19580218 City Council MinutesA motion was made by Councilman Tuson and seconded by Councilman Cloud that the City inform Mr. Dwight Johnson that he pay -the outside rate of $125 for the 3/4" meter. Motion carried. A motion was made by Councilman Tuson and seconded by -Councilman Cloud authorizing a call for bids to be opened March 4, 1958 to lay approximately 2000 ft. of 6" pipe line between 6th and 9th on Pine St., and installation of the necessary hydrants and appurtenances for so doing. Motion carried. A motion was made by -Councilman Tuson and seconded by Councilman Cloud authorizing a•call for bids to be opendd March 4, 1958 for a carload of 6" cast iron pipe, approximately 2400 ft. Bids were opened for the furnishing of 10 Hydrants and 10 Valves. The companies and total amount of their bids were: Western Utilities Supply Co. $1,285.00 Pacific States Cast Iron Pipe Co. 1,420.00 Pacific Water Works Supply Co. 1-4426.00 Hallgren Co. 1,556.00 Councilman Tuson made the motion, seconded by Councilman Purton that the bid of'the Western Utilities Supply Co. for the furnishing of the 10 Hydrants and 10 Valves for $1, 285.00 be accepted and the contract awarded. Motion carried. Bids for LID #82 were opened, for curbs and sidewalks on Third Ave. The contractors and total amount of their bids were as follows: 1 Curtis Construction Co. $12-115*44 John L. Conley Co. 11;584:10 Metropolitan Construction Co., Everett 10;294.20 Moller Larson & Son, Everett 10;388.50 Edmonds Conttruction Co: 10;708.00 Rutter Construction Co., Seattle 11;785.50 Rust Davis Concrete Construction Co., Tacoma 11,089.90 The motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the bids and certified checks of the three lowest bidders on LID #82 be held for further study, and the checks be returned to the remaining bidders, with notification to all as to the award to be made within the time so specified. Motion carried. The Treasurer's report for January was read by Mr. Severson. A motion was made by Councilman Tuson, seconded by Councilman Cloud, that the Water Committee notify Mr. Ronald Hillis that the Council agrees to waive the $300.00 sewer connection fee if he will install, at his own expense, an 8" sewer on the loth Ave. right of way, northerly to a point adjacent to the Hillis property; and the installation to be made according to specifications of the City of Edmonds Engineer; and that the 8" sewer will be the sale property of the City of Edmonds. Motion carried. Attorney Holte had prepared -a Resolution for the Truck Lane on Edmonds Way Hill, and a motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that Resolution #32 be passed and a copy thereof transmitted to the State Highway Commission. Motion carried. Engineer Reid presented, the bids received for the 125 Lineal ft. of curb and gutter., and Councilman Kincaid made the motion, seconded by Councilman Sorensen, that George Peterson, 945 Maple St., be awarded the contract to install curb and gutter on Main St. between Sunset Ave. and Railroad St. for the total price of $637.50, and receipted bills for the materials furnished be presented before payment by the City. Motion carried. The Amendment regarding the changing of installation fees for water meter connections was presented to the Council, and Councilman Blackbourn made the motion, seconded by Councilman Tuson that the Amendment to Chap. 7, Art. 1, Sect. 7-109E of the Edmonds City Code bf passed. Motion carried. A petition was received, signed by 3 property owners, to establish an LID for sewer, South 280 ft. of Fir St. between 8th and B St:; 4 propertj:es to benefit from this. Councilman Tuson made the motion, seconded by Councilman Cloud, that the property owners involved in LID #83 be notified to attend an informal hearing at the March 4 Council meeting to approve or oppose. Motion carried. A letter was read requesting a traffic, light at 6th and Main; especially for the protection of children in the area. A motion was Made by Councilman Tuson, seconded by Councilman Kincaid, that the City call for bids to be opened March 18, 1958 for the furnishing of a traffic control signal at the intersection of 6th and Main. Motion carried. There was no further business, and the meeting adjourned. City Clerk ayor March 4, 1958 Meeting was called to order by Mayor Maxwell. Councilmen present were Tuson, Cloud, McGibbon, Sorensen, Kincaid, Blackbourn, and Purton. Minutes of the last meeting were read and approved. This was the evening for opening bids on water pipe, and identical bids of $ 4,728.00 were submitted by the two bidders, United States Pipe and Foundry Co., delivery date 2 to 3 weeks, and Pacific States Cast Iron Pipe Co., delivery date 10 days. After discussion, the motion was made by Councilman Tuson, seconded by Councilman Kincaid that the city award the contract for the purchase of 2400 Lineal ft. of 6" C.I. pipe with Tyton Joints, for the total price of $4)728.00 to Pacific States Cast Iron Pipe Co. Motion carried. Bids were also Avenues. These opened for the construction of water mains and appurtenances on Pine St. from 6th to 9th bids were: Pacific Concrete Products West Coast Construction Ca. Ace Construction Co. Harry Squires F. M. Taylor Total bid: $ 3195.70 5803.50 2463.40 2537.62 1756.90 Councilman Tuson made the motion, seconded by Councilman Cloud that the bid of F. M. Taylor Construction Co. for $1756.90 be accepted and the mayor be authorized to sign a contract, provid&ng it meets all requirements. Motion carried: Two of the four property owners who were invited to be present for an informal hearing on a possible sewer LID south of Fir St. between 8th and B St. attended the meeting, and after discussion a motion was made by Councilman Tuson, seconded by Councilman Cloud that Ordinance #719 setting up LID #83 be passed. The motion carried. Councilman Tuson also made the motion, seconded by Councilman Blackbourn that the City call for bids to be opened April 1, 1958 for the construction of sewer for LID #83. Motion carried.
