19561218 City Council MinutesDecember 4, 1956 The Council met for its regular session with Mayor Maxwell presiding. The roll call showed the following councilmen present Tuson, Talen, Cloud, Bishop, Steed and Sommerseth. This being the night set for a hearing on annexating of a portion of Govt, Lot 4, Sec 13, Twp 27 N, T. 3 EWM, described as follows: Beginning at'a point 588 ft W and 81.4 ft N of the S quarter corner of section 13; th N 258.5 ft; th N 71048, W along the N Margin of the John Kannair Tract and said line produced to the Inner -Harbor line, thence SW'ly along said Inner Harbor line'to a point of intersection with a line bearing N710441"W"firom the pt of beginning; th S 71044' E along the existing City Limits to the p.o.b. The petition being signed by the owners of more than 75% of the assessed value of the property a motion was'made by councilman Bishop and seconded by Council man Sommerseth that Ordinance.No: 686 annexating this, property to the City of Edmonds, be passed. Motion carried. A motion was made by councilman Talen and seconded by Councilman Bishop that a hearing for annexation a.portion of Alderwood Manor tract No.9 be set for December 18. Motion carried. Mr. Gilday and Shear, representatives fromthe West Coast Telephone Co., came before the Council in response to.a requestferom the Council in regards to a 1% Utility tax, We: were Iola that this tax would amount to approximately $600 per year, and the services they now render the City amounts to $100 per month. '.. Mr. Richard Mooney, who resided at*934 Sprague street came before the Council in t�agards to the street work done on L. I. D. #77, after some discussion Mayor Maxwell receommended that the stredt committee and the Engineer investig ate the condition with the property owner along Sprague street. A motion was made bSreCooncilman Talen and seconded by Councilman Cloud that ve call for bids for a City Emergency vehicle. Bids to be opened January 2. Motion carried. Mayor Maxwell made the appointment of Dona�awson,as City Supervisor to start January 1. A motion was made by Councilors, seconded by Councilman Talen that the appointment be confirmed by the Council. Motion carried. The watereollectors report was read to the Council. A motion was made by Councilman Sommerseth and seconded by Councilman Steed that the bills as approved by the Auditing Committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by Co in loran Tuson and seconded by Councilmn Talen that Mayor Maxwell be authorized to a application for,money for the Sewer Disposal Plant from the Federal Government. The roll call showed the following councilmen present Tuson, Talen, Kincaid, Cloud, Bishop, Steed and Sommerseth. The Treasurers report mas read to the Council The Claim for damages donettottwo.ihot water tank elements, from George S. Clouse was again turned over to attorney Holte. A claim for damages to his car in the amount of $44.38, which occured at 925-10th avenue`' Mr. W. Hansen the owner of the car, was turned over to Attorney Holte. Also a claim for damages to Mts. Virginia Blandin, was turned over to Attorney Holte. Mayor Maxwell reported that the report on our Sewer Disposal plant, had been sent into the Poblution Control Commission and a letter was received that they had received the report. This being the night set for a hearing on the annexation that portion of Blocks 5, 6 and 7 Plat of Alderwood Manor No 9 and Government Lot 2 Sec. 30 Twp 27 North, Range 4 Dim lying contiguous to the City of Edmonds, Located in Snohomish County, Washing- ton, and described as follows: Lots 10, 11, 12, 13 and 14 in Block 5; Lots 1, 2 and 3 in Block 6, and Lots 1, 2, 3, 4 and the east 118 feet of the North 239 feet of Lot 5, lot 6, and the north half of lot 16, all of Block 7, Alderwood Manor No. 9, together with the North half, Northwest quarter of Govt. Lot 2, and the North 15 feet of the South half of the West half of Northwest quarter of .Government Lot.2, Sec 30, Twp 27 N R It EWM, and no one objecting to the annexation, a motion was made by Councilman Tuson and seconded any -Talen that this property be annexed to the City and Ord,No. ,687 be passed. One Bid was received for fga4ob$Aefor the City of Edmonds for 1957, from Standard Oil Company they, quote chevron gasoline for 230 and chevron supreme at 260 in the amounts of 400 gallon and over. A motion wgs made by Councilman Tuson and seconded by Councilman Bishop that we accept the bidsfrom Standard Oil Co., Motion carried. A motion was made by Councilman Bishop and seconded.by Councilman Talen that Salary Ordinance NO 688 be passed. Motion carried.. This was the night set by the Council for aheating on the sign and bil•1-board Ordinance. �- A petition signed by 28 of the business people in the city'protest the sign ordinance, 1 _ _theywere also present at the meeting stating their objections. after some time being spent on discussing it a motion w cm8ItCouncilman Bishop and seconded by Council- man Talen that Chapter 8 article�of ty code be repealed. Motion carried. Mayor Maxwell appointed a committee of the Businessmen to work with the Council to draw -up a�regulation on signs and bill -boards. The following business Men are Mr. Tuson,Eddy,, Trafton, Leyda and Mrs Bienz and Mayor Councilman Kincaid reported to the Council that his committee and the Engineerphad gone over the street work pertaining to L. I. D. #77. He stated, because of -the weather the job could not be completed until next year. A motion was made by Councilman Tuson and seconded by Councilman Kincaid that interest bearing warrant #5 be issued to Grande & Co., for 329,137.37, for work done on L. I. D. #77. Motion carried. Mayor Maxwell appointed Patrolman Doug Crain as Acting Sargent. A motion was made by Councilman Kincaid and seconded by Councilman Bishop that the appointment be confirmed. Motion carried. A motion was made by Councilman Talen and seconded by Councilman Bishop that we accept the portion of Walnut Street west of ninth Avenue as receommended btr Engineer Reid, as the grading and graveling has been completed. Motion carried. Motion carried.. A report was given to the Council :from Mr, Shaw, that all the street lights have been installed, for the second year of installation, including the new annexed territory. The roll call showed the following Councilmen present Tuson, Kincaid, Cloud, Bishop, Steed and Sommerseth. The Water Collectors report was read to the Council. Mayor Maxwell appointed George Hatch, C. VV. Shepard, Rev. Lawrence Beal, and Tom Purton to serve -on the Board of Adjustment. A motion was made by Councilman Bishop and seconded by Councilman Sommerseth that the appointments be confirmed. -Motion carried: A. motion was made by Councilman Tuson and seconded by Councilman Bishop that we call for bids for a car load of six inch Cast iron pipe, mechanical joint, bell & spigot, with delivery within 45 days. Bids to be opened February 5. Motion carried. from casper st. to 196th. A number of property owners residing in the area of Eighth Avenue North^ came before the council objecting to tieing up some of the property, for future street purposes, and also ruining the present buildinq sites.
