19571119 City Council MinutesNovember 5, 1957 0 1 1 1 1 The Council met for its regular session with Mayor Maxwell presiding, with the following Councilmen present Tuson, Sorensen, Cloud, Kincaid, Purton, Balckbourn and McGibbon. The water Collectors rieport was read to the Council. A petition was read to the Council from property owners residing on 90th Avenue West, between 208th arrd 211th S. W:. asking to have the name changed to Hillerest Road. A motion was made by Councilman Kincaid and seconded by Councilman McGibbon to change 90th West to Hillerest Place. -Motion carried. A letter was read from K. B. Montgomery in regards to the water department using his property for ingress and egree to our Shell Creek puinping station. This was turned over to Attorney Holte for answering. A letter of resignation from Anita Busch, City Clerk, effective January 1, was read to the Council. A petition for annexation in North Edmonds was brought before the Council. A motion was made by Councilman Kincaid and seconded by Councilman Sorensen that Nov. 19th be set for a hearing on the annexation. Motion carried. A motion was made by Councilman i'incaid andseconded by councilman Blackbourn that Salary Ordinance #713 be passed.- Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Blackbourn that January 7 be set for an official hearing for 12th avenue. Engineer Reid is to prepare the preliminary figures. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Blackbourn that the bid of Terry Thompson & Co., for the purchase of the warrants and bonds in connection with L. I. D. #79, with interest on the warrants aLt 5%, be accepted. Motion carried. A motion was amde by Councilman Sorensen and seconded bar Councilman Kirnca 7ch that the bills as approved by the auditing committee be allowed and warrants be drawn on the proper funds. The roll call showed the following councilman present Tuson, Sorensen, Cloud, Kincaid, Purton Blackbourn and McGibbon. The Treasurers report was read to the Council and ordered filed. Two bids were received for disposal of Sludge from the Sewer. Disposal Plant, one from Star Septic Tank Co., in the amount of $973900 for disposal of 70,000 gallon of liquid digested sludge, and one from Foster & Freese, in the amount of $1,295.00. The bids were Held in abeyance. This was the night set for a hearing on the proposed annexation, at the following legal description: That portion of Government Lots 3 and 4, and the SW 1/4 SE 1/4 of section 13 Township 27 North Range 3 East W.M. described as follows: Beginning at the S 1/4 corner of zecti.co section 13;_ thence West 588 felt; thence North 339.9 feet, thence North 71048, West along the North maggin of the Johh Kannair Tract and said line produced to the Inner Harbor line; thence northeasterly along the Inner Harbor Line'to the intersection of the North line of 190th Street S. W. (Water Street) as produced westerly; thence east along said North line and its projection to an intersection of the East margin of SouridView Place (Govt. Lot 3�); thence southwesterly along said easterly margin to the North margin of 191st street S. W. (Cherry Street); thence East along said North margin to the East margin of 96th Avenue.W. (Olympic View Drive); thence south along said East margin, and the West lines of Tracts 80 to 92 Plat of Edmonds Sea View Tracts, to the South line of Section 13; thence West to the point of beginning. Because of an amended petition coming before the Council, and Attorney stating that 77% of the property owners had signed the petition a motion was made by Councilman Kincaid and seconded by Councilman Purton that we postpone the action on the original petition and a new hearing including the amended petition be set for December 3. Motion carried. A motion was made by Counct1man Sorensen and seconded by Councilman Tuson dhat the resignation from Anita Busch, City Clerk be accepted. Motion carried. A letter was read to the Council forzjthe Attorney for Mr. L. F. Neil, also a letter from the property owners along Third Avenue, objecting to the cost of L+eI. D. #82. Five signatures appeared on the protest. -Action was deferred until January 7. A letter was read from Seattle Heights Civic Club asking to have the area from 206th S. W. to 220th S. and from 76th West to 52nd. We' st deleted from any incorporation plami. r Representatives from Washington Gas Co., and West Coast Telephone Company appeared at the Council meeting to discuss the tax which is to be placed on Utilites, the first of the year. A motion was made by Councilman Kincaid and seconded by Councilman Tuson that Ord. #714, setting the interest rate at 5% on unpaid assessments and'the Bonds issued and sold to Terry Thompson & Co., for-L: I: D:-#7A. Motion carried. In answer to a letter received by Mayor Maxwell from The American Legion, for per— mission to erect a decorated Christmas Tree at the intersection of 5th and Main Street, A motion was made by Councilman Purton and seconded by Councilman Sorensen that this be granted. Motion carried.' This being the night set for a hearing on an annexation North of the City limits, A ttorney Bennett, representing Attorney Holte, reported the presented petition for the annexation has 75.6% of the property has signed the petition. A petition protesting the annexation was turned over to the Council.. A motion was made by Councilman Kincaid and seconded by Councilman Blackbourn that this meeting be recessed until'next Tuesday night, continuing action for one week. Motion carried. Two bids were received for Diesel Oil for the City Hall for 1958, one bid from Edmonds Diesel'Delive°ry with a price of 16,4 cents per gallon, the other bid`from $ater & Kincaid for 14,3 cents per gallon. A motion was made by Councilman Sorensen and seconded by Councilman Tuson that we accept the bid from Sater & Kincaid, the low bidder. Motion carried. The State Examiners report was brought before the Council and the comments read. Engineer Reid recommended that we accept the low bidsfrom Star Septic Tank Co., for the disposal of sludge from the Treatment Plant, for the next year, their bid being $973. A motion was made by Councilman Tuson and seconded by Councilman Cloud that we accept this bid. Motion carried. A motion was made by Councilman Blackbourn and seconded by Councilman Sorensen that December 17 be* set f&r a hearing on the vacation of Laurel Way, Monger Addition #6. Motion carried. In exchange for an easement from Mr. Case, for utilities. the City is to wave the $300 connection fee for a sewer. A motion was made by Councilman Tuson and seconded by Councilman Blackbourn that Resolution #29, establishing a Planning Commission and a Comprehensive Zoning Plan and a Subdivision^ for the City of Edmonds, be passed. Motion carried. A motion was made by Councilman Sorensen and seconded by Councilman Cloud that Resolution #30, which follows be passed and published. Motion carried. Resolution #30 Whereas, Anita Busch has diligently served as CityyClerk for the City of Edmonds since January 1st, 1945, and prior thereto worked in the City Clerk's office for nine years, and Whereas, during the time so spent she has been diligent and devoted a great deal of time and effort to the tasks assigned to her, and Whereas, the Mayor and the City Council of the City of Edmonds feel that there should be a fitting commendation for one who has applied herself so diligently to the tasks so given, and Whereas, it was felt by the said Mayor and City Council that a permanent record of such commendation be made, Now, Therefore, it is hereby resolved that the Mayor and the Edmonds City Council hereby commend Anita Busch for the fine work which she has done during her several terms as City Clerk for the City of Edmonds. IT Is Further resolved that a copy of this"Resolution be spread upon the Minutes of the Council meeting of December third, 1957. It is further resolved that a copy of this Resolution be furnished to the said Anita Busch and•an additional copy be given the the "Edmonds Tribune Review" for publication, in order that the citizens of Edmonds might be made aware of this expression of gratitude for the invaluable services rendered by the said Anita Busch.
