19520401 City Council MinutesMr. Marshall came before the council and stated that he had completed his sewer but was unable to collect the money from from the property owners for their shale as was promised him. A motion was made by councilman Maxwell and seconded by council— man Tucker that his be referred to: the Attorney and Street Committee, and a report be, made to the Council at its next meeting. Motion carried. Mr. Cooper and Steed again came before the council in regards to a larger water main on Third avenue south. A motion was made by councilman Miller and seconded by councilman Miller for the City to purchase Iota 3, 4, 5s and 6 in block 14. Motion carried, k motion was made by councilman Tucker and seconded by councilman Holmquist to purchase an outside flag for the flagpole. Motion carried.. A bid was received from Hopper Chevrolet Co., for a police car in the amounts of $1847.46, 1930.30 and 2,091.49, amounts include 134.00 Federal Excise tax, also a letter was read from Edmonds Motor Co. A motion was made.by councilman Maxwell and seconded by councilman Vollan to accept the bid from Hopper Chevrolet Co., for a DeLux four door sedan for $1,930.30 less federal exciee. tax of 126.00.1 plus 3� tax.less $700 turn in for,the.old car. Motion carried. A motion was made by councilman Tucker and seconded by councilman Maxwell that the City deed the North 30 feet of the street west of the Railroad right of way to the Port District,(with the•stipulation that any revenues derived from consessions be paid to the City.) Motion' carried. A petition was read to the council for the rezoning of lots 3 and 4 in Block J, for commercial property. A motion was made by councilman Miller and seconded by councilman Vollan that April 1 be set for the date of hearing on rezoning this property. Motion carried. A letter was read from Dr. Kenny Health Officer for the City about the condition that he found at the Schuster Soap Factory, which he has ected two times. Mr. Schuster being present at this meeting stated he woul� have about 60 days as he is going to move his factory to North Seattle. The Council granted him this time. A petition was read for a sewer, on Dayton street from .7th, to ninth Street. Also A'C'. City Clerk Mayor pro tem April 1. 1952 The Council met for its regular session with the following councilmen present Holmquist, Tucker, IvIson, Engles, Vollan and Maxwell present. A motion was made by councilman Vollan and seconded by councilman Tuson that Councilman Maxwell act as Mayor por tem in the absence of the Mayor for -the balanod of the Mayorts term. Motion carried. A motion was made by councilman Tucker and seconded by councilman Vollan that the bills which were approved by the.auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman Tucker and seconded by Holmquist that Donis Cafe be refunded $6 from his license on the Juke box as he has gone out of business. Motion carried. A motion was made by councilman Holmquist and seconded by co uncilman Tuson that Donald Brown be allowed to use six ffet of the sidewalk and,to barrgcade the curb so he may unload his trucks while building on Fourth Avenue south of Main street. Motion carried. Six bids were received for the laying of water mains, one from Joe Colluccio for $1809.00, Thos. H. Kent, for $1580,Ralph R. McKay for $2458.48, Edward W. Hayes $1693.00.. John M. Bruch, $2,177.00, and Davis & Ryland Contractors, $1553.80. A motion was made by councilman Tucker and seconded by councilman Tuson to accept the bid from Davis & Ryland contractors also that he must post a preformance bond and the Attorney is to draw up the contract, work. is to be started with 15 days after the signing of the contract and to be completed within 45 days. Motion carried.. Attorney read the Ordinance by ,title for the setting up of L. I. D. # 66, for a sewer on Dayton street from Seventh to Ninth Avenue. This was the night set for the hearing on rezoning of lots 3 and 4 in Block J from a residential zone to a commercial"zone. Therebeing no objection to the rezoning a motion was made by councilman Tucker and seconded by councilman Vollan for lots 3 and 4 in Block J be changed from a redidential zone to a commercial zone, Motion carried. A motion was made by councilman Tuson and seconded by councilman Tucker that the street committee does not recommend the purchase of the Marshall sewer. Motion carried. A motion was made by councilman Tuson and secondedby councilman Holmquist that f! Mrs Murdock be notiXied that the Street committee is not in favor of graveling Ei&thavenue from Spruce to Pine street. Motion carried A motion was made by councilman Tucker and seconded day councilman Holmquist that the street committee be authorized the necessary money for engineering of the severer on Daley and -Sprague streets, with the understanding that the L. I. D. District.pay for this. Motion carried. A motion was made by councilman Tucker and seconded by councilman Engels that the Supt. be authorized to proceed with the laying of pipe, not to exceed 700 feet plus one hydrant, the city to furnish the pipe and hydrant, pipe to be -laid according to specification of the Supt., the actual cost of installation to be paid by Mr. Wickstrom. Four meters must be paid for in advance before .the pipe in installed. Motion carried. A motion was made by councilman Vollan and seconded by councilman Tuson that permission be denied Mr. Phillips to construct a garage on Daley street unless he conformes with the building code. Motion carried. A motion was made by councilman Vollan and seconded by councilman Tuson that paragraph 4 section 3 of section 9 1.06 of the building code be stricken from the code. Motion carried. It was also brought up before the council that it was the intend of the committee ,that the west side of sunset avenue constitute the boundary for the commercial wo. Industrial Zone. A motion was made by councilman Tucker and seconded by councilman Tuson the we call for bids for the sale of property in block 14-lots 3, 4.. 5 and 6. Bids to .be opened April 15. Motion carried. Mr. Womer brought up the idea for an overhead crossing to the ferry dock. A motion was made by councilman Maxwell and seconded by councilman Tucker for the Attorney to write a letter to the Port Commissioners and a meeting be arranged for all committees concerned. Motion carried. There being no further bus' ess the meeting o `� City Clerk Mayor April 15, 1952. The Council met for its regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Holmquist, Tucker, Tuson, Vollan and Maxwell. ` A letter Wds'--read from Don H. Phillips in which he asks to have lots 9, 10, 11 & 12 in Block J ald lots 21, 22, 23 & 24 in Block H, rezoned to the commercial.zone. A motion was made by councilman Maxwell and seconded by councilman Tuson that May 6 be the night set for the hearing on rezoning of this property. Motion carried. A bid was received from Alberic Brandt for the purchase of lots 3, 4, 5 and 6 in Block 14 for $475. A certified check for $475 wasoencl6sed with the bid. A letter was also read from property owners living along Sunset Avenue opposing the sale of this property. A motion was made by councilman Holmquist and seconded by council- man Vollan to accept the bid from Al Brandt. A vote showed three yes. Mayor McGibbon asked that the Attorney write the Attorney General for a written opinion on this. Doctor Jennings asked to have B Street South of Fir extended so that he may have access to track 8on the east and track 3 on the west. This was referred to the streeteommittee for consideration. °A motion was made by councilman Maxwell and seconded b y councilman Tucker for the Attorney to draw up and Ordinance setting the salaries -of the appointed employes for 1952. Motion carried. The Safety, committee reported that they were not ready to report on the five minute parking oR" Fourth avenue North as they were contemplating a one way traffic on this street. They also recommended that the Chief of Police deputize the caretakerat the -city park for policing at the park. A motion was made by councilman Tucker and seconded by councilman Tuson that the safety committee be given the power to regulate the ferry traffic and put into effect both temporAH-13 and permanently.
