The roll call showed the following councilmen 'present Tuson, Talen, Kincaid, Maxwell, Bishop and McGinness. Ray Cloud took the chair for councilman of second ward, to fill the vacancy of second ward. The water collectors report was read to the Council. A motion was made by councilman MtGingeiddandcsedohded by,_.coiftcilman Bishop that the bills which were -'approved by the auditing committee be allowed and warrants be drawn on -the proper funds. Motion carried. A letter was read to the Council from Don H. Phillips, was referred to the street committee. Mayor McGibbon reported he has appointed a new Chief of Police, Mr. Gritmstad and two deputies Mr. Crain and Moran. A motion was made by councilman McGinness and seconded by councilman Talen that Mayor,.McGibbon be'authorized to sign the contract for the'intercepter sever, with Harold Kaeser'Co.; the low bidder, the basic bid being $11,946.12, and the alternate bid of $122039.57; subject to the Mayor being satisfied vrith the easement. Motion carried. A motion was,.made by councilman Maxwell and seconded by councilman Tuson that Taylor Construction Co., be authorized to put -in the storm sewer from Second'avenue to Sunset Avenue in accordance with the Engineer plans, not to exceed $1,176, to be paid for from water department funds. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Talen that the water department be authorized to install a four inch water line on Daley street from ninth to tenth avenue with.one hydrant and two wet -tie-ins. Motion carried. A motion was made by councilman McGinness and seconded by councilman Maxwell that Taylor. Construction Co., be awarded the laying of water pipe on DWee from ninth to tenth avenue including the hydrant and wet-66nnection :°OA ied. The water committee also recommended to'the council to authorize the Engineer to make up a storm sewer plan for the City. This was made a motion tktGoancilman Talen with..a second from Councilman Kincaid. The motion was amended for the Engineer to bring in a price at the next meeting. Motion carried. Also it was recommended to establish a policy of how to finance Storm Sewers as they come. ,up. Mayor McGibbon stated that the two policemen that arebeing laid off have earned their two.,weeks vacation as of April 15. Mayor McGibbon referred the improvement of Casper street brom Third avenue to Sunset Avenue, and both sides of Third avenue, to the streetoommittee. Also the street signs were-referredto the street committee. A motion was made by councilman Kincaid and seconded by councilman'Maxwell that Mayor McGibbon be authorized to have the building on second avenue moved, if the Engineer _figures are.adequate. Motion carried. . A motion was made by councilman McGinness and seconded by councilman Tuson that the preliminary plat of View Manor be accepted. Motion carried. A motion was made by councilman McGinness and seconded by councilman-Tuson that Attorney Holte notify Mr.' King to replace the dirt and bring the street up to grade at tenth & Daley streets. potion carried. A motion was made by councilman 1,Ac §inness and seconded by councilman Kincaid that Engineer Redi establish the grade on Daley street from Ninth avenue to Eleventh avenue and on tenth avenue from Sprague street north to the end of the -right of way. Motion carried. A motion was made by Councilman McGinness,and seconded by councilman Talen that the Telephone Company be instructed to move the pole at Fifth and Main street to a point designated by the Engineer. The roll call showed the following councilmen present Talen, Kincaid, Maxwell, Bishop, McGinness and Cloud. The Treasurers report was regd to the Council. Three requests were received for i stalling of side sewers within the City of Edmonds, F. M. Taylor, Richard Carvell and JJseph F. Pettviel. A motion was made by councilman 'Maxwelladnd seconded by councilman Bishop that the three licenses be granted. Motion carried. Mayor McGibbon was authorized to sign the contract with F. M. Taylor, contractor for installing the storm sewer from Sunset Avenue to Second avenue..'//G / Attorney reported that the Van Sullivan action was filled Friday and the Jury trail would be sometime in M;Ly. Also that the Garretson easement was signed and recorded, and Mr. Jensen is not in favor of a street easement, but he is willing to giye a deed Sor 24 feet of his property for 6450, this was referred t o the water, pommittee. , Councilman Cloud reported, that ?sir. McBurney, who lives on Homeland Drive would like to.have the.hydrant that is in the middle of his lawn, moved. his was referredto the safety committee. A motion was made by Councilman McGinness,and seconded by councilman Maxwell that Attorney Holte make the necessary changes'to the building code, in regards tostaying away five feet from the adjoining property line. Motion carried., Aftersome discussion in regards to stroage tanks being put under the sidewalk, a motion was made by councilman Kincaid and seconde b councilman McGinness that conformation be given for the two storage tanks,tA the fill stems must be enclosed in a,meter bo$..'flush with the sidewalk with the vent pipe,thru the wall to the roof of the building, also the property owner is to furnish a bond to the city. Motion carried. Mayor McGibbon made motion)to instruct the Attorney to draw up a concise ordinance stating that before the'removal of anything on or above the right-of-way, must be brought before the Council. A motion was made by councilman Kincaid and seconded by councilman Cloud that the Chief'of Police and Chairman of the Safety Committee contact the contractor -in regards to the lighting and walk at fifth and Main sheet. Motion carried. Upon recommendation from the water committee,a motion was made by councilman Maxwell ) and seconded by councilman Talen to p' F fahse the 24foot strip of property on Pine street east on ninth avenue from Mr Y Jensen for $450, Mdtl.onecatried: A motion was made by councilman Maxwell and seconded by councilman Talen that Mayor McGibbon sign a contract to install six inch pipe on Eleventhrauenue from Alder to Walnut street. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Cloud to authorize Engineer Reid to investigate prices on the Yloodway Park Water supply, Motion carried. A motion was made by councilman Maxwell and seconded by councilman Talen to call forbids on six inch cast iron pipe. .Engineer Reid to,make up specification with the opening of bids May 17. Motion carried. A motion was made, by oouncilman McGinness and secondedby councilman Maxwell that the street grade -on eighth avenue from Dayton streetto maple be established by the Engineer. A motion was made by councilman McGinnessand seconded -by councilman Kincaid in regards -to the sidewalk between third and fourth avenue on Edmonds street, Don Phillips property, as there was no streetgrade established until the permaneiht street went thru, the City assumes no responsibility for the descrepency between the sidewalk and street.
