19580527 City Council MinutesAn amended petition for annexation, changing the boundaries of the Esperance area, was received. A motion was made by Councilman Tuson, seconded by Councilman Sorensen, that Resolution #34, Amended Petition for an Election for the Annexation of the Esperance area be passed, and the accepted Petition with a certified copy of the Resolution be sent to the County Commissioners. The motion carried. Engineer Reid reported on the informal bids for the installation of water pipe to the edge of the plat known as Glanvilla. The bid was awarded to F. M. Taylor for the sum of $396.00. This was the evening set for the hearing on the preliminary assessment role for LID #85. There had been no protests filed, and a motion was made by Councilman Tuson, seconded by Councilman McGibbon that Ordinance #722, for the improvement of Walnut St. from 7th to 9th with sewers and a gravel street be passed. The motion carried. It was moved by Councilman Purton, seconded by Councilman Blackbourn that bids for.LID #85 be called for, to be opened June 24, 1958• The motion carried, The motion was made by Councilman Blackbourn, seconded by Councilman Sorensen that the Attorney be authorized to contact the Bonding Houses regarding the bonds and warrants for LID #85. Motion carried. This was the evening set for the unofficial hearing on petitions for sewers on Pine St. from 13th to 16th Avenues, Juniper St. adjacent to 15th Ave., and a portion along 13th and 15th Avenues. A motion was made by Councilman McGibbon, seconded by Councilman Blackbourn that Resolution of Intention #132 be passed, setting up LID #86, with June 17, 1958 set as the evening for the preliminary assessment role. Motion carried. A motion was made by Councilman Blackbourn, seconded by Councilman Sorensen that the Council approve the zoning of the Hockwalt property, file #8.19 to read R4 as•recommezided by the Planning Commission. Motion carried. - It was moved by Councilman Sorensen, seconded by Councilman Blackbourn that Lots 6-7-8-9 in Block 42, Sprague St. be set aside for public use and sold to the Park Dept. for the sum of $1.00, with the Park Dept. to assume the assessments on the property under LID #77• Motion carried. The motion was made by Councilman Blackbourn, seconded by Councilman Purton, requesting the } Planning Commission to zone Lots 6--7-8-9, Block 42 for public use. Motion carried. An offer was received to purchase the City's used street sweeper, and ai motion was made by Councilman Sorensen, seconded by Councilman Blackbourn that the City sell its Guttersnipe street sweeper to Leonard J. Locke for the sum of $110.00. Motion carried. A letter protesting a petition from Mr. Neilson for a trailer court was referred to Attorney Holte for acknowledgment. A request from the State Dept. of Health that the City set up a biochemical testing plant in connection with the Disposal Plant was referred to Engineer Reid: The motion was made by Councilman Blackbourn, seconded by Councilman McGibbon that the meeting be "recessed until May 27 at the Edmonds Jr. High School auditorium. Motion carried, and the meeting was recessed. May 27, 1958 The recessed meeting was called to order by Mayor Maxwell, and Councilmen present were: Cloud): Kincaid, Blackbourn, and Sorensen. Bids were opened for the furnishing of Waterworks Materials, and the bids - submitted were: Armco Drainage & Metal Co. $1,598.22 (TOTALS) Hallgren Company ls497.45 Pacific Water Works Supply Co. 1,431.31 The motion was made by Councilman Sorensen, seconded by Councilman Blackbourn, that the City accept the bid of the Pacific Water Works Supply Co. for furnishing the Waterworks Materials, but deleting item #14 in its entirety and subtracting the $48.00 from their total of $lP431.31, making an accepted total -of $1,383.31. Motion carried. Bids were also opened for the installation of Water Mains and Appurtenances on loth Avenue, from Pine St. to the Water Tanks. These bids were: Excavators, Inc. $892.80 (TOTALS) Foster & Freese 684-00 F. M. Taylor 648.00 Roy Allen 432.00 Harry Squires 612.00 Mallory & Compton, 792.00 The motion was made by Councilman Kincaid, seconded by Councilman Sorensen, that the City accept the low bid of oy Allen for $432.00 for laying of the water mains on loth Avenue. Motion carried. This was the evening set for.an informal preliminary hearing on possible sewer LID in the drainage basin NVJ;from Olympic and Glen, and extending it to the North City Limits, if the property owners involved were in favor of it. The majority desiring sewers seemed to be in the general vicinity of Glen St. from 9th to Olympic, and there was enough opposition to the boundaries of an LID so that the {Council tabled the matter for further consideration. A Petition received for improvement of 62 St. was•regerred to the Street Committee for study and a report at the next council meeting. A motion was made by Councilman Sorensen, seconded by Councilman Bla ckbourn, that Resolution #35 be passed, authorizing the Application for Federal Funds by the City Engineer for the Comprehensive Sewer Plans for Edmonds and its environs. Motion carried. There was no further business, and the meeting adjourned. City Clerk June 32 1958 Meeting was called to order by Mayor Maxwell, and Councilmen present were: McGibbon, Tuson, Sorensen, Kincaid, and Blackbourn. Minutes of the last meeting were read and approved. Bids were opened for LID #84. They were: Rutter Construction Co. $6,160.00 Curtis Construction Co. 7,243.35 Metropolitan Construction Co. 6,151.50 Since all bids exceeded the Engineer's estimates by more than 10%, no action was taken, and all bids and certified checks were held until the -next Council meeting. Judge Edward Nollmeyer from Everett was present to officiate as the newly elected officials took their oath of office. They were: Mayor Gordon Maxwell, and Councilmen Don McGibbon, Roy Sorensen, William Lambe, Orland Christensen, and A.G. Simpson. Following the ceremony, a recess was declared and refreshments were served. Meeting was recalled to order, and a motion was made by Councilman Tuson, seconded by Councilman Sorensen, that Sprinkling Rates be put into effect as of the May 15 meter reading, through the Sept. 15 reading, on the same basis established last year, which was 180 for every 100 Cubic Feet used over the minimum 1600. A motion was made by Councilman Tuson, seconded by Councilman Sorensen that the Amendment to Chapter IX; Articles 1 and 2, adopting the 1958 Edition of the Uniform Building Code, Volume I, including the Appendix,' and the National Electrical Code for 1956 as modified by the State of Washington Rules and Regulations for installing electric wires and equipment dated January 15, 1954 be passed. Motion carried. A Contract Agreement between the C' of Edmonds and Mr. and Mrs. Ronald Hillis for the installation of sanitary sewer on their property Wthe sum of $700,00 to be repaid to the City at the rate of $10.00 or more per month was signed. The Petition for an LSD on 6�- St. was approved, and a motion was made by Councilman Kincaid, seconded by Councilman Sorensen that Resolution of Intention #133 be passed, setting up LID #87, for asphaltic paving and curb on 61 St. between Walnut and Pine. The motion carried, with the Hearing on the Preliminary Assessment Role set for July,l, 1958. A motion was made by Councilman Tuson, seconded by Councilman Christensen, that the recommendation of the Street Committee for the improvement of Admiral Way be accepted, with the City to pay a share of $2500.00,. if the Great Northern would deed the land for the street to the City, and to transfer this°proposal to the Great Northern Railroad. Motion carried. The Attorney was requested to draw up a letter to send to the Great Northern Railroad to this effect. Several protests were received on the request of Mr. Salamonsen to use 16th Place as a public way to enter his property. The matter was referred to Attorney Holte to check to see if this is a private road, and if so, to deny Mr., Salamonsen the privilege of using it.for this purpose. A motion was made by Councilman Sorensen, seconded by Councilman Kincaid that Resolution of Intention #134 be passed, setting up LID #88, for the i-6provement of Alder St. from 9th to llth with paving and curb, with the Hearing on the Preliminary Assessment Role to be held July 1, 1958. Motion carried. A motion was made by Councilman Tuson, seconded by Councilman Kincaid, that the approved bills be paid, and warrants drawn on the proper funds to do so. The Feenaughty Machinery Co. warrant to be held until the promised warranty letter is received from the company. Motion carried. City Supervisor D. C. Lawson reported that the connectionbbetween the Olympic View Water District and the Thomas Addition had been completed, and -water pressure in the area is now adequate.
