1951-07-17 City Council MinutesMayor McGibbon made.the appointment of Homer Fechteriatrolman. A motion was made,:by councilman Maxwell and seconded by councilman `%olconfirm the appointment. Motion carried. Mayor McGibbon also appointed Councilman Holmquist as the third member to serve on ,the auditing committee. Councilman Holmquist was named to serve on the Water committee and councilman Miller on the street committee. A motion was made by councilman Tucker and seconded by councilman Maxwell that.the streetdepartment purchase a striper, the cost not to exceed-$150�•,Motion carried. The Clerk was asked to write Dewey Leyda a letter in regards to putting in the curb at Fifth and Main streets. , A motion was made by councilman Tuson and seconded by councilman Maxwell that the Attorney draw up an -;ordinance regulating the usb•of.Sbund-trucka.within the City between the hours.of B A. M. and 6 P. M. with a license fee of $25 per,ddy, with the provision that the Mayor waiver the fee in case of civic or charitable sponsor- ship of a sound truck. Motion carried. - A motion was made by councilman Maxwell and seconded by councilman Tuson the people living along Holly Drive be informed that the Council is in favor oPolack- topping their street, but we cannot accept it as a city street as the width is in - ad -equate. Motion carried. Councilman Tucker reported that Shell Creek water was in operation, and seemed to be quite satisfactory. He also reported that we are not,in a position to replace.the Cooper line on third aver_ue.south this year. He stated, the line on Eighth avenue from Bell to Edmonds, and the replacing of the south Edmonds,.line,,also a six inch line on Olympic avenue from Sprague to Edmonds street should be put in if money and labor is availab4 A motion was made by councilman Tucker and seconded by councilman Engels that the three project be allowed providing money and labor is available. City Clerk Mayor July 2, 1951 , The Council met for the adjourned meeting of June 19, with Mayor McGibbon presiding. The roll call showed the following councilmen present Tucker, Tuson, Maxwell and Miller. The water collector's report was read. Councilman Maxwell was asked to serveon the Auditing committee because of the absence of the other -two members. A motion was made by councilman Tucker and seconded by councilman Maxwell that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Legion be given permission to hold a dance On Fifth Street between Bell and Main Streets, the evening of July 3rd. Motion carried. The question of salary raise came up before the council for discussion. The roll' call sowed the following c cilmen present Holmquist, Tuson, Vollan, Engels, Maxwell and Miller.Y The Treasurers report was read to the Council A motion was made by councilman Vollan and seconded by 'councilman Maxwell that the amendment to the city code, in regards to the use of sound trucks on the city streets be published and the hearing on same be set for the next meeting. Motion carried. A motion'tTas made by councilman Maxwell and seconded by councilman Holmquist that Em. Ordinance NO 612 be published and a hearing be set for the next meeting. Motion carried. - - The Clerk was asked to write a letter to Max Meyring, chairman of the park board in regards to the unsanitary condition at the City Park. U 1 L 1 The Safety committee recommended the following items: l,a stop street on Maple at Ninth going east and west, this ',vas madd a motion by councilman Maxwell. The motion did not receive a second. 2. that the south side of the triangle on 5b1l between Fifth and Sixth be made a one way street East only,,this was made a motion by councilman I1Maxwell_and a second by Councilman Vollan. Motion carried. 3, that the Chief of Police be given permission to take his vacation beginning August 1 to 14 inclusive. Also that a letter be written to the State Highway Department in regards to the installing of Directional signs'at Fifth and Th-ird on Main Streets, this was a motion made by councilman Maxwell and a second by councilman Vollan, Motion carried. A motion was made by councilman Maxwell that a stop sign be placed uheteeseventh avenue intersects Dayton Street. No second tto the motion. It was also recommended that a letter be written to the Washington Rating & Surveying bureau asking what is required for our Fire Department to obtain the lowest possible Insurance. Councilman Vollan referred bsck to item 1 by making a motion theat Ninth Avenue be established an Arterial with stop signs on the streets approching ninth. Councilman Holmquist made a second to the motion. Motion did not carry. The streetdepartment recommended and a motion was made by councilman Tuson and seconded by councilman Maxwell that the center strip of Main street from 6 to 9th be blacktopped and the water department replace the eight inch water rain from sixth to eighth, with the streetdepartment doing the excavating and backfill, the estimate cost of blacktop of $3000, subject to the cost estimate of the council. Motion carried. A motion was made by councilman Tuson and seconded by councilman Maxwell that the City pay for the blacktopping on Ninth avenue from Main to dayton street -err int , if the property owners will put in the curb and gutter.. Motion carried. A motion was made by councilman Engels and seconded by councilman Maxwell that the water Supt. make the necessary repairs to the North Edmonds line. Motion carried. It was recommmended that the grade be established on Edmonds street between ninth and eleventh avenue. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that Emergency Ordinance # 612 be passed and published. Motion carried by a unaminous vote of the council. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Council accept the deed from R. C. Willis for five filet of his property on both side If the alley in block 42, lots 11 to 20 inclusive and lots 21 to 30 inclusive, making a 25 foot alley. Motion carried. A motion was made by councilman Vollan and seconded by councilman Maxwell that we extend an invitation to the District Engineer to meet with our street and Safett committee to discuss the several problems of safety. A motion was made by councilman Tucker and seconded by councilman Maxwell that a hearing be set for two weeks from tonight for the re -zoning of the Northeast corner of Second and Edmonds street, requested by Mr. Talen. Motion carried. It was suggested that the caretaker at the city park be commissioned for policing the park. The street Supt. recommended the mowing of the parking strip in the city also he asked for the hire of a tar kettle. This was made a motion by councilman Tucker with a second by councilman Maxwell. motion carried. A motion was made by councilman Max -Weiland seconded by councilman. Tucker that from two to four mattresses be purchased for the City Jail. Motion carried. It was reported that the P. U. D. are installing the additional street lights ordered som6ti:me ago.
