19591215 Council Meeting Minutes• A motion made by Councilman Christensen and seconded by Councilman Sorenson that the approved bills be paid and warrants drawn on the proper funds. Motion carried. 1 1 A.motion was made by Councilman Christensen and seconded by Councilman Sorenson to Pacific Mechanical Constructor; Inc., Estimate No. 2 for period.ending November-30, 1959 under Unite No. 12A; Outfall Sewer, City of Edmonds "Little Metro" sewerage project, be paid. Motion carried. A motion was made by Councilman Christensen and seconded by Councilman McGibbon that the bill from Harold E. Olds, Estimate #5 for period ending November 30, 1959 under L.I.D.#95 for construction of sanitary sewer, Glen Street and vicinity, be paid. Motion carried. The Water Committee Chairman reported to the Council that work is now in progress concern- ing the construction of adding storage and the obtaining of additional future water supplies. Mr. Tuson, further advised, that a full report on matters of tank location and the results of contacts on the supply problem would be given at the next p future council meeting. There was no further business to come before the meeting, and it was adjourned. The minutes of the last meeting were read and approved as corrected. A hearing was held on the vacation of a portion of Melody Lane. A motion was made by Councilman Tuson and seconded by Councilman Simpson that the proposed vacation be granted and the Attorney be instructed to draw an ordinance affecting the vacation. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Tuson that the interest warrant' L.I.D. #96, covering fees for the attorney and publication in the amount of $256.03 be paid. Motion carried. Mayor Maxwell instructed the City Attorney to give proper,.,,, notice to that the toilet was encroaching on the alley and that steps are to be taken to el' ine.tJe this building. A motion was made by Councilman Tuson and seconded by Councilman Lambe that the .property involved and owned by Mh .nChp4ley, 931 - 13th Avenue W; Mr. Robert Stewart, 1023 - 13th Avenue W.; Mr. Rex Crossen, 1031 - 13th Avenue W.; Mr. Ellis E. Purtee, 1041 - 13th Avenue West; and Murdock MacPherson, Plat of Rosewood No. 2 be relieved of the $300.00 connection fee because of their participation of the lateral sewers in the area being privately fin- anced in lieu of a L.I.D. Motion carried. • A motion was made by Councilman Tuson and seconded by Councilman Kincaid that Estimate No. 4 be paid to Murphy Brothers, Inc. for the period ending December 15, 1959 under Job No. 1.8,5, Unit No. 11, City of Edmonds "Little Metro" sewage project and the amount less the retainage not to be paid at this time with the exceptions noted and subject to any payment that will come up within 30 days. Motion carried. 'Gouncilman Lambe, Chairmen of the Park Board, reported the committee thought there was need for more tables in the park, and the committee was going to purchase material for the tables, also was going to extend the backstop at 6th and Pine and'install a drinking fountain at that playfield. The Water Department report was read. A motion was made by Councilman Sorenson and seconded by Councilman Tuson that Ordinance No. 795, setting the salaries for 1960 be passed. Motion carried. A motion was made by Councilman Tuson and seconded by Councilman gimpson that Ordinance No. 796 establishing the terms for the office of councilmen and councilman at large for the City of Edmonds be passed. Motion carried. A motion was made by Councilman Kincaid and seconded by Councilman Sorenson that Ordinance No.��797, correcting Section 5 of Ordinance No. 793 be passed. Motion carried. �Q ounailman Tuson reported on the Water committee. He asked permission from the Council for the City Engineer to call for bids on a new water tank.. bTdantiar3=-1y 4:96G. A motion was made by Councilman Kincaid and seconded by Councilman Sorenson that the grade as furnished by the City Engineer on James Street westerly from Second Avenue be approved. Motion Carried. • A 26 A motion made by Councilman Kincaid and seconded by Councilman Tuson-that February 2, 1960 be set to call for bids for construction of a new water storage tank. Bids will be opened February 16, 1960. Motion carried. C"'? Hearing was held on the Preliminary Assessment Roll for proposed LID #99X There were no written protests, and after discussion with property owners present, a motion-K.as made by Councilman Tuson, seconded by Councilman Lambe that Ordinance #798-be passed, creating LID #99, sewering of the Five Corners area. Motion carried. In answer to a request, a motion was made by Councilman Kincaid, seconded by Councilman Sorensen that an extension of 20 days be approved for Pacific Mechanical Constructors,'Inc. on Unit 12A of "Little Metro". Motion carried. A motion was made by Councilman Sorensen, seconded by Councilman Kincaid that the City call for bids for gasoline and heating oil, bids to be opened January 19. Motion carried. It was moved by Councilman Kincaid, seconded by Councilman Christensen that the Mayor be authorized to sign the contract with Snohomish County Civil Defense for 120 per capita for the year 1960. Motion carried. Councilman Lambe made a motion, seconded by Councilman McGibbon that the Mayor be authorized to sign the 5-year water pumping contract with P:U.D. to begin January 1, 1960. Motion carried. A motion was made by Councilman Christensen, seconded by Councilman Simpson'that the Mayor be authorized to execute the street lighting contract as furnished by the P.U.D. Motion carried. • It was moved by Councilman Simpson and seconded by Councilman Christensen that the Mayor be authorized to have the following street lights installed as engineered by the P.U.D.: 121� Place in the Hull and Anderson Addition; 81' S. and Hemlock; and 414 ,Ave. S.-of- Howell Way. Motion carried. The Water Collector's December report was read. A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the bill for Estimate,#4 for Unit 12B on "Little Metro" for $15,459.30 to Pacific Mechanical Constructors, Inc. be paid. Motion carried. It was moved by Councilman Christensen, seconded by Councilman McGibbon that the bill for Estimate #3 on Unit 12A of "Little Metro" for $26,044.96 to Pacific Mechanical Con- structors, Inc. be paid. Motion carried. A motion was made by Councilman Christensen, seconded by Councilman McGibbon that the monthly bills be paid tnd warrants drawn on the proper funds. Motion carried.
