Motion carried. 1 1 • 1 1 A motion was made by Councilman Simpson, seconded by Councilman Christensen that the Council recess the meeting to Monday, November 9tb at 8 P.M. for further meeting on the comprehensive street plan and mall, and cards be sent to all business establishments inviting them to attend. Motion carried, and the meeting was recessed. November 9, 1959 Recessed meeting was called to order by Mayor Maxwell with all councilmen present. A motion was made by Councilman Tuson, seconded by Councilman Lambe that bids on the chassis and on the body for the Fire Dept. rescue truck be opened on Dec. 1, 1959 instead of Nov. 24k. Motion carried. After much discussion on the comprehensive street parking problem and mall, a motion was made by Councilman Kincaid, seconded by Councilman Christensen that the City Council of the City of Edmonds hereby resolves that it approve the trial of a traffic control pattern for a temporary period of 45 days, presented by the Chamber of Commerce in conjunction with the Public Safety Committee as shown on the revised map, and subject to the presentation of a sufficient number of waivers from the abutting property owners and tenants within the area of Main Street from 5k to 3rd Avenues. The final decision as to the sufficiency of waivers to be reached at the regular council meeting on Tuesday November 17- 14 roll -call vote resulted in 6 councilmen inrfavor, 1 against, and the motion carried. A motion was then made by Councilman Sorensen, seconded by Councilman Tuson that the meeting be recessed until called by the Mayor. Motion carried and the meeting recessed. r City Clerk November 17, 1959 I 1 ' . M Regular meeting was called to order by Mayor Maxwell with all councilmen present. The meeting of Monday, November 94 was adjourned, as there was no need for a recessed session. Hearing was held on the Petition for Annexation' of the "Bingham Addition". There were no protests, and a motion was made by Councilman Tuson, seconded by Councilman Lambe that Ordinance #792 be passed, annexing the "Bingham Addition" to the City of Edmonds; legal description as follows: Tract 3, Block 4, and Tract 7, Block 31 Alderwood Manor-#9, together with Lots 8-9-10, and 12 through 27 inclusive, of Hawarden Tracts, together with street adjacent thereto, situate in the County of Snohomish, State of Washington. An unofficial hearing was held on the possible paving of 3rd Ave. from Main to Pine. There were many objections, and several petitions were presented protesting the improvement. The hearing was then closed. Proposed LID #98, the paving of 101' Ave. from Pine to Elm was discussed. The Attorney reported 61.5% on the petition for the improvement, and 31% protests; but the legal period of 30 days for the protests to come in would not expire until November 21, and therefore action will be taken by the Council following this date. The question of the Traffic Control Program and Mall was taken up. Twenty-nine 6igned waivers were presented to the council, showing 50% of the property owners and 61% of the tenants involved from 3rd to 5� on Main in favor of the trial of a walking mall. After much study and discussion, a motion was made by Councilman Kincaid, seconded by Councilman Christensen that the City authorize a trial period of 45 days, commencing as soon as arrangements can be made as to proper street and traffic signs", for a traffic control pattern on Plan #2 as revised by the Safety Committee, including a "walking mall". A roll -call vote resulted in 4 councilmen in favor, 3 against, and the motion carried. The Attorney was then directed to draw up an Ordinance. Mayor Maxwell appointed Dorothy Drobner Assistant City Clerk until January�l, 1960 to act in an official capacity during the absence of the City Clerk while on vacation. The Street Committee reported on its study of the request by petition of property owners on Glen Street, and a motion was made by Councilman Kincaid, seconded by Councilman Sorensen that Glen Street be barricaded against through traffic from 9k to Olympic as desired on the petition presented by the property owners. Motion carried. A peti'tioA was presented, and resulted in a motion by Councilman Tuson, seconded by Councilman Christensen that a Hearing for Vacation of a portion of the street known as "Melody Lane" be set for December 15th. Motion carried. 0 • A motion was made by Councilman Kincaid, seconded by Councilman Sorensen authorizing the Engineer to establish an amended street grade between 3rd Ave. and the G.N.R.R. on Dayton. Motion carried. There was no further business to come before the meeting, and it was adjourned. City Clerk Ma December 1, 1959 Regular meeting was called to order by Mayor Maxwell with Councilmen McGibbon, Lambe, Tuson, Christ- ensen, Sorensen and Kincaid present. The minutes of the last meeting were approved as read. Hearing was held on the Final Assessment Roll for LID #96, Sewers for Wichers Del Mar Addition. There were no written protests and a motion was -made by Councilman Sorensen and seconded by Councilman Christensen that Ordinance #793 be passed, confirming the final assessment roll on LID #96. Bids were opened on the salvage truck body. They were Edmonds Motor Co. $2;720.85 plus sales tax • Campbell & Blume $2;548.57 " " it Roneys, Inc. $2;326.69 Walsh -Platt Motors $2,206.76 Bids were opened.on the equipment for the salvage truck. There was only one bid Roneys, Inc. $3,768.00 plus sales tax After study and discussion, it was moved -by Co 'c lmeambp and seconded by Councilman Christensen that the bid of Roneys, Inc. of Portland, Ore n 5e acceptd and the Mayor be authorized to enter into a contract with them. Motion carried. A letter received from Edmonds Motor Co. stating they had sold the Edmonds Taxi Cab Co. to a new owner, June Nasby. June Nasby requested a taxi permit to operate within the City of Edmonds. The letter was referred to the City Attorney for investigation. A letter from Mr. Harvey Harrison requested authorization of a road grade to be.established for James Street from Second Avenue to Railroad Avenue. The Mayor instructed Mr. Ried, the City Engineer, to give this information to Mr. Harrison. A letter received from Mr. George Armstrong requested removal of a tinlet from the alley was referred to Mr. Lawson, City Supervisor. It was moved by Councilman Tuson and seconded by Councilman Kincaid that Resolution of Intention #148 be adopted to sewer the following described area 17th Avenue South from 5th Street S.E. south approximately 900 lineal feet; 5th Street S.E. and 18th Avenue South; thence south and west, along 18th Avenue South to 17th Avenue South; thence continuing west from 17th Avenue South for a distance of approximately 500 lineal feet; 17th Avenue South west for a distance of 500 feet along: the center line of Lot 3, Block 4, Alderwood Manor No. 9; beginning at 5th Street S.E. and 18th Avenue South; thence west along 5th Street S.E. for a distance of 1200 lineal feet; sewer to run across private land from 18th Avenue South to the west end of 215th Street S.W. Motion carried. Mayor Maxwell set the date of January 5, 19601for a hearing. A motion was made by Councilman Kincaid and seconded by Councilman Christensen that Ordinance #794 be passed establishing and creating a one-way metropolitan traffic pattern in and for the City of Edmonds, regulating and restricting certain vehicular traffic for a 4.5-day period on Main Street between Third and Fifth Avenues. Motion carried. A motion was made by Councilman Christensen a nd seconded by Councilman McGibbon that*the bill from Pacific�Mechanical Constructor, Inc., Estimate No. 3 for period ending Nov. 30, 1959, under Unit No. 12% additions and modifications to treatment Plant, City of Edmonds "Little Metro" sewerage project, be paid.
