06/29/2004 City CouncilEDMONDS CITY COUNCIL APPROVED MINUTES June 29, 2004 The Edmonds City Council Community Outreach Meeting was called to order at 7:00 p.m. by Council President Plunkett in the Council Chambers, 250 5`" Avenue North, Edmonds. The meeting was opened with the flag salute. ELECTED OFFICIALS PRESENT Michael Plunkett, Council President Jeff Wilson, Councilmember Mauri Moore, Councilmember Peggy Pritchard Olson, Councilmember Dave Orvis, Councilmember Richard Marin, Councilmember Deanna Dawson, Councilmember Seventeen citizens spoke to the Council concerning safety on 76th Avenue West in the Meadowdale area. Their concerns included lack of sidewalks, speeders, lack of city funds for sidewalks, the questioning of where funds that had been supposedly appropriated for sidewalks had gone to, that young people race up and down the street, and that enforcement is inadequate. People asked the Council to find money for sidewalks, put sidewalks in, put in a stop sign, put in speed bumps, and asked if Council would investigate the history of proposed appropriations and activities in the area vis-a-vis sidewalks. Councilmember Marin requested Council President Plunkett schedule a discussion of a proposed stop sign on a future Council agenda. Councilmember Orvis said that he supported a stop sign being put in. Councilmember Wilson said it was his impression that the Engineering Department determined a stop sign would not be appropriate for the intersection. Council President Plunkett stated that the Engineering report indicated that 85% of the cars are driving over the speed limit, and the Engineering Department had stated that in light of cars driving too fast, the site distances were clearly not being met, and a stop sign was in fact warranted. Councilmember Moore suggested doing more background research to investigate what had been happening in the area with respect to sidewalks. Councilmember Dawson said that most neighborhoods wanted sidewalks, but what the people in Meadowdale needed to do was to continue to communicate with the Council and be involved in the budget process. Councilmember Olson reported that people should stay involved and communicate their concerns to the Council. Council President Plunkett said that he would put a discussion of a stop sign as a short term solution on a future Council agenda and that a discussion of sidewalks can again be taken up when the Council begins to look at the capital budget this fall. Darrell Marmion then spoke on communication and thanked the City Council Community Outreach Committee for putting on the fifth Tuesday discussion period. Mr. Marmion encouraged more input and outreach between the City Council and the public and that he believed that more grass roots efforts in the community would lead to better communication. Edmonds City Council Approved Minutes June 29, 2004 Page 1 Ray Martin also thanked the Council for the meeting because he believed it was a full and frank exchange of ideas unlike regular Council meetings which he said were suffocating especially in regard to the three minute rule.
