A letter from James H. Reid requesting for Mountlake Terrace additional sewer :service to a new
clinic now under construction in the Ballinger Terrace Shopping Center resulted in a motion
by Councilman Tuson, seconded by Councilman Simpson that the City of Edmonds concur with the
proposal to extend sewer service ih the Ballinger Shopping Center as requested by Mountlake
Terrace. Motion carried.
A request from the School District was received for sewer service to the Maplewood School.
It was moved by Councilman Tuson, seconded by Councilman Christensen that the City of Edmonds
reply to the School District that the City is agreeable to connecting the Maplewood School to
the Edmonds sewer system if a satisfactory agreement can be worked,out. Motion carried.
A motion was made by Councilman Simpson, seconded by Councilman Lambe that Emergency
Ordinance # 811 be adopted, and the hearing be set for April 19th. Motion carried.
It was moved by Councilman Sorensen, seconded by Councilman Simpson that Ordinance # 812 be
passed, the Comprehensive Planning of the City of Edmonds. Motion carried.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the City call
for bids to be opened May 3 for asphaltic pavement on Dayton Street, approximately 1050 f t.
from the spur track on R. R. Avenue to the Sewage Treatment Plant. Motion carried.
It was moved by Councilman Kincaid, seconded by Councilman Christensen that upon recom-
mendation of the Street Committee, the City of Edmonds call for bids on a used grader for the
Street Department, specifications to be supplied by the Supervisor; bids to be opened May 17.
Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Kincaid that the bill of
Harold Olds for the retainage on LID #95 be paid, subject to the withholding of the $1067.00;
e;186-)North:-Sedttle Supply Co., Inc. for $15.60, and interest -bearing warrants to cover same
issued to Southwick -Campbell Co., Inc. Motion carried..
It was moved by Councilman Christensen, seconded by Councilman Simpson that final Estimate #7
for $9519.79 on Unit 12B of "Little Metro" be paid to Pacific Mechanical Constructors, Inc.
Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Simpson that Estiamte #1 from
Hale Construction for $5,167.87 for the foundation work at the new water tank be paid. Motion
carried.
A motion uas made by Councilman Christensen, seconded by Councilman Kincaid that the bill for
final payment on "Little Metro" to James H. Reid & Associates for $2001.93 be paid. Motion
carried.
Councilman Christensen made the motion, seconded by Councilman Kincaid that the bill for
$3500.00 to James H. Reid & Associates for interim payment in connection with the water
system improvements be paid from "Little Metro". Motion carried.
A motion was made by Councilman Christensen, seconded by Councilman Kincaid that the bill for
$22.18 to the Tribune -Review for printing on "Little Metro" be paid. Motion carried.
It was moved by Councilman Christensen, seconded by Councilman Simpson that the remaining
bills be paid and warrants drawn on the proper funds. Motion carried.
A motion was made by Councilman Lambe, seconded by Councilman Christensen that the Park Board
be authorized to change the entrance of the City Park so that the flow of traffic enters by
the South and exits by the northerly road. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Sorensen that a Resolution be
drawn commending Don McGibbon for his servide on the Edmonds City Council. Motion carried.
There was no further business and the meeting adjourned.

Regular meeting was called to order by Mayor Maxwell with Councilmen Harrison, Lambe, Tuson,
Christensen, Sorensen and Kincaid present.
Bids were opened on Waterworks Materials. They were:

Pacific Water Works Supply Co. (no bid on

A motion was made by Councilman Tuson, seconded by Councilman Christensen that the two bids
of U. S. Pipe & Foundry, and Andrew Miller Co. be held over to the next council meeting of
May 3, and at that time be awarded subject to the passing of the financing ordinance. Motion
carried.

Bids were opened on Bonds and Warrants for LID #99, 5 Corners sewers. They were:
Southwick -Campbell
Grande & Co.
5% with a .210 premium
5.10% with an .080 premium
It was moved by Councilman Kincaid, seconded by Councilman Sorensen that the bid of
Southwick -Campbell & Co., Inc. for bonds and warrants for LID #99 be accepted with
the interest rate of 5% and a premium of .211 per hundred. Motion carried.
Hearing was held on. Emergency Ordinance # 811. There were no objections, and a motion
was'made by Councilman Christensen, seconded by Councilman Lambe that Emergency Ordinance
# 811 be passed, appropriating money for an extra clerk in the City Hall and an extra
operator at the Sewage Disposal Plant. Motion carried.
In answer to a letter from the Library Board, Mayor Maxwell appointed Mrs. Earl Clark
and Mr. Paul Hansen to fill two vacancies, and it was moved by Councilman Kincaid,
seconded by Councilman Tuson that these appointments be confirmed. Motion carried.
A letter was receivdd from School District #15 requesting safe walkways be,established
on through streets. It was referred to the Safety Committee.
A letter of resignation from the Board of Adjustment was received from Charles Shepherd,
and accepted with regret by Mayor Maxwell.
A Petition was presented to the council for paving and curbs on Glen Street from Olympic
to 100. There were property owners present.both for &nd against the proposed improvement,
and after much discussion, a motion was made by Councilman Kincaid,seconded by Councilman
Sorensen that the attorney be instructed to dr4w up a Resolution of Intention for a
proposed LII) on.Glen Street and the residents involved be notified of the meeting on
May 3. Motion carried.

be authorized to write the Army Corp of Engineers, giving the city's approval of the
Edmonds Boat House project. Motion carried.
Mrs. Peggy Harris, representing the Chamber of Commerce, asked council permission to plant
trees along the sidewalk of the downtown business section. The council requested that
the Chamber present a more definite plan for approval.
The possible paving of Holly Drive was given to the Street Committee for investigation
and a report at the next meeting.
A motion was made by Councilman Tuson, seconded by Councilman Kincaid that Resolution
#46, commending Don McGibbon, be passed. Motion carried. A copy of the Resolution is
attached to the minutes.
It was moved by Councilman Christensen, seconded by Councilman Lambe that after 30 days
notice is given Pointer -Willamette Co., the city will put up a fence on the south
boundary of the city beach property to make it a public recreation and parking area.
There were 5 councilmen for, 1 against, and the motion carried.
It was moved by Councilman Christensen, seconded by Councilman Lambe that the Bicycle
Ordinance # 813 be passed as amended. Motion carried.
It was reported by the Engineer to the council that the job of paving 3rd Ave. had been
given to Joplin as low bidder.
A motion was made by Councilman Kincaid, seconded by Councilman Sorensen that the Engineer
be instructed to call forbids for paving 101' Ave. on LID # 98; bids to be opened May 3.
Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Lambe that the bid opening on
Water works fittings and valves be May 3. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Lambe that bids on the water
main construction be opened May 17. Motion carried.
Councilman Tuson made the motion, seconded by Councilman Christensen authorizing the
Mayor to sign a contract with Edmonds School District # 15 relating to the District's 6 inch
sewage pumping line extending from the Easterly end of the city's present 8 inch gravity
sewer in the vicinity of Bowdoin Way. Motion carried.
It was moved by Councilman Tuson, seconded by Councilman Lambe that the Mayor be authorized
to enter into contract with the School District (subject to revision) for sewer service
to the new Maplewood School. Motion carried.
Councilman Christensen made the motion, seconded by Councilman Harrison to approve the
preliminary plat (with improvements)of the Nelson Plat, and Sierra Place be constructed as
a 32 ft. pavement with curbs, and a cul de sac at the east end. Motion carried.
A motion was made by Councilman Tuson, seconded by Councilman Christensen authorizing the

purchase of an addressing machine for the Water Dept. Motion carried.
