19521202 City Council MinutesMayor Mcgibbon made an appointment of Councilman Vollan to serve on the water committee, a Motion was made by councilman Maxwell and seconded by councilman Tucker that the council confirm this appointment. Motion carried A motion was made by councilman Tucker and seconded by councilman McGinness to renew the Public Utility District #1 contracts for water and street lights for five years. Motion carried. A motion was made by councilman IAcGinness and secondedby councilman Tuson that l'lillaim E. King be authorized to continue construction of seventh avenue as requested, in accordance -with the grade established by the engineer, Also ##- #X// authorize the engineer to establish the grade on Seventh Avenue from Pin6 to 220th at a cost not to exceed $75. Motion carried. A motion was made by councilman McGinness and seconded by councilman Tucker that the Attorney be instructed to obtain a quit claim deed from U`m. King for the Southwest portion of tract six lying in the existing roadway as per survey made by Max Meyring November 15. Motion carried. A motion was made by councilman McGinness and seconded by councilman Tucker thgt the clerk write a letter to Mr. Stine advising him that authorization is given to hook -,up the Morrison and Stines"residences to the manhole at the east end of Homeland Drive Providing that the connection at.manhole be made with an 8 inch main and a rightof way be given to the City of Edmonds from the manhole to 61 street. A blot plan prepared by an engineer showing the location of easement and connection to the existing sewer is to be fur to be furnished the City. All work is to be done under the supervision of the Street Superintendent. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Vallon that a call for bids be prepared for a new fire truck, bids to be opened January 6. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Vollan that a notice be put in the paper asking for requests for street lights. Motion carried. A motion was made by Councilman Tucker and seconded by councilman Maxwell that the Supt. dispose of the old dodge that is now at the city garage. Motion carried. A motion was made by councilman 'Tucker and seconded by councilman McGinness that the water committee be instructed to make further study for the placement of the new water resourvoir. A motion was made by.councilman Tucker and seconded by councilman Maxwell to authorize the installion of a six in main on Olympic Avenue to Daley street and a four inch main• on daley street not to exceed two blocks with a hydrant at Daley and Olfkic avenue, the property owners to pay 60 cent per foot for the main on daley street. Motion carried. A motion was made by Councilman Tucker and seconded by councilman Holmquist that the water main on pine and C street be c ontuined as far as pine street w ith a hydrant on pine St. with the condition that the property owners pay 60 cents per foot for the main. The roll call showed the following councilme n present Tucker, Tuson, Vollan, Engels, Maxwell, Holmquist and McGinness. A motion was made by councilman Maxwell and seconded by councilman McGinness that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A letter was read from Mr. Kin in which he stated that he requested from the contractor for a driveway to be installed at 944 Walnut street. A motion was made by councilman McGi-ni&ssndnd seconded by councilman Maxwell that the Clerk virite a letter to Mr. King notifying him that no request had been received by the council, that he would either have to contact the contractor or put in the driveway himself under the supervision of the Supt. and according to our specifications. Motion carried. 1 1 A letter for a request for a street light was referred to the street committee. This was the night set for the hearing of the assessment roll on L. I. D. ##70. Because there were objections to the amounts assessed to the property owners a motion was made by councilman McGinness and seconded by councilman Tuson that this hearing be continued until December 16. Motion carried. 'Mr. Engelbretsen who owns property on Yost Admiral way came before the council and stated iffien we have a high tide, the water comes in on his property, He was advised to contact Mr.. Hopper, commissioner for the Port District, to see if something could be done to prevent the water from coming in on his property. Mayor McGibbon suggested that City Employees pay day be - on the fifth and twentieth of the month for time put in to the first and fifteenth, this was made a motion by Councilman Maxwell with a second from Councilman Engels. Motion carried. � The request of Councilman Holmquist in regards to the parking on Main street and the pedestrian lane between fifth and sixth, was referred to the safety committee. A motion was made by councilman Tucker. that -°the request from the Legion to erect the Xmas .tree be granted provided the lights are provided for other tha:h by power. Motion received no second. A report was made that the Merchants had purchased Decoration'for the streets.' .,Councilman Vollan reported an addition was being.made to the city code that it would be unlawful to:erect-an electric fence inside the city. There being no .further business the meeting adjour eeY. City Clerk Mayor December 16, 1952 r. The Council met for its regular session with Mayor McGibbon presiding. The Roll. call showed the following councilmen present Tucker,'Tuson, Vollan, Maxwell, Holmquist and McGinness. The water collectors and Treasurer reports were read to the council. The requests for three street lights were turned overt he street committee. Councilman McGinness reported that the committee decided to assume all the cost for the removal of the trees on He1we way, which made 'bhe assessment quite costly. A motion was made by-councilman-McGinness and seconded by councilman Maxwell that the City contribute $700•toward the cost of L. I. D. #70 instead of $350 and a re -hearing on' -the assessment roll be.set.f6r.January'20. 'Motion carried.- ° Mr. Jones from the State Pollution commission talked to the Council in regards to the setting up of a seter disposal plant for -the -city of Edmonds. Also a representative from Carey & Cramer was at•the meeting, he .stated the preliminary assessment'roll for the sewer on sprague street would be ready for a hearing. He stated the estimated cost for the sainta.ry sewer only to be $39,500, subject to adjustments. A motion was made by .Councilman McGinness and seconded by councilman Holmquist that the hearing on the preliminary assessment roll for L. I. D. ##67 be determined after the meeting with the Pollution Control Commission. Mction carried. The request of G. Mason Hall for•the use of a portion of the City park road so he may reach a.residence he is planning to build next spring was referred to the street committee.
