker and seconded by Councilman Peterson that the water Department pay Mr. Davison.$1000 for the use of his property to obtain water. A roll call vote showed all councilmen in favor of this except councilman Maxwell who voted no. A motion was made byeouncilman Tucker and seconded by councilman Maxwell that the Water Superintendent be instructed to.explore the 40 acre tract, and make certain tests by pumping. Motion carried. A motion was made by councilman Tucker and seconded by councilman Engels that the Clerk call for bids for 2500 feet of 4.inch Cast Iron Pipe class 150 cement lined, bids to be opened September 5. Motion carried. A motion was made by councilman Tucker and seconded by councilman Engels that the Ch rk notify the Quality Shingle Mill that by Sept 1 they must purchase and install a 6 inch meter or install additional water lines from your present two in line, and the present stand pipe will be sealed on Sept. 1. A roll call vote showed Tucker yes, Vollan yes, Tuson yes, McGinness no,.Maxwell no, Engels yes and Peterson yes. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that an Emergency Ordinance be drawn for $100 for printing for the remainder of the year. Motion carried. A petition for a sewer in block 101 was presented to the Council. Because of sufficient signers and enough money was put up for the project a motion was made by councilman Maxwell and seconded by councilman Tucker that the.Attorney draw up an ordinance setting up the L. I. D. # 64 and call for bids for the sewer. Motion carried. Three bids were received for the four.inch cast iron pipe, one from John Mansville for transite pressure pipe for ..934 per f6ot,, one from Hugh G. Purcell Co., for.953 cents per foot with delivery in 120 days, one from American Cast Iron Pipe Co., for .953 cents per foot, with delivery in 150 days. A motion was made by councilman Tucker and seconded by councilman Maxwell that we accept the bid from Hugh G.. Purcell Co., for 2500 feet of Cast Iron Pipe, 4 inch, delivery in 120 days, at a price of .953 cents per foot. Motion carried. A motion was made by Councilman Tucker and seconded by councilman Maxwell that we order an additional 500 feet of four inch cast iron pipe at a price of .953 per foot. Motion carried. Attorney I1olte read to the council data vhich he received on Employees Pension Fund and Social Security. A motion was made by councilman McGinness and seconded bf councilman Maxwell that phis item be put in the preliminary budget and be referred to a committee for condideration. Motion carried. Mayor McGibbon appointed Councilman Vollan as chairman, Treasurer Womer and Attorney Holte. A motion was made by'councilman Maxwell and seconded by councilman Tuson that Emergency ( p Ordinance # 604 for a radio and installation for the Police Dept. be passed.
