1951-09-04 City Council MinutesA motion was madeby councilman Tucker and seconded by councilman Maxwell that the City Supt. be paid $20 for extra time from the street fund also the �ass't be paid $20, and the Asst.. on the water dept. be paid $20 for extra pay on the water department, subject to the opinion of the Ittorney. Motion carried. A motion was made by councilman Holmquist and seconded by councilman Miller that the property authorities be contacted in regards to house delivery of mail. Motion carried. Therebeing Znourther business e meeting djour August 21, 1951 :The Council met.forJits regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Holmquist, Tucker,' Tuson, Engels, Vollan and Iulaxwell. ThboTreasurers reporttwas read to the Council. The Clerk reported a water collection of $6593.60 with an .out standing of bills to the 9-irnount of $1650. A letter was read from Postmaster Otto Sorensen in regards to house delivery of mail. Councilman Tuson was asked to contact the Post master to f ind out what else is reguired for house delivery. As this was the night set for the hearing on re -zoning of the property at the NorthEast corner of second and Edmonds street with no protests, a motion was made by councilman Tucker and seconded by councilman Maxwell that the re -zoning be allowed. Councilman Vollan made an amendment to the motion with a second from Tucker that this property be included in the fire zone. A vote on the motion as amended carried, also a vote on —the motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the question of a shingled roof in the commercial zone be referr.edto the committee. The motion and second was withdrawn., Attorney Holte reported that bicycles must have a head and tail light at night, also they must stay off the sidewalks. A motion was made by councilman Maxwell and seconded by councilman Tucker that a letter be written to the Post Master requesting a survey of the City from the Post Office Department. Iviotion carried. A motion was made by councilman Tucker and secondedby councilman Maxwell that the five water customers on Tenth avenue South be notified by the Attorney that water service will be discontinueel as of December 1. Motion carried. Councilman Tuson reported the grader needed repairing and was athorized to get estimates on the cost. Councilman Maxwell statedcosts,for-repair$n&o facility the city jail will be obtained. There being no fut1h,er busi ss the meeting adjo ned. - City clerk Mayor September 4, 1951 The Council met for its regular session with Mayor hrtcGibbon presiding. The roll call showed the following councilmen present Holmquist, Tucker, Tuson, Engels, Vollan, and Maxwell. The Water Collectors report was read to the Council. A motion was made by councilman Maxwell and seconded by councilman Engels that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that two hydrants be installed one on Six and Half street and one on Admiral Way. Motion ca.rr&ed. A motion was made by councilman Vollan and seconded by councilman Tucker that the property 120feet nobth of Main Street on Sunset Avenue be taken out of the fire and commercial zone. A vote on the motion did not carry. I. i 1 1 1 Mr. George Kolzer talked to the Council about the Civilian Defense Organization. •A motion was made by councilman Maxwell and seconded by councilman Tu.ckerthat the Mayor be authorized to sign the Mutual aid Pack with Snohomish County Civil Defense Org- anization. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Tucker that the ' Mayor beauthorized to sign the agreement for Civil Defense and an Emergency Ordinance be drawn up for 150 for this year. Motion carried. The Council proceeded to make up the Preliminary Budget for 1952. There b eing o.. further bus inegiT the meeting adjourned. City Clerk` Mayor September 18, 1951 The Council met f6r its regular session with Mayor McGibbon presiding. The roll call shwoea the following councilmen present Holmquist, Tucker, Tuson, Vollan, Engels, Maxwell and Miller. The Treasurers report was read to the Council. Councilman Vollan reported that Mr. Jacobsen would like to have*a street light at the foot of Bell street where cars park. This was turned over to the light committee. A .letter was read for the P. U.D. in regards to the installing of the Street lights. A letter was read from R. 114'. Kennedy in which.he asks for permission to operate a pop -corm machine across from the,High School. 'A motion was made by councilman Maxwell and seconded by councilman Tucker that the Attorney answer this letter, stating that the council 'is not in favor of this as it is not in the commercial zone. Motion carried. There being no further business the meeting adjourned, so.the committees can work on cutting the b dget. City Clerk Mayor October 1, 1951. Ordinance No. 615 to provide funds_ for Social Security for the City Employees was read to the Council The Water Collectors report was read. Motion carried. A motion was made by councilman Tucker and secondedby councilman Miller that the water department purchase the Chlorinator for tif500 less the rental paid of200. Motion carried. Councilman Tucker reported it would cost form $5000 to 6000 to use the concrete tank on Main street,or if is built on to, it would cost $18,000. lie also reported a new steel.tank would cost.$31,000. Councilman Maxwell reported that the State Highway department had installed a new traffic light at Fifth and Main street, and they took our light which was purchased by the City. A motion was made by councilman Maxwell and seconded by councilman Holmquist that a letter be written to the Highway department requesting that the light be returned and be installed at Third and Main Street. Motioncarried.
