1950-10-03 City Council Minutesr October 2, 1950 The Council met for the special meets� br the final budget. The roll call showed Councilman Vollan, Tucker, Tuson, EngeTs�'9iaxwell and Peterson present, with Mayor McGibbon presiding. P� A motion was made by Councilman Tucker.and secondedby councilman Maxwell that the amount which was put in preliminary budget for Pension Fund be stricken from the Budget. Ant�mendementdto the motion was made'b y-councilman Vollan and seconded by counenadlrrqan Peterson that we leave $200 in the budget for Social Security. A vote on t fiwozion showed it did not carry. A vote on the motion showed it carried. A motion was made by chuncilman Tucker and seconded by councilman Maxwell that the salaries for the water, street and Police employees be increased $120 per year - and the Water and Street Superintendent salary be $3720 per year. Motion carried.' A motion was made by councilman McGinness and seconded by councilman Tucker that all reserves for depreciation be cut 50%. Motion carried. A motion was made by councilman Engels and seconded by councilman Tucker that the item for Civil Defence be cut to $250. Motion carried. A motion was made by councilman McGinness and seconded by councilman that the Budget for 1951 be adopted and published. Motion car ried. October 3, 1950 The Council met for the regular session with Mayor McGibbon presiding. The, roll call showed the following councilmen present Vollan, Tucker, Tuson, Engels Maxwell and Peterson. I The water collectors report was read to the Council. A motion was made by Councilman Maxwelland seconded by Councilman Tuson that the bills which were approved by the auditing Committee be allowed and warrants be drawn on the proper funds. Motion carried. Several men came before the council who asked thehCouneil to call for a hearing on rent de -control. A mention was made by councilman Maxwell and seconded by councilman Tuson that a hearing be set for October 17. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell th$t the graveling of Sprague street from 9th to Olympic Avenue be referred to the street committee. Motion carried. hi I A'motion was made by councilman Maxwell and seconded by councilman Peterson that Emergency Ordinance No 607, for $100 for printing be adopted. A roll call vote showed a unaminous vote of the council. A motion was made by councilman Tucker and seconded by councilman Marvell that the water Department pay the balance.of $2.0,000 plus interest for two months,to the Yost Estate Inc., for the4 property which we have a contract with the Yost Estate .roll call vote showed Vollan yes, Tucker yes, Tuson yes, Engels no, Maxwell yes, and Peterson Yes. A motion was made by councilman Vollan and seconded by councilman Maxwell that the rate for the building permit be changed from $1 to $2 per 1000. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that Mr. Jannsen1s proposal as outlined -by the Attorney be referred to the water committee. Motion carried. Go 7 A motion was made by councilman Vollan and seconded by councilman Engels that Section 21 of the Building code be amended for a double garage covering 450 square feet or under to be built out to the alley line. Motion carried. A motion was made bycouncilman Vollan and seconded b y councilman Maxwell to exclude Class #3 liquids from the Fire Code in Section 312. Motion carried. There being no further business he meeting adjourn City Clerk Mayor October 17, 1950 The Council met for its regular session with Mayor McGibbon presiding. The rollcall showed all councilmen present. The Treasurers report was read. A letter a5Affrom the Great Northern railroad asking for permission to install another spur across Dayton street. This was referred to the Attorney. This was the date set for a hearing on r'6nt de ;control. A n unbef of persons stated their facts about rental problems. There bed@g no protests for De -control a motion was made by councilman Tucker and seconded by councilman Marnell that the Council request for rent de -control and a Resolution be adapted.
